2 NOTICE INVITING EXPRESSION OF INTEREST TRIPURA STATE ELECTRICITY CORPORATION LIMITED NOTICE INVITING EXPRESSION OF INTEREST Sealed bid offer in Two Part System is invited from competent and experienced Power Transformer Manufacturers /repairers for Conversion i/c Repairing & MVA enhancement for the following work of Tripura State Electricity Corporation Limited (TSECL) :- Name of work: - Conversion i/c Repairing of 6.6/66- KV to 66/33-KV, MVA enhancement of 66/11-KV & repairing of 33/11-KV Power Transformer at different sub-station of TSECL. Brief Scope of Work: - The following are the damaged Power Transformers presently lying at different sub-station of TSECL. Carrying TO & FRO Sl. 3 QUALIFICATION REQUIRMENT:- Necessary information about the financial and technical resources, organization and experience shall have to be provided by the Tenderer, as an evidence of his capability for satisfaction of the Owner (TSECL), obtained from the reputed Indian Power utility, for similar nature of work to undertake the conversion i/c repairing as indicated in the name of work of Power Transformers having rating 10-MVA and not less than 66- KV Voltage Class. Bidder shall submit along with his tender list of major contracts for conversion i/c repair and installation of Power Transformer having rating 10-MVA and not less than 66- KV voltage class executed/ being executed by him during last 5 years giving detailed particulars such as quantity, equipment rating, contract value, name of the Owner, year of commissioning etc along with the documentary evidence ( obtained from the reputed Indian Power utility) that same are in successful operation for more than 2 (Two) years. Repairing should be of such standard that the repaired transformer should pass the required tests of the relevant ISS. Repairing of transformer has to be done mandatorily with the full replacement of existing windings by new HV & LV coils both. Technical bid:- Documents:- The following document s Xerox copy duly self -attested is to be submitted. i) Valid license for repairing / manufacturing of Power Transformer. ii) Valid insurance certificate to cover fire, burgling, riots etc to the unit. iii) IT/CST/VAT registration certificate along with clearance certificates. iv) Evidence for repairing of Power Transformer during last five years. v) List of testing equipments available at works & copies of valid calibration certificates from the Govt. Testing Laboratory. vi) List of repairing machineries available at works. Documents in addition to the above in respect of Financial Capabilities of the Bidders shall be asked for submission in later course of time. 2

4 Price:- Rates should be quoted as per WORK SCHEDULE & must be Firm, FOR at Destination and inclusive of all applicable taxes. GENERAL INSTRUCTIONS TO THE BIDDERS Bid Evaluation Procedure: The price bid offer of the successful bidder(s) in the pre-qualification part will only be considered. Evaluation will be done on per unit cost basis less the cost of scrap. In general, ED and CST component will be considered on per unit of supply. Service Tax will be considered on labour charges only. Bidders are to specify the items where ED, CST, Service Tax will be attracted. The lowest bid will be worked out based on total per unit cost including ED, CST, and Service Tax less cost of per unit scrap materials. Item wise per unit rates have been asked only for at works repairing & conversion. Submission of Affidavit Notarized declaration: The work awarded to the agency needs to be completed in a be-fitting manner. Therefore it is the complete liability of the bidder(s), if being selected for the work to be carried out, to ensure delivery of the repaired Transformers at F.O.R destination mentioned by TSECL. The EOI offer received from the participant bidder(s) must be incorporated with an affidavit declaration on stamp paper of Rs (Rupees Hundred) only, duly signed by the bidder(s) and notarized by Government approved Notary, clearly accepting the liabilities for return/delivery after repairing of the Transformers at TSECL S F.O.R destination. Declaration should also be incorporated, accepted and signed by the bidder(s) with the statement that in case any failure to comply the EOI Clauses, follow up legal proceeding shall be within the jurisdiction of Tripura High Court at Agartala, Tripura. In case any bidder(s) fails to submit the Notarized declaration along with the EOI offer in sealed cover, the said bidder(s) shall be treated as non-responsive and shall be summarily declared as cancel bid. 3

5 AWARD CRITERIA AWARD OF CONTRACT TSECL shall award the Contract to the successful Bidder whose bid has been determined to be substantially responsive and has been determined as technically acceptable and lowest evaluated package Bid, provided further that the Bidder is determined to be qualified to perform the Contract satisfactorily. TSECL shall be the sole judge in this regard. OWNER S RIGHT TO ACCEPT ANY BID AND TO REJECT ANY OR ALL BIDS TSECL reserves the right to accept or reject any bid, and to annul the bidding process and reject all bids at any time prior to award of contract, without thereby incurring any liability to the affected Bidder or Bidders or any obligation to inform the affected Bidder or Bidders of the grounds for such action. NOTIFICATION OF AWARD Prior to the expiration of the period of bid validity and extended validity period, if any, TSECL shall notify the successful Bidder in writing by registered letter or FAX, to be confirmed in writing by registered letter, that his Bid has been accepted. Contract. Agreement: The Notification of Award/Letter of Award shall constitute the formation of the An agreement will be concluded with the successful bidder within 15(fifteen) days of placement of work order by the owner. Guarantee: The successful bidder shall provide guarantee for satisfactory operation of the transformer(s) after repair/conversion & commissioning in TSECL network for a period not less than 1(One) year from the date of commissioning. As a compliance of the guarantee clause as stated above, the CPG (Contract Performance Guarantee) shall not be released and accordingly the validity of the CPG shall have to provided by the approved bidder. Performance Guarantee: On award of work the successful bidder shall be required to furnish a contract performance 10% of the LOA value in the shape as detailed below: a. 50% of Contract Performance Guarantee (CPG) in the shape of Bank Guarantee (BG) from any schedule Bank guaranteed by Reserve Bank of India favouring TRIPURA STATE ELECTRICITY CORPORATION LIMITED payable at Agartala. 4

