3 GSECL TPS Sikka Page 3 of 21 TENDER NOTICE Sealed percentage rate tenders are invited for the work of _The work of the attending oil leakages & top cover gasket replacement work of 15MVA UAT-1 & 2 Transformer at Sikka TPS. from experienced & registered contractors with GSECL / GETCO / DISCOM / CENTRAL / State Government / Railway / Semi Government and who has executed works of similar nature and magnitude as per pre-qualification criteria of work successfully. Tenderer should down load the tender documents from the web site n-procure.com (In case of e- Tender) Tender documents will not be issued in physical form from this office and submit the same (in soft & hard) as per instruction therein by RPAD. General Terms & Condition 01. TENDER FEE, EMD AND SECURITY DEPOSIT A. Tender Fee Paid Details (Tender Fee is COMPULSARY & there is no Exemption for Tender Fee). SSI / NSIC Firm also have to pay Tender Fee. Tender Fee & Earnest Money Deposit - will be accepted by D.D. in favour of Gujarat State Electricity Corp. Ltd., payable at State Bank of India, Sikka TPS Branch only (Branch Code No ). Cheque are not accepted & Tenders submitted without tender fee / EMD will not be accepted. No exemption from payment of tender fees and no price preference to the small, cottage & tiny industrial units registered under small scale industries of Gujarat state and holding subsequent registration with CSPO/NSIC/DGS&D registration certificates for the item under tender

Tenderer should also certify as unconditional tender on tender cover it self. B. EMD at 1 % of the estimated cost is to be paid by D.D. in favour of Gujarat State Electricity Corporation Ltd. payable at State Bank of India, Sikka. Tenders without EMD are liable for rejection. The SSI / NSIC will be accepted for exemption of EMD for supply of subjected material only, otherwise tender / offer will be ignored. The Xerox copy submitted for SSI / NSIC shall be notarized only. SSI / NSIC submitted other than indented material will not be accepted for waival of EMD / SD and without payment of EMD, tender will be rejected out rightly without intimation to the party. No correspondence will be entertained further in the matter. The exemption in payment of EMD shall be given to the small, cottage & Tiny Industrial Units registered under small scale industries of Gujarat State and holding subsequent registration with CSPO/NSIC/DGS&D registration certificates for the item under tender. C. Security Deposit: Lowest party shall have to pay Security Deposit as, 5 % in case of Works & 10 % in case of Supply of order value before placement of order. (a) Small, Cottage and tiny industrial units of Gujarat State having the registrations numbers for production of goods and having the registration numbers from Govt. of Gujarat to submit Security Deposit and performance guarantee as under. (01) Wherever in the purchase policy, the Security Deposit and Performance Bank Guarantee rate of 5 % is stipulated, the same be considered at 3 % for Small, Cottage & tiny industrial units of Gujarat State. (02) Wherever the rate of Security Deposit & performance Bank Guarantee of 10 % is stipulated in the purchase policy, the same be considered as 6 % for Small, Cottage & tiny industrial units of Gujarat State. (03) Security Deposit and Performance Bank Guarantee shall not be insisted concurrently and therefore Security Deposit may be converted into Performance Bank Guarantee or once PBG is submitted, SD will be refunded L1 contractor has to pay Security deposit as per prescribed time limit mentioned in LOI. if successful bidder not paying SD in time, necessary action will be taken against firm as per GSECL norms. Tender Cover Packing (EMD + Tender Fee+ Other documents) 1. Technical Bid: The technical bid shall comprise of all the technical details of the stores / materials offered in accordance with the Corporation guaranteed technical particulars and conditions, etc. The Technical Bid shall be opened on Due Date as mentioned in tender Notice (If Possible), in the presence of those tenderers who wish to be present. If the Authorized Representative is likely to be present then he must submit the authorization letter of the representing company at the time of opening of Bids and this is compulsory. Only One authorized Representative shall be allowed. 2. Price Bid For E-Tender Bidders are requested to submit Price Bid (Schedule-B) on-line only and not to submit the price bid in physical form. This is mandatory. If price bid is submitted in physical form, same will not be opened and only on-line submitted price bid will be considered for evaluation. Further if the quantity quoted differs in the any of the technical bid forms and in price bid forms, it is discretion of Committee GSECL to consider the quoted quantity. For Web-Tender The Price Bid must be submitted strictly as per Schedule-B and shall be submitted in the

