Filled tender shall be accepted by RPAD/speed post only. The technical bid & price bid should be kept in two separate sealed covers and these two covers should be kept in main sealed cover. The tender will be opened in the presence of contractors, who wish to remain present at the time of opening of tenders. Tender fee & EMD have to be submitted along with technical bid, if not found, offer will out rightly rejected. The undersigned reserves the right to reject any or all tenders without assigning any reason thereof. Details of tender fee & EMD paid (DD No. & date) is invariably to be mentioned on the cover of the tender. In absence, offer will be rejected. Sr. Technical Qualifying Criteria 1 The bidder must have executed work order for replacement of transformers bushings having voltage class as 400 KV & above and rating 167 MVA & above satisfactorily for the government / semi government / state electricity board / corporation body / Public Limited Company / Reputed Private Firms in last five years of period. 2 The bidder must have to submit the satisfactorily performance certificate / Successful Work Completion Certificate for replacement of transformers bushings having voltage class as 400 KV & above and rating 167 MVA & above. 3 Bidders should have valid electrical license to carry out subjected work. 4 Conditional tender is liable to be rejected. Withdrawal or insertion of conditions unilaterally after opening of tenders will not be permitted unless it so desired by the GSECL. SIGNATURE OF CONTRACTOR 4

Code no. from appropriate authority. 7 Copy of appropriate contract registration certificate. 8 Copy of Service Tax Registration. 9 Copy of contract labour license from the appropriate authorities, duly obtained and or renewed for the entire contract period. 10 Group insurance of all contract labours duly engaged throughout the contract. 11 PAN Card and Income tax return certificates of last 3 year. 12 Latest Bank Solvency Certificate of minimum 20% of estimated cost from any Nationalized Bank. 13 Certified copies of last three years audited annual account i.e. profit & loss account and Balance sheet. If the party is a proprietary party and not required to get annual account audited under the law, a copy of Income tax return or certificate from practicing Chartered Accountant certifying the Profit & Loss account should be submitted. 14 Wherever applicable, as per stay order of the court of law, as may be in forced from time to time, the bidder will have to give consent and confirm that he will engage same labours and supervisory staff working with the presently working contractor. 15 Details of registered partnership deed in case of partnership firm and Activities Of Association and Memorandum Of Association in case of company. 16 The firm must have to confirm & commit on self attested firm letter pad for: (a) The bidder is not GSECL employee. (b)the bidder having No participation of Employee / Dependent of employee working in GSECL. Note: The Bidders should enclose documents as mentioned with Technical Bid. After due scrutiny of the documents, details & data submitted along with Technical Bid, only those tender will be considered for price bid opening, by GSECL (in its opinion), which satisfy & fulfills technical qualifying criteria. 6 /// SCOPE OF WORK /// Subject: Work of replacement of 2 nos. of 33 KV Bushings of BHEL Make, Single phase, 167 MVA, 400/200/33 KV interconnecting Transformer at WTPS. [1] The contractor has to arrange for replacement of 2 nos of 33 KV HV Bushing of R phase and oil filtration of Inter connecting Transformer of R phase at WTPS as per instruction of EIC. The scope of work shall comprise but not limited to the scope of work. [2] The contractor must have to start the subjected work on issuance of work commencement letter from Engineer-In-Charge. The contractor must have to ensure the complete isolation & necessary work permit / Line clear of equipment from Engineer-In-Charge before commencement of work. [3] All job or work will be in the scope of contractor. The contractor has to provide highly skilled & experienced manpower along with supervisor for execution of the work. [4] Draining of transformer oil up to top lead keeping conservator & radiator bank closed. [5] PRE EXECUTION TRANSFORMER OIL TESTING: Before filtration of transformer oil of Inter connecting Transformer at site, the contractor has to arrange for testing of oil samples of transformer through M/s. ERDA, Vadodara for following tests which charges & other related expenses for testing at ERDA & transportation etc. shall have to be borne by the contractor. Oil sample bottle shall have to be arranged by contractor. 1. DGA as per IS: & IS: 9434, BDV, Water content etc. as per IS: 1866, 2000 [6] Dismantling of Two nos. of 33 KV Bushing of R- phase, 167 MVA, 400/200/33 KV ICT. Transportation of new two nos. of 33 KV bushings from store to work site & shifting of old two nos. 33 KV bushing from work site to main/sub store. [7] Necessary arrangement for hydra crane, truck etc. for transportation of new/old 33 KV bushings to be arranged by contractor. [8] Provision & replacement of oil sealing gaskets between the bushings to tank. The gaskets should be of adequate thickness of CHETAK / UMBRELLA / ZIBRA brand rubberized cork sheet type Tr-9 confirming to RC-70C. [9] Erection of two nos. of 33 KV Bushing of R ph ICT after due inspection of bushing lead connections. If required, necessary arrangement for fitting of bushing is to be done by contractor. [10] High Vacuum Oil Filtration of drained oil in separate tank. Filling of drained oil after filtration & achieving BDV more than 60 KV. 6

