At the July 1,27 Council meeting, Council pssed resolution for the United Wy serving KFL&A to dminister the 27 City of Kingston Helthy Community Fund on behlf of the City. The United Wy provided this service t no chrge to the City of Kingston. The process included n informtion session for grnt pplictions, trcking nd processing of ll pplictions, review committee selection, orienttion, coordintion of meetings nd support to the ctul review process of the pplictions. Council ppointed five Councillors nd City stff member to prticipte on the review committees for ech of the five ctegories: Elders, Youth, Culture, Neighbourhoods nd Volunteers. The five review committees met nd reviewed ll of the pplictions in the five ctegories. The United Wy s responsibility is to ensure tht protocols nd processes re followed. The review committees responsibility is to review ll of the pplictions ccording to the process set out by the United Wy. Their recommendtions for which projects receive HCF grnts from the 27 City Helthy Community Fund re listed in Exhibit A. Robin Etherington, Mnger, Culture & Heritge Division, worked with the Helthy Community Fund dministrtors throughout the process s well s st on the review committees, s nonvoting member. Kim Hockey, Director Community nvestment, nd Mrg Kublk, Progrm Associte, provided expertise nd support to the volunteers, Councillors nd the grnt recommendtion process on behlf of United Wy. n 27, there ws $19, vilble for disbursement through the Helthy Community Fund. A totl of 51 pplictions were received through this yer's ppliction process requesting totl of $575,565. Funds were prorted for ech of the 5 ctegories bsed on the percentge of dollrs requested for ech ctegory. Of these requests, 24 projects hve been recommended to Kingston City Council for pprovl of grnts in the totl mount of $1 9,. The United Wy hs chrged no dministrtive fees for its support in dministering the 27 Helthy Community Fund in order to ssist orgniztions nd groups within the City of Kingston with finncil resources to support projects to strengthen our community. The Province initited Bingo Revitliztion Progrm pilot in order to preserve nd enhnce the bingo industry by introducing new technology nd new wys to ply bingo with the intention of modernizing the gme nd ttrcting new plyers. Their objective ws to sustin revenues for locl chrities in n industry tht hd been rpidly declining cross Ontrio. Gmbling is prohibited under the Criminl Code except where uthorized for Chrity purposes nd strictly regulted by the Alcohol nd Gming Commission of Ontrio (AGCO) who hve uthorized the OLG to mnge this ctivity on their behlf in prtnership with the City. The OLG mnges nd conducts ll bingo events t Tresure Chest Bingo Centre which is owned by Pul Mrtin Construction. This inititive involves the Bingo Centre, member orgniztions of Tresure Chest Bingo Centre Chrity Assocition, the City of Kingston nd OLG ll of whom receive percentge of ll revenues generted. There re currently 77 chrity groups represented by the Chrity Assocition nd prticipting t Tresure Chest bingo centre. The contrct uthorizes the City to issue permits to qulified chritble nd community orgniztions llowing them to prticipte nd provide stff during the hours tht OLG gmes re in progress. The City is required to ensure tht only qulified groups re involved. The City lso ensures tht proceeds from the centre re spent in ccordnce with the requirements of the OLG nd tht ech group is ssigned prticiption events bsed on criteri tht hve been estblished by the Alcohol & Gming Commission of Ontrio. The City receives fee for their services which is clculted s percentge of gross revenues. Gross revenues include the sle of ny nd ll products or services within the bingo centre. The initil contrct pid the City of Kingston 1.76% of gross revenues. The proposed contrct reflects n increse to 1.8% of gross revenues. OLG projects tht gross revenues will continue to increse over the next four yers. The Centre owner nd Chrity Assocition negotite seprtely with the OLG to determine their specific roles in the progrm. Council hs the option to not renew the contrct nd therefore cese the Bingo Revitliztion Progrm which would result in minimum revenue drop of $179,. revenue per yer. All prtners hve indicted tht they prefer tht the city continue to be involved in this inititive to mintin the success tht hs been chieved so fr. Alterntively nd s is recommended in this report, Council could delegte signing uthority to the Myor nd Clerk to llow the prtnership with OLG to continue. EXSTNG POLlCYlBY LAW: The City of Kingston currently issues permits to vrious chrities nd non-profit orgniztions under the existing contrct with OLG where it is the OLG s responsibility to mnge nd conduct events t Tresure Chest Bingo Centre. The uthority to issue comes from Section 27 (1) () of the Criminl Code of Cnd which llows permits when dministered by contrct with n uthority like OLG. The City receives percentge of gross sles.