5 GSECL TPS Sikka Page 5 of 21 separate envelope (dully sealed) super scribed Price Bid with subject and shall be submitted simultaneously with the Technical Bid The time and date for opening of the Price Bid shall be determined by the Corporation and shall be communicated to the tendering firms after technical bids are analyzed and the intimation will be sent only to the technically qualified tenderers. Any technical questions information and clarifications that may be required pertaining to this Tender should be referred to The Chief Engineer, GSECL, TPS, Sikka, who also reserves the right to reject any OR all tenders without assigning any reasons thereof. The Technical & Price Bids shall contain adequate cross reference wherever necessary to ensure clear and proper co-relation of the two bids without ambiguities whatsoever. Any technical questions information and clarifications that may be required pertaining to this Tender should be referred to The Chief Engineer, GSECL, TPS, Sikka, who also reserves the right to reject any OR all tenders without assigning any reasons thereof. 3. The tender must be submitted in 04 (Four) Cover system. Cover 01: The technical bid and supporting documents. Cover 02: Price bid (Not required in e-tender) Cover 03: EMD and Tender Fee Cover 04: All above three (Two for e-tender) covers should be kept in 4 th cover duly super scribe the reference of payment of EMD & Tender Fee i.e. DD No. & Date for EMD - DD No. & Date for Tender Fee otherwise Bid will not be considered for opening. Tenderer should also certify as unconditional tender on tender cover it self. Conditional tenders are liable for rejection Bidder has to send hard copy of tender by RPAD/Speed Post to The office of Chief Engineer (G), SIKKA ADM Building, GSECL Colony, SIKKA, Dist: Jamnagar Gujarat, India on or before due date. In case of e- tender, It is mandatory to submit tender in online e-tender as well as in physical form on or before due date and time. If tender submitted in only one way, it will not be considered for evaluation. Corporation does not take any responsibility for postal delay on both ways and tenders received after due date and time will not be accepted by this office. Tender fee & EMD should have to be submitted along with technical bid, if not found offer will out rightly rejected Gujarat State Electricity Corporation Ltd. reserves the right to accept/reject/cancel any or all the offers/tenders, extend dates and / or re-advertise tender, and /or modify the process at any stage of the process without assigning any reason thereof 4. Subletting of tender is not permitted. 5. Part order has to be accepted by party. 6. Tenderer has to complete the above work within stipulated time as mentioned in Technical Bid. Otherwise Penalty will be imposed as 0.5 % per week subject to maximum 10 % of order value. 7. The contractor shall at his own expense comply with all labour laws and keep the board indemnified in respect thereof. Some of the major liabilities under various labour and industrial laws which the contractor shall comply which are as under. 1) Payment of contributing of way of Employer s contribution towards provident fund, family pension scheme, deposit linked insurance scheme, administrative charges etc, at the rates made applicable from time to time by Government of Gujarat / Government of India or other Statutory Authorities.

6 GSECL TPS Sikka Page 6 of 21 2) Payment of deposit in respect of each contract labour at rate of Rs. 30/- with the office of Commissioner of labour as per contract labour (Regulation and Abolition) Act. 3) License as prescribed under the contract labour (Regulation and Abolition) Act, and rules farmed there under depending upon the number of workman employed by the contractor License is compulsory if nine or more labours engaged during day. 4) Identity cards as prescribed under the factories Act, with photo affixed there to the same for identification. 5) Payment of retrenchment compensation, Notice pay and other liabilities as per Industrial Disputes Act. Payment to the contractor s employees arising out of any claim or disputes under the industrial Disputes Act or any other labour laws. 6) Payment of compensation in case of accidental injury. 7) Provision of Creche if female labour employed is more than 30 numbers. 