7 [11] High vacuum Oil filtration of transformer oil / fresh transformer oil and filling from transformer bottom in conservator, radiator & radiator headers through adequate capacity of filter machine in presence of GSECL representative. The Filtration and filling of transformer oil should be completed in one cycle in accordance with the applicable IS with latest amendment if any. Then after opening of isolating valves between main tank & cooling system to continue circulation of oil for period up to 24 hours. [12] To carry out air venting in right sequence during circulation of oil. Ensure oil level in conservator up to recommended level. If necessary, top up fresh filtered transformer oil having desirable value of BDV. The Conservator & radiator banks are to be made through & complete air venting. Air is to be released from all venting point. [13] POST - EXECUTION TRANSFORMER OIL TESTING: After filtration of transformer oil of Inter connecting Transformer at site, the contractor has to arrange for testing of oil samples of transformer through M/s. ERDA - Vadodara for following tests which charges & other related expenses for testing at ERDA & transportation etc. shall have to be borne by the contractor. Oil sample bottle shall have to be arranged by contractor. 1. DGA as per IS: & IS: 9434, BDV, Water content etc. as per IS: 1866, 2000 [14] The Transformer Oil samples which are tested at ERDA must have the specific values within prescribed limit as per relevant IS. If any deviation noticed or relevant parameter not achieved, remedial actions or repeat high vacuum filtration of transformer oil must be carry out by contractor to achieve the deviated parameter of oil. [15] All the required precautions will have to be taken by contractor for his personnel engaged for above work. All compensations, insurance, including third party liabilities for the equipments, materials, men power is to be arranged by the agency at his own cost. [16] Any activity not specifically mentioned in the scope of work but necessary in the opinion of engineer-in-charge of work must be carried out for successful completion of the job within time limit of the work at mutually agreed terms & rates. [17] All debris / dust / dirt / scrap material must be removed from site & complete clean the workplace / site as per instruction of E.I.C. [18] If any Oil leakage / spillage / seepage observed from transformer after execution of subjected work must be attended by contractor on behalf of mentioned Scope of work. 7