6 b. Balance 50% amount will be deducted from running bills on pro-rata basis or minimum 10% of the balance amount whichever is higher from each bill till full realization of Contract Performance Guarantee (CPG) & this deduction shall be completed before processing of final bill. Validity of Offer: 180 (One eighty) days from the date of opening of the bid. Terms of Payment: 90 % payment will be paid, on successful repairing, testing at works, and transportation of the transformer at the owners substation site i/c successful commissioning subject to submission of bill / invoice by the bidder. Balance 10% will be paid after successful running of the transformer continuously for at least 2(two) months w.e.f the date of commissioning. Statutory taxes and duties as applicable ( G.O.I. & G.O.T.) shall be deducted at source during release of payment. Quantity Variation: ± 25% quantity variation may be there if necessary. The successful bidder should be agreeable to carry work + 25 % to (-) 25 % of the tendered Agreement Quantity / Agreement value. Erection: The successful bidder/repairer is responsible for erection i/c fitting fixing of all accessories of the repaired transformer(s) after delivery at destination site and no extra charge/cost shall be paid for the same. This should be done as per direction of the engineer incharge. TSECL shall not bear any liability on this account. Commissioning: Commissioning shall be done by TSECL, subject, to presence of bidder(s) testing/technical representative Performance Guarantee Deposit Release: Performance Guarantee Deposit can be made through a bank guarantee while concluding agreement as per the pro-forma of the owner and shall be released after successful execution of the agreement. Insurance against Loss, Theft, Damage, Transportation etc: The successful bidder should have to required to take the transformer to their works for repairing, has to make insurance coverage policy for a sum assured not less than rupees eighty lakh in favour of the owner along with an Indemnity Bond. The premium what-soever shall be borne by the successful bidder. This is applicable for both To-&-Fro 5

7 transportation. This is to safeguard the interest of the owner while handing over the transformer to the bidder for repairing outside the State of Tripura. The successful bidder shall understand the true spirit of the clause and the value of premium shall be quoted in Item No 48 per unit basis. INSPECTION OF TRANSFORMER AT WORKS FOR ASSESSMENT OF SCOPE OF REPAIRING/CONVERSION On receipt of the award of Contract (LOA), the approved bidder has to sign the agreement with TSECL s concerned authority and will arrange to lift, carriage of the offered transformers up to the destination of the repairing works safely by road transport as per schedule of item. Thereafter the firm must have to invite TSECL for Physical & Internal Inspection of the referred transformer(s) to ascertain the quantum of work involved to complete the job. The bidder shall also bear the to and fro travelling, fooding and lodging charges of the inspecting officer / team of TSECL in compliance with Schedule of Item: 44. TSECL s inspecting official shall comprise with two persons. Mode of journeys should by AIR via major connecting cities and thereafter by road etc. The Physical & Internal Inspection shall have to be done in presence of TSECL s officials in the following manner: i. Un-tanking & lifting of core-coil assembly ii. Dismantling of Core Coil assembly. iii. Finalization of Copper wire weight (HV & LV) existing windings. iv. Once the existing winding copper weight is finalized, existing winding coil (HV & LV) must be cut into at least two or more pieces to ascertain & avoid re-cycling. v. Finalization of other physical requirements shall also be done as per schedule of items. After completion of the above, Memorandum of Minutes (MOM) has to be signed in between the Firm & TSECL s inspecting official(s). PRE-DESPATCH TESTING OF TRANSFORMER Pre-despatch Testing of transformer(s) after repair shall be conducted as per work schedule. The firm/repairer shall also bear the to and fro travelling, fooding and lodging charges of the inspecting officer / team of TSECL in compliance with Schedule of Item: 42. Mode of journeys should by AIR via major connecting cities and thereafter by road etc. TSECL s inspecting/testing official shall comprise two persons. 6

8 Following tests are to be carried out by the repairer in presence of TSECL representatives during pre-desptach inspection at works of the bidder (Repairer): i) Measurement of winding resistance. ii) Measurement of Insulation resistance iii) Ratio, Polarity & Phase relationship. iv) Loss (Full load & No loss) v) Impedance voltage (Short Circuit) vi) Induce over voltage withstand (DVDF). vii) Separate source voltages withstand (High Voltage). viii) Temperature rise. ix) Magnetic Balance test x) Transformer Oil BDV test. Pre-Commissioning Testing: Pre-commissioning testing has to be done as per standard practice (as per possible of CBIP Manual) at Owner s site. Period of Completion: 240( Two hundred forty) days, and shall be reckoned from the date of issue of Letter of Confirmation/ LOA/Work Order. Drawing & Design: Before taking up the job of conversion & repairing, the bidder/firm should submit design & drawing in duplicate for final ratification by TSECL. Liquidated Damages If the bidder fails to successfully complete the re-commissioning of the transformer within the time fixed under the Contract, the bidder shall pay to TSECL as liquidated damages and not as penalty a sum specified for each specified period of delays as below. The liquidated damages for delay in complete the work in all respect and re- commissioning of transformer within the time fixed under the contract shall be 1% (one per cent) of the contract price of the whole work per week or part thereof. The total amount of liquidated damages for delay under the Contract will be subject to a maximum of 5% of the Contract price. TSECL reserves all right to reject or accept any or all offers without assigning any reason there off.
