1 Su Group (Title TBC) 1 Introduction Remit Issue 1 18 June This document defines the working rrngements for the Defect Recording Anlysis nd Corrective Action System in ccordnce with SIC Protocol, Issue 5. 2 Vision Sttement 2.1 To estlish ntionwide DRACAS informtion shring process frmework nd I.T. rchitecture for ll control commnd signlling (CCS) shred systems used on the GB rilwy, y: ) Promoting collortion nd lignment cross projects tht implement DRACAS for CCS shred systems, nd ) Supporting DRACAS stkeholders to help them tke etter sset mngement decisions out shred CCS systems, nd therefore chieve usiness enefits through the ility to mke improvements to system reliility, vilility, mintinility nd sfety. 3 Bckground 3.1 A DRACAS Working Group (WG) ws formed in 2008 to ddress numer of recommendtions rising from the Ldroke Grove inquiry. 3.2 The purpose of the DRACAS WG ws to: Understnd the potentil enefits of implementing DRACAS for CCS shred systems within the ril industry. Identify DRACAS to meet the requirements of Rilwy Group Stndrd GE/RT8106 for new CCS systems. Understnd how CCS DRACAS fits into the overll scope of informtion shring cross the industry. 3.3 The DRACAS WG hs overseen the delivery of RSSB reserch projects T754, T957, T In Ferury 2013 work egn, s prt of the ERTMS progrmme, to implement DRACAS for the next ERTMS projects. The DRACAS WG ws re-estlished s the DRACAS SG, with new remit to reflect its new role s the functionl nd technicl client for CCS DRACAS implementtion projects. 4 Purpose nd Scope of the 4.1 Purpose The su group s purpose is to oversee implementtion of n industry-wide DRACAS to the extent of eing complint with the recommended rchitecture nd frmework. 2 4.1.2 The group s purpose is lso to monitor the implementtion of projects so s to evolve / refine the system rchitecture (which includes processes) in line with experience gined from the ERTMS progrmme The DRACAS SG will work closely with DRACAS implementtion project mngers nd project tems to ensure tht ech project is supported in dopting n industry wide pproch for the development nd implementtion of CCS DRACAS for the rilwy industry. This support will initilly e sed on the concepts nd ides developed within RSSB Projects T754, T957, nd T The DRACAS SG will support implementtion projects y identifying pproprite stkeholder contcts within the Network Ril, trin opertor nd supplier communities nd encourging prticiptive, inclusive pproch to implementing DRACAS within these communities. This support will e prticulrly importnt during the development of the Functionl Requirements Specifiction for the DRACAS, nd will need to follow through into the Detiled Design nd lter implementtion phses of the DRACAS cross these communities The DRACAS SG will work closely with ERTMS nd GSM-R project tems to ensure tht the DRACAS will e le to support their future needs. 4.2 Scope To e functionl (including processes nd people) nd technicl client for CCS DRACAS implementtion projects To provide gurdinship of the DRACAS rchitecture nd of the principles defined in RSSB Projects T754, T957 nd T To ssure implementtion projects comptiility with the CCS DRACAS vision To e the functionl nd technicl reviewer of implementtion outputs To promote consistent pproch, lerning opportunities, the development of synergies with other projects (e.g. ORBIS, cross-industry RCM, T&RS (R2 plus RST systems rchitecture), LINX, GPS) nd the voidnce of unnecessry dupliction To fcilitte enefits of the costed usiness model (T957) nd monitor tht they re eing delivered To provide user enggement nd communiction out the DRACAS vision nd enefits To sponsor ny further DRACAS reserch To provide uthority to modify the rchitecture To e the owner of the DRACAS vision nd usiness requirements To e the proposer of chnges to relevnt GB ntionl rules, including RGSs nd NTRs, such s GE/RT Outside the scope of the DRACAS SG User specific rediness nd trnsitionl rrngements DRACAS chnge mngement System reliility mngement. 3 5 Activities of the 5.1 Work pln The DRACAS Group will develop nd mintin work pln with DRACAS implementtion project(s) nd ERTMS PCB, in ccordnce with this remit The work pln shll e greed nd endorsed y the V/TC&C SIC The work pln will include, ut not e limited to, the following ctivities: ) Agreeing SMART ojectives for the DRACAS Group. ) Agreeing documents for PCB s prepred y implementtion project(s). c) Presenttion of ppers, jointly with project tems, to ERTMS PCB. d) Estlishing the future governnce requirements s GB ntionl rule (GE/RT8106). e) Development nd delivery of stkeholder enggement pln. f) Overseeing the development of the functionl requirements definition for the nlysis tool cpility within DRACAS. 