8) Maternity leave as per the provision of the Maternity Benefit Act. 7 GSECL TPS Sikka Page 7 of 21 Special notes for technically qualifying criteria for the subject work (PRE-QUALIFICATION REQUIREMENT FOR BIDDER) Name of the work: The work of the attending oil leakages & top cover gasket replacement work of 15MVA UAT-1 & 2 Transformer at Sikka TPS. (1) The Bidder should have the experience for same type of work either in GSECL/Government/Semi Government Organization for having voltage class 66 KV or above and rating 15 MVA or above. (2) The bidder shall submit the performance certificate for the transformer of rating indicated at Sr. No. (1) Above, issued by concern head of the station/organization and / or name & address of the station/organization, name of the contact person, telephone no, Fax no, e- mail etc. where the transformer is in service. (3) Similar works means the work carried out for same rating & voltage class or higher rating & voltage class of the transformer indicated at Sr. No. (1) Above (5) The Bidder shall have the average annual financial turnover during last 3 years ending 31 st March of the previous financial year at least equal to the estimated cost. (6) Bidders should have valid electrical license. (8) Notwithstanding anything stated above, the owner reserves the right to assess bidder s capacity to perform the contract, should circumstances warrant such an assessment in the overall interest of the contract and the Owner. The bidders are requested to submit the technical bid with the following credentials for technically qualifying criteria in soft as well as hard. 9 GSECL TPS Sikka Page 9 of 21 SCOPE OF WORK Name of the work: The work of the attending oil leakages & top cover gasket replacement work of 15MVA UAT-1 & 2 Transformer at Sikka TPS. (1) Disconnection of HV, LV and neutral jumpers at site. (2) Removal emulsifiers system, earthing, fencing etc. as required (3) Testing of Transformers for following tests before overhauling. Measurement of IR Values. Magnetic balance & magnetizing current at low voltage. Ratio test. BDV of oil (4) Draining of oil with pump in separate oil tank or empty barrels provided by GSECL (5) Dismantling of all removable external fittings such as HV, LV, Neutral Bushings, Radiators, Top Bottom Headers, Conservator Tank, PRV, Equalizing pipes, etc pipelines etc. and proper storage of dismantled parts. (6) Removal of WTI, O.T.I., Buchholz relay, MOG, Neutral CT connections. (7) Providing of blanking plates in place of HV/LV bushing, header, radiators etc. before preparation for dragging of transformer. (8) Safely lifting of top cover for the gasket replacement work. All required lifting arrangement i.e. Hydra crane or any alternative arrangement for replacement of top cover Gasket is carried out by contractor at his own cost. (9) Checking of diaphragm for its intactness and to replace it if found broken (10) Replacement of HV, LV and neutral bushing o ring of the Transformer. (11) Cleaning of core coil assembly by hot oil jet to remove sludge & other foreign particles deposited over core & winding. (12) General cleaning of transformer and all its accessories. (13) Preparing & replacement of all oil sealing gaskets made of by RC-70C grade rubberized cork sheet for Top cover, HV / LV Turret, H.V. & L.V. Bushings, Neutral Bushings, Neutral C.T. Radiator isolating valves, conservator tank, tap changer and all Flange joints etc. (14) Checking of individual radiators, radiator valves, servicing, flushing and attending oil leakages if any. Leak test of radiators should be taken. (15) Dismantling of Buchholz relay for inspection of mercury switch & float conditions & attending defects & replacement of any part, if required. (16) Blanking all the openings for vacuum pulling. (17) Vacuum pulling of main tank for removing moisture from winding. (18) Oil will be filtered in separate tanks/barrels and testing it for desired break down voltage (BDV test) before filling in the main tank of transformer. (19) Filling the filtered transformer oil in transformer under vacuum. (20) Complete erection of Transformer including erection of all accessories like cooling system, HV & LV Bushings, conservator, buchholz etc. (21) Filtration of entire oil in transformer tank after mounting all fittings such as the bushings, LV bushings, radiators, headers etc should be continued till IR value of the winding & BDV of oil and water content in PPM is attained. (22) Degreasing and cleaning of all external surfaces of tank & fittings, rusted portion anywhere on tank, radiators, header pipes, valves etc, so that the water will not be able to enter in the electrical connection junction box, temperature meter etc. Applying one coat of anticorrosive red oxide at rusted parts.

