6 Opportunities But we are working on our levee system Levee status may change as FEMA works on analysis of the flood risk associated with de-accredited levee system If the system status changes there are options: During map update, submit certification package based on current system status After Letter of Final Determination, submit Letter of Map Revision to FEMA for review
7 FEMA s Levee Role and Responsibilities FEMA Flood Insurance Rate Maps (FIRMs) are based on current conditions and reflect the existing flood risk Once FEMA receives a levee certification package from a levee owner: FEMA reviews against 44 CFR (Procedure Memo 63) FEMA performs a completeness review FEMA accredits levees based on certification submittal findings received from levee owner, FEMA does not certify levees FEMA s accreditation is NOT a health and safety standard, Levee Accreditation is for risk analysis purposes only FEMA does not design, construct, operate, or maintain levee systems FEMA does not determine how a structure or system will perform in a flood event
8 Project Overview Risk Analysis Multiple scenarios are performed to determine flood extents Without levee analysis is calculated to map the risk associated with possible levee failure on the landward side of the levee Levee systems are analyzed in place as well as removed Removal of system from modeling calculates a lesser elevation than breach analysis may (entire cross-section available to flow) Breach analysis difficult unless failure location can be predicted What does that mean?