5.2 Conditions under which the su group will cese ctivity The DRACAS SG will cese ctivity when the V/TC&C SIC decides tht either: The ojectives nd work pln re complete, or The DRACAS SG is no longer required. 6 Memership of SIC / 6.1 Memership will e sought from the following DRACAS stkeholders: Trin opertors c Pssenger Trin Opertors Non pssenger Trin Opertors Assocition of Trin Operting Compnies (ATOC) Infrstructure mngers RoSCos Suppliers c Projects Network Ril DRACAS supplier CCS system supplier Stkeholder odies Rilwy Industry Assocition (RIA) ERTMS DRACAS project tem (sponsor nd/or project mnger) V/TC&C SIC (governing ody) ERTMS PCB TR007 Pge 3 of 7 Issue 1: 18 June 2013

5 7 Specilist Skills nd Knowledge 7.1 The skills considered essentil for the work of the group re: ) Experience of CCS sset mngement (configurtion/performnce), including CCS filure mngement requirements. ) Dt nd process mngement skills. c) Knowledge of DRACAS principles nd processes. d) Experience/knowledge of similr informtion mngement systems in other industries. e) Experience/knowledge of similr informtion mngement systems in other rilwy uthorities (focusing initilly on ERTMS pplictions). f) Knowledge of other informtion mngement inititives in the ril industry. g) Detiled knowledge of the DRACAS rchitecture defined in T960. h) Generl pprecition of the usiness context of GB/EU rilwys nd interfces. i) Understnding of the issues nd experience in mnging shred systems. j) Knowledge of existing nd emerging stndrds nd legisltion relevnt to DRACAS. k) Communiction/influencing skills for presenting to high level committees etc. l) Knowledge of sfety mngement systems. m) Knowledge of ETCS nd GSM-R. n) Knowledge of reliility principles. o) Knowledge of PAS 55 Optiml mngement of physicl ssets 7.2 Where required, supporting expertise, which my include supplier or stkeholder representtion, will e requested y the DRACAS Group. 8 Delegtion of Authority 8.1 Decision Mking Where strtegic industry oversight is required recommendtions nd decisions re suject to endorsement y the V/TC&C SIC The committee shll endevour to rech consensus on decisions. If consensus cnnot e chieved the meeting shll clerly document why consensus could not e chieved nd report the mtter to V/TC&C SIC The DRACAS SG will complete ll ctivities s instructed nd endorsed y the V/TC&C SIC. 8.2 Reporting / Recommendtions The DRACAS Group is represented y the Chirperson, who will ttend the V/TC&C SIC nd ERTMS PCB meetings to present the su-group report i-nnully or on request from the V/TC&C SIC or ERTMS PCB. The chir or nominted representtive will e responsile for reporting on the work of DRACAS SG The DRACAS Group will hve stnding representtion on the ERTMS PCB. TR007 Pge 5 of 7 Issue 1: 18 June 2013

6 8.2.3 DRACAS SG will lso e represented on Network Ril s DRACAS development project. 9 SIC Funding nd Budget Mngement 9.1 There is no specific funding for this su-group. 10 Process to elect nd ppoint new memers / chirpersons 10.1 The memers shll nominte nd elect Chirperson from the memership of the group, suject to the pprovl of V/TC&C SIC The memership of the group shll e determined in considertion of the specilist skills, knowledge nd stkeholder representtion s set out in this remit Where industry representtion is required the constituency orgnistion will e pproched to nominte representtive. 11 Orgnistion nd Opertion of Meetings 11.1 Meeting Frequency The meeting will operte to pre-greed gend (nominlly six meetings per clendr yer, though this shll remin under review) If there re insufficient gend items to e discussed t ny single meeting the Chirperson will, with consulttion, cncel the meeting with six working dys notice Meeting Quorum A meeting quorum consists of the following industry memers: Assocition of Trin Operting Compnies (ATOC) x1 Network Ril (NR) x1 Ril Sfety & Stndrds Bord (RSSB) x1 ERTMS DRACAS project tem x 1 RoSCos x If the meeting is not quorte sent memers will hve two weeks fter the drft meeting minutes hve een distriuted to mke n ojection to ny decision tken in the meeting. If no ojections re mde the decision will stnd. 12 Administrtion 12.1 Reporting Structure The DRACAS WG will ensure tht the V/TC&C SIC is kept informed of progress through written report, issued minimum of twice per clendr yer. Susequent reports cn e produced on the request of the SIC The DRACAS WG will operte on consensus sis to chieve their purpose, in line with the SIC Protocol Issue Minutes The drft minutes will e sent to the Chirperson for pprovl within 10 working dys of the meeting.