10 GSECL TPS Sikka Page 10 of 21 (23) Painting of all external surfaces of tank and fittings after cleaning with paper by synthetic enamel paint ( two coats on existing paint ) of Asian paints only after approving required color shade. (24) Attending temperature indicator pockets for necessary cleaning and replacement of oil in pockets. (25) Checking and adjustment of required arcing horn gap, if applicable. (26) Overhauling of all the cooling fans and lubricating the same. (27) Complete Overhauling of OLTC and driving mechanism. (28) Checking, Dehydrating breather reactivating the active agent and cleaning the air passages. (29) Testing of transformer after overhauling work for all possible site tests Low Voltage Testing of Transformer at site as indicated below. (30) Testing of oil after overhauling and filtration for BDV, PPM & DGA test at M/S. ERDA, Baroda. (31) Refitting of emulsifier systems, all Jumper connection, LV connection, earthing connection etc. & fencing. (32) Commissioning of Transformer. (33) Testing Of Transformer Oil: Before and after charging of the transformer, oil should be got tested from M/S ERDA Vadodara for following tests. Charges for all testing and transportation etc. shall be born by Bidder. GA as per IS : & IS : ,BDV, Water content etc. as per IS : (A) Scope of Supply/Tools of Party (1) Required lifting & shifting arrangement including polyester Slings for bushing dully tested for valid period. (2) Required Hydra Crane of appropriate capacity with crane operator. (3) Required men power and necessary arrangement for dragging of transformer is arranged by party. (4) Oil testing facilities at site for BDV (min. up to 100 KV) & Moisture content testing kit. (5) IR tester 5KV. (6) High vacuum oil filter machine with hose pipe and fitting arrangement etc. (7) Paints & primer of standard make & shade. (8) Rubberized cork sheet for gasket as per IS 4253 Part-II Grade RC-70 C of approved make. Rubber cord gasket shall be replaced with new one similar to the existing quality of material used as per instruction of engineer in charge. (9) Air compressor and spray painting equipment s. (10) Suitable Oil sampling steel bottles. (11) Motorized oil pump for draining of oil. (12) All required tools and tackles. (13) Tarpaulins of proper size to cover the job during the work. (14) All required highly skilled and experienced manpower. (15) All Consumables items and cleaning reagents including wire brushes, emery paper, Scrapper, cotton waste, madarpat cloth etc. (16) All testing and measuring instrument is arranged by party and must be calibrated with the valid due date. (17) The transportation of filled & empty oil drum, tank from stores/site and same should be credited by the Bidder after completion of the work. (18) Providing manpower for the testing of SFRA and Tan Delta test (Testing kit and operator will be provided by GSECL)

13 GSECL TPS Sikka Page 13 of 21 SPECIAL TERMS & CONDITIONS Agency has to provide following documents pertain to STPS along with each RA bills in triplicate for verification of compliance of labour laws. 1. Attendance register. 2. Duly paid wage register (If paid through bank then along with bank statement or bank name and A/c No of concern employee is required to mention in the register or disbursed in present of GSECL, officer and certification of GSECL officer in wage register is required to taken) 3. Copy of paid PF challan along with copy of ECR. 4. Bonus and leave encashment register as per applicability.

14 GSECL TPS Sikka Page 14 of 21 GENERAL TENDER TERMS & CONDITIONS Name of the work: The work of the attending oil leakages & top cover gasket replacement work of 15MVA UAT-1 & 2 Transformer at Sikka TPS. 1. The contract means the document forming tender and the subsequent agreement that may be entered into. 2. The General rules and regulations of the Corporation for tender and contract for works will apply to the extent the same are not modified herein. Any other rules and regulations, conditions etc. that are in force in present and that may be framed by the Corporation from time to time in condition with contracts will be binding and acceptable to the contractor. 3. Sub- letting or transfer of contract without prior written approval of Corporation will be treated as a breach of contract and it will be punishable by forfeiting the security deposit as well as termination of contract. 4. The contractor have to pay total 5% of the order value as security before placement of order. 5. The contractor shall hold the Corporation indemnified against and in respect of any claim arising out of injury to any persons, loss of life, workman s compensation or any other claims whatsoever. The contractor shall be responsible for any damages to any property of the Corporation due to negligence of the contractor or his employees. The Corporation will be entitled to recover the damages from the contractor and it shall be final and binding to the contractor. 6. The successful tenderer/ contractor will have to enter into an agreement with GSECL and the cost of the stamped paper will be borne by the contractor. The contractor will also have to execute an indemnity bond on required value of stamped paper as per GSECL rules. The cost of the stamped paper will be borne by the contractor. 7. ARBITRATION : All questions, disputes or differences whatsoever which may at any time arise between the parties to this contract in connection with the contract or any matter arising out of or in relation thereto, shall be referred to the Gujarat Public Works Contract Dispute Arbitration Tribunal as per the provisions of the Gujarat Public Works Contract Dispute Arbitration Tribunal Act, The party shall strictly observe all the labour laws and Factory Acts in existence and amendments made from time to time 9. (A) Party shall have to strictly observe all safety rules as per the Factory Act 1948 and whatever amendments made from time to time to avoid any chances of accidents. Contractor shall have to strictly follow the instructions of safety officer. a. (B) The safety precautions issued vide this office circular no. CCUT/ SAFETY/ 490 / CIR / 345A dated are applicable to this contract also and to be followed strictly. (D) Before starting the contract, it is advisable that party shall have the documents for insurance of workers. 10. The work shall be completed within stipulated time as well as on receipt of shut down. If required, party shall have to work round the clock to maintain the work schedule. 11. Payment: - 70 % within 30 days after completion of work and submission of bill. 20 % after satisfactory results of oil testing from ERDA and balance 10% will be released after satisfactory working of the transformer on load for 12 months from the date of charging of transformer or production of bank guarantee of 10 % amount valid for 12 months. 12. The contractor shall have to take all necessary precautions to avoid fire during cutting, welding, etc. In case of any smoldering fire, same should be extinguished by contractor immediately using their own labour, tools, water & buckets etc.

