1 RAJYA SABHA SECRETARIAT RAJYA SABHA TELEVISION 3 rd FLOOR, TALKATORA STADIUM ANNEXE BUILDING NEW DELHI RSTV/Admn./84/ December, 2017 TENDER FOR MAINTENANCE OF 02 (TWO) 20 KVA UPS Rajya Sabha Television invites bids for AMC of 02 (two) nos. 20 KVA UPS (details in Annexure-I) as per the terms and conditions mentioned in Annexure-II. The details of comprehensive AMC should be as per Scope of Work mentioned in Annexure-III. 2. Interested parties are accordingly requested to submit their rate quotations (Technical/Financial) for AMC of the 02 (two) 20 KVA UPS addressed to Additional Director (RSTV) in separate sealed envelopes. It should either be dropped in the tender box placed at the Reception, 3 rd Floor, Talkatora Stadium Annexe Building or may be sent by Speed Post to reach latest by 5.00 P.M. by 19 January, Technical Bids will be opened at 4:00 p.m. on 22 January, 2018 at RSTV office, 3rd Floor, Talkatora Stadium Annexe Building, New Delhi in the presence of the bidders or representatives thereof, if any. Financial Bids of only such bidders will be opened who are found eligible in Technical Bid. 4. The date and time of opening of tenders shall be conveyed in due course. The tenders will be opened in the presence of bidders. The date of opening of Financial Bids of bidders, declared successful in Technical Bids, shall be intimated separately. 3 Annexure-II TERMS AND CONDITIONS FOR CAMC OF 02 (TWO) 20 KVA UPS 1. The CAMC shall be valid for a period of one year w.e.f. the date of award of contract. 2. The firm must be ISO certified for Servicing of 02 (two) 20 KVA UPS 3. Copies of PAN No./TIN No./Service Tax No. Income Tax clearance certificate/returns for three years must be attached. 4. Firm must provide satisfactory one year service certificate from Govt. Organizations. 5. Establishment of the firm must be more than 3 years. 6. Firm must have sufficient number of qualified engineers and they have to provide support within 2 hours after the complaint is registered. 7. The Rajya Sabha Television reserves the right to terminate the contract by giving due notice in case of breach of any terms and conditions under the contract during the contract period. 8. The contract may also be terminated in case of any unsatisfactory performance or if anything is found against the interest of the Rajya Sabha Television. 9. The tenderers/contractors shall be liable for any loss/damage to the equipment while taking to workshop for scheduled repair or caused due to negligence of the service provider during contract period. 10. The jurisdiction for the purpose of settlement of any dispute/difference in respect of breach of tender clause would be in Delhi. 11. The company/service provider will not have any legal right to proceed against the Rajya Sabha Television in the event of late payment due to unforeseen reason. 12. Earnest money of Rs. 50,000/- shall be deposited through Bank draft in favour of the DDO, Rajya Sabha Television 13. The payment will be made on quarterly basis after satisfactory maintenance/servicing/repair of the 20 KVA UPS during a particular quarter upon submission of a pre-receipted bill by the contractor after verification by concerned user.

4 14. The increase in rates will not be allowed during the contract period and TDS shall be deducted as per rules. 15. Any reported fault would be taken up by the engineers within 2 hours. The repair would be carried out on site itself. However, in case the equipments is taken to the workshop, the firm would provide a standby equipments for the same. In case any machine is required to be taken outside the premises for repairs, the freight/transportation charges will be borne by the firm. 16. If the firm does not attend the complaint within 24 hours from the time of registration complaints with the firm or on the telephone no. given by the firm for lodging complaints, a penalty of Rs. 1,000/- will be deducted from claim on account of non-attending the complaint. 17. Incomplete or conditional tenders will not be entertained. 18. There should not be any overwriting on the amount quoted which has to be mentioned in words and figures both. 19. Performance Security- The successful bidder will have to provide a performance guarantee in the form of a bank guarantee or fixed deposit for Rs. 50,000/- as per terms of AMC

5 Annexure-III DETAILS OF COMPREHENSIVE AMC ALONG WITH SCOPE OF WORK REQUIRED FOR 02 (TWO) 20 KVA UPS Scope of work (i) Guaranteed 2-hour on-site response, 7 days/week, 24 hours/day (ii) Includes 100% parts (Except batteries) Labour & travel coverage & Unlimited Break Down calls (iii) 99.99% Uptime commitment. One UPS must remain in running condition at all time (iv) Annual System Health Check (v) Environmental Audit & Power Mapping (vi) Check-ups of Battery Health (vii) Six bi-monthly preventive Maintenance Service including cleaning of UPS, cleaning of battery and voltage testing (viii) One week resolution time, failing which, penalty of Rs. 5,000/- per day will be imposed Preventive Maintenance Service (i) Cleaning up of Unit, visual inspection to check any deformation (ii) Checking and adjustment of power parameters like input, output, DC voltage & current (iii) Checking and adjustment of control parameters on different PCBs. (iv) Tightness of all connection, if shut down possible (v) (vi) Functional checking up of Rectifier, Inverter & Static Switch Section With customer approval, perform operational test of the system including unit transfer and battery discharge (vii) Periodic preventive maintenance must be carried out on quarterly basis Annual System health check (includes all of preventive maintenance service and following (i) (ii) (iii) Perform a temperature check on all breakers, connections and associated controls Perform a complete visual inspection of the equipment including subassemblies, wiring harnesses, contacts, cables and major components. Check air filters for cleanliness Rectifier and Inverter snubber boards for discoloration, burned or broken wires