8 /// SPECIAL TERMS & CONDITION /// Subject: Work of replacement of 2 nos. of 33 KV Bushings of BHEL Make, Single phase, 167 MVA, 400/200/33 KV interconnecting Transformer at WTPS. [1] The rates are exclusive of Service Tax, Excise Duty & VAT/CST. Service Tax, Excise Duty & VAT/CST at prevailing rate, if applicable will be reimbursed by GSECL extra on production of paid evidence / Challan. [2] As per GSECL rules, the agency has to enter in to an agreement with the GSECL on the stamp paper of 100/- and indemnity bond of 100/- in the prescribed Performa on receipt of the order. The cost of the stamp paper is to be borne by the Contractor. [3] The Contractor has to strictly adhere the Labour Laws in force from time to time regarding license, payment of wages, insurance, liabilities, pension scheme, provident fund, paid leave facilities, compensation on account of accident etc. for labours, personnel engaged by agency for execution of the work. [4] The tender, Acceptance of Tender with schedule & contract booklet, Tender & Contract for works to be signed by the Contractor and the subsequent correspondences shall be deemed to be part of the contract. General terms and conditions of the Corporation for works contract will be made applicable for this work [5] Contractor shall indemnify GSECL against for any injury and/or damage that may be caused in his man or material. Moreover, the contractor shall be fully responsible for any damage caused to the Corporation s properties done by his man/materials while executing the work. The Corporation will be entitled to recover the damage from the party s bill. [6] At any time if GSECL feels that the progress of work is unsatisfactory and work force of contractor is inadequate, other agencies / departmental personnel will be engaged in parallel for expediting the work, the amount to be incurred will be recovered from the contractor s bill. In this case, decision of the Engineer-in-charge shall be final and binding to the contractor. [7] At any stage of the contract period, if the contractor fails to complete the job or his work is not found satisfactory the same will be got done at his cost and risk and additional expenditure incurred by the Corporation will be recovered from him by giving one week's notice. [8] To subletting or transfer of contract without prior written approval of Corporation shall be treated as breach of contract and it shall be punishable by forfeiting the S.D. as well as termination of contract. [9] The Corporation reserves the right to forfeit the S.D. in case of any breach of contract or / and in case of disputes. The decision of I/c-Chief Engineer (C & O), TPS Wanakbori shall be final, binding & acceptable to the Contractor. If contractor fails to start the work as Stipulated, the balance amount shall be forfeited. 8

9 [10] The contractor has to carry out the required work strictly according to technical support given by the E.I.C. [11] The contractor shall submit his bill in triplicate to the CE (C&O), GSECL, TPS, Wanakbori which will be paid after the certificate regarding completion of work. Payment will be made as per actual work execution GSECL s rule. [12] Contractor will have to pay security deposit being 10% of contract value. [13] Any terms and conditions mutually agreed in writing shall be part of this contract. [14] For the quality & acceptance of the jobs, the decision of E.I.C. will be final & binding to contractor and no dispute on this account will be entertained. [15] The Time limit for subjected work will be 15 Days from date of commencement and the validity of the subjected work order will be One year from date of issuance of work order. [16] If the work should not be done as per specification mentioned on work order in stipulated time in all respects, the penalty will be levied as per Corporation's rules. Any delay in work activities beyond contractual cutoff date / stipulated period in the order shall be subjected to penalty (not liquidated damages) at the rate of ½% of the order price per week or part thereof subject to a max. of 10% of the total order value. [17] The contractor will be responsible and liable for any damage to man and materials during his work. [18] While execution of this job, the plant and its auxiliaries of GSECL will be in running conditions. Thus contractor has to take all precautions for safety and use of Safety equipments wherever necessary while working. [19] All terms & conditions specified in Industrial & safety laws are binding to contractor. 9

Following material to be arranged by contractor: [1] Adequate capacity of High Vacuum Oil Filter machine & relevant accessories. [2] Transformer Oil sample Stainless Steel bottle for before & after Oil testing. [3] All required tools, tackles & consumables required for subjected work [4] The personnel protective equipments for safety of man power engaged by contractor. [5] Highly skilled & experienced manpower along with supervisor for execution of the work. [6] Transportation of materials & conveyance of his personnel. [7] Hydra crane / Fork lift / Truck of required capacity for subjected work. [8] All switch board, switches, ELCB, fuses, wires etc. required for power supply distribution (after single point supply provided by GSECL) Following material to be provided at free of cost by GSECL WTPS: [1] Three phase, 4 wires, 415 volts power supply at one mutually agreed point. [2] Empty oil storage tank / empty oil barrels & fresh transformer oil required for topping. Following material to be provided at Chargeable basis by GSECL WTPS: [1] Accommodation facility will be provided on chargeable basis at the prevailing rates as per GSECL rules, if available. [2] Hospital Facility in case of any emergency. 10