15 GSECL TPS Sikka Page 15 of The party shall arrange his own adequate tools and tackles, welding accessories, drilling m/c, grinders, scaffolding, welding m/c, gas cutting sets, lifting materials like hydraulic jacks, slogging spanners, dial gauges & piano wire etc. 14. Party shall have to arrange all consumables, including required electrodes, Kerosene, rustolene, paints, grinding wheels etc. at his own cost. 15. An authorized and technically qualified representative of the contractor must be available at site while the work is going on. The address of the representative should be submitted to this office so that party can be contacted whenever required in connection with execution of the work. If not available then Rs. 500/- will be imposed as penalty. 16. Scaffolding materials like wooden sleepers, M.S. Angles, channels and plates if available with GSECL, will be issued free of cost, otherwise contractor will have to arrange for the same at his own cost. After completion of work scaffolding as is to be removed immediately and should be credited to main store of SIKKA TPS. 17. After completion of work working area and surrounding area should be made clean by removing M. S. debris and all types of scrap etc. Scrap should be credited to main store and should be dumped at place shown by E. E. (Store). 18. Electrical connection and power consumption will be given free of cost at one mutually agreed point. 19. Shifting, transportation of materials from main store/tool room to working site shall have to be done by contractor at his cost. 20. Party shall submit daily progress report for the work carried out by them. If party fail to submit the same then Rs. 150/- per day will be imposed as a penalty. 21. The contractor, if desires, can see the plant and site of work with permission of undersigned on any working day during working hours. 22. Party has to carry out the work at site only. 23. The required spares like steel plates, nut bolts, stud, lubricants, bushes, shims, flight pan, sprocket, chain link, bearings, shafts etc will be given by the Corporation free of cost for carry out the work as per Schedule-B. If any damages occurred while replacement of new parts, the actual cost of the parts will be recovered from the contractor. 24. Income Tax will be deducted at source at prevailing rates as per I. T. Act. 25. Do not mention any commercial terms/conditions in Technical bid. Any terms/conditions related to commercial matter mention by you in Technical bid will not considered. 26. For each hour delay or past thereof the contractor shall be charged Rs. 500/- per hour as delay charges. 27. After completion of work contractor should have submit material account statement along with re-conciliation statement along with bill otherwise bill will not be processed. 28. Validity of work order The validity of work order will be 24 [Twenty four] month from the issue date of work order. If desire by GSECL, contract can be extended for further period of 06 months with same rate, terms and conditions for balance qty. 29. Time limit: - The party shall complete the overhauling work on transformer during the stipulated shut down period only [i.e. 15 days/transformer] considering the abnormal conditions during prevailing season. The availability of shut down will be intimated to the party in advance so that, work can be started from the first day of the shutdown. All required arrangement of tools -tackles and man, material should be kept ready before shut down. 30. PENALTY FOR LATE EXECUTION OF WORK Any delay that may take place in supply and / or erection, testing and commissioning activities beyond contractual cutoff date / stipulated period in the order shall be subjected to penalty (not liquidated damages) at the rate of ½% of the contract price / order price per week or part thereof subject to a maximum of 10% of the total contract value / order value (i.e. End cost including taxes & duties).
