Opportunities But we are working on our levee system Levee status may change as FEMA works on analysis of the flood risk associated with de-accredited levee system If the system status changes there are options: During map update, submit certification package based on current system status After Letter of Final Determination, submit Letter of Map Revision to FEMA for review

FEMA s Levee Role and Responsibilities FEMA Flood Insurance Rate Maps (FIRMs) are based on current conditions and reflect the existing flood risk Once FEMA receives a levee certification package from a levee owner: FEMA reviews against 44 CFR (Procedure Memo 63) FEMA performs a completeness review FEMA accredits levees based on certification submittal findings received from levee owner, FEMA does not certify levees FEMA s accreditation is NOT a health and safety standard, Levee Accreditation is for risk analysis purposes only FEMA does not design, construct, operate, or maintain levee systems FEMA does not determine how a structure or system will perform in a flood event

Project Overview Risk Analysis Multiple scenarios are performed to determine flood extents Without levee analysis is calculated to map the risk associated with possible levee failure on the landward side of the levee Levee systems are analyzed in place as well as removed Removal of system from modeling calculates a lesser elevation than breach analysis may (entire cross-section available to flow) Breach analysis difficult unless failure location can be predicted What does that mean?

Project Overview Risk Analysis Levee Analysis Scenario 1 Both levees in place Contained elevation calculated (100 ) basis of floodplain delineation between levees

Project Overview Overview of FEMA Processes 100

Project Overview Risk Analysis Levee Analysis Scenario 2 Right levee removed Without Right elevation calculated (98 ) Basis of right overbank protected area mapping

Project Overview Overview of FEMA Processes 98

Project Overview Risk Analysis Levee Analysis Scenario 3 Left levee removed 95 Without Left elevation calculated (95 ) Basis of left overbank protected area mapping

Project Overview Overview of FEMA Processes 95

Project Overview Risk Analysis Three scenario results in one cross-section Levees Not Accredited Channel (100 ), Without Right (98 ) and Without Left (95 ) elevations are shown on the maps Accreditation status determines Zone shown on landward side of levee system: Accredited equals Shaded Zone X, Not accredited equals Zone AE or Zone A

Project Overview Overview of FEMA Processes Zone A Zone AE 95 Zone A Zone AE MAPPING DEACCREDITED LEVEE Zone A Zone AE

Project Overview Risk Analysis Zones vary if levees are accredited (Shaded Zone X) Levees Not Accredited Channel (100 ), Without Right (98 ) and Without Left (95 ) elevations are still the basis of the floodplain delineation

Project Overview 95 Shaded Zone X Zone A Zone AE Shaded Zone X MAPPING ACCREDITED LEVEE

Project Timeline Flood Risk Review Meeting Community Coordination Officers Meeting (CCO) Initiate Levee Study Data Development Preliminary Issuance Appeal and Comment Period Letter of Final Determination Effective Issuance Initial Coordination Meeting Resilience Meeting Local Levee Site Visit

Actions for Community Officials Inclusion of levee and flood risk analysis information in: Hazard Mitigation Plans Communication of Risk and Community Education Evacuation Plans Communication of Risk Reduction provided by levees to local residents as well as Risk associated with living behind a levee

Hazard Mitigation Planning Risk MAP Mitigation Plans Putting Your Maps to Work Reduction of Risk to Community Plans create a framework for risk-based decision making to reduce damages to lives, property, and the economy from future disasters Assessing your risk Maps are an excellent tool to: Identify the hazard area Locate Vulnerable Structures and Population Determine need for structural or non-structural mitigation

Hazard Mitigation Planning Risk MAP Mitigation Plans Planning Assistance Technical assistance from the State and FEMA upon request Assistance is delivered by the State or jointly by the State and FEMA Workshops, conference calls, meetings, courtesy reviews. Free FEMA 386-series of How-to Guides G-318 Mitigation Planning for Local governments Local Multi-Hazard Mitigation Planning Guidance For assistance contact your State Hazard Mitigation office or visit

FEMA s interaction with communities throughout the process is constant Key Factors in changing the public perception of risk long term include: Use of Best Available Data Proper Hazard Identification Local Education on Risk Consistent Communication of Risk and Preparedness to the Public All entities speaking in one voice & Discovery

Flooding Risks are Real but you know that Every community faces risk from various threats Economic threats Health threats Natural hazards Floods remain the most common natural disaster in the US Nearly $24 billion in U.S. flood losses (last 10 years) Synergy through collaboration and integration

Actions for Community Officials Community Education and Outreach FEMA would like to partner with the local officials and levee owners to: Promote risk communication to local residents and businesses Promote preparedness of local residents Assist with the delivery of tools to promote consistent message is delivered

Actions for Community Officials Tools For Your Use: Newsletters Kick-Off Data Acquisition Hydrology & Hydraulics Risk MAP Products Floodplain Mapping & DFIRMs Resilience Preliminary Issuance Newsletters distributed through RAMPP-Team.com
