ASB is one of New Zelnd s min commercil nks locted in the hert of the Wynyrd Qurter, with its hed office locted t 12 Jellicoe Street. ASB is situted in close proximity to the proposed site of Americ s Cup infrstructure, nd the locl street network tht will e used to ccess the proposed syndicte ses oth during construction, opertions nd the events. 5 ASB is not trde competitor for the purposes of sections 308C or 308CA of the Act. 6 ASB is interested in the proceeding, in prticulr: Trnsporttion effects on ASB nd the Wynyrd Qurter, including ccess, trffic nd prking, in the construction, opertionl nd event phses of the Construction effects on ASB; c Noise effects in the construction, opertionl nd event phses of the d Security nd sfety issues during construction, opertionl nd event phses of the e The extent to which the Proposl will ffect utilities nd services used y ASB; 1 Sumission of ASB Bnk Limited on the Wynyrd Hoson proposl, dted 28 My

3 f The extent to which the Proposl ddresses the legcy of the Americ s Cup infrstructure for the re; nd g Consulttion nd communiction with directly ffected prties. 7 ASB supports the Proposl, suject to the following decisions from the Environment Court: Tht consent e grnted suject to conditions providing tht: i Access (including ll forms of trnsporttion including vehiculr, pedestrin nd cyclist ccess) will e provided to ASB s offices throughout the construction, opertionl nd event phses of the ii Any reduction of the current street prking ville in the Wynyrd Qurter will e replced with dequte lterntives; iii Pedestrin nd cyclist ccess over the Te Wero Bridge will hve priority over mrine trffic, in order to ensure sufficient ccess to the Wynyrd Qurter; iv Disruption to ASB s usiness during construction, opertionl nd event phses of the Proposl will e minimised, including dverse noise effects; v There will e mesures in plce to ensure the security nd sfety of ASB s stff nd visitors nd the pulic during the construction, opertionl nd event phses of the Proposl, including plnned risk nd response frmeworks to ddress: A Fire evcutions of the ASB uilding; B C Pedestrin sfety t Wynyrd Qurter; Any potentil security threts t nd round the ASB uilding; vi Utilities nd services tht support ASB s offices, including power nd wter, will not e disrupted y the vii The legcy infrstructure will e crefully designed nd uilt to mintin nd enhnce the ttrctive menity of Wynyrd Qurter, with longevity in mind;

4 viii There will e trgeted consulttion nd communiction with directly ffected usinesses, in ddition to the wider Community Liison Group, including consulttion nd communiction with ASB in reltion to the issues ove; nd Such further nd/or consequentil relief to ddress the mtters rised in this notice. 8 ASB seeks these mendments to the Proposl for the following resons: Access to nd from ASB s offices is vitl prt of its everydy opertions. As the ASB uilding t Wynyrd Qurter is the hed office, it is importnt tht it is le to continue its opertions without disruption. ASB s offices in Wynyrd Qurter lso houses severl core functions for the opertion of the ASB nking network, so fst nd efficient deliveries re vitl for the usiness opertion. ASB wishes to ensure tht ccess to crprking for its stff nd customers is mintined, or replced with dequte lterntives. c Adverse effects, including noise effects nd disruption to utilities nd services, must e minimised to llow ASB to continue its opertions effectively nd efficiently, especilly during usiness hours. d Security nd sfety of ASB s stff nd visitors, s well s the pulic, re of utmost importnce during construction, opertionl nd event phses of the Proposl. For exmple, fire evcutions of the ASB uilding nd pedestrin sfety will need to e mnged effectively nd efficiently. e Concerns nd interests of directly ffected prties such s usinesses locted in the Wynyrd Qurter should e prioritised over generl pulic consulttion nd communiction with the wider community.
