Six of the seven Steering Group prticipnts were in ttendnce (see bove). The meeting gend nd meeting objectives cn be found in Annex A to this report. This report will tke the form of summry of the meeting nd decisions tken in reltion to ech of the meeting s objectives. MEETING OBJECTIVE 1: AGREE AND REFINE ACHIEVEABLE GOALS FOR PROJECT The meeting confirmed the following six key deliverbles for the project, in line with the project ppliction: 1

2 i i iv v vi The Estblishment Of Benchmrk Criteri For Legl Interpreters And Trnsltors (LITs) In The EU Member Sttes The Design Of Trining Courses For LITs The Design Of Trining Mterils For Use In LIT Trining Courses The Design Of Trining The Triner (ToT) Courses For LIT Triners The Development Of Supporting Resources For LIT Trining In-Service Trining For Legl Services Personnel i The Estblishment Of Benchmrk Criteri For Legl Interpreters And Trnsltors (LITs) In The EU Member Sttes b c d This will require the setting of minimum performnce criteri for the necessry skills nd knowledge set of LITs prcticing in EU member sttes Benchmrking is to be expressed s mp of the required competencies nd skills for chievement of the benchmrk. The United Kingdom Ntionl Occuptionl Stndrds ( ws suggested s possible model of how competencies nd skills might be mpped. Benchmrking will lso require the definition of performnce criteri for the chievement of the benchmrk (see bove) The benchmrking process presupposes the trining of exminers nd the estblishment of methodologies for designing ssessment instruments. Reference ws mde to the Europen Assocition for Lnguge Testing nd Assessment ( s possible source of informtion for this tsk The setting of common benchmrk (s described bove) my be followed by setting of lower nd higher benchmrks s required. For exmple, lower set of criteri could be estblished for the use of LITs in emergency or first contct situtions only. A higher set of criteri could be used for the ccredittion of LITs to higher professionl levels NB: these stndrds were recommended in the first Grotius project (Aequits) nd greed by the Commission The Design Of Trining Courses For LITs 2

3 The design of trining course templtes for use in the trining of LITs in EU member sttes is key deliverble for the project outlined in the project ppliction. The first step will be to identify the core components of LIT trining courses tht will led to ccredittion t benchmrk level (see i.). Also required will be: The setting of entry (selection) nd exit criteri for trining pckges b Estblishment of selection methodologies for evlution of pplicnts to trining progrmmes c Estblishment of on-course ssessment criteri nd ssessment methodologies Evlution rther thn certifiction is to be the guiding principle behind ssessment methodologies. Assessment nd ccredittion is to be voctionl rther thn cdemic, bsed round chievement nd demonstrtion of core competencies t equivlent stndrds throughout the EU. The meeting greed tht cdemic ccredittion should be mtter for individul member sttes to implement if desired. i The Design Of Trining Mterils For Use In LIT Trining Courses The design of trining mterils t ll levels for dissemintion nd use in EU member sttes is key deliverble for the project. The meeting decided tht: b c The design of trining mterils is to be guided by voctionl rther thn cdemic pproch Trining mterils re to be designed with the im of developing demonstrble core competencies in the LIT trinee (see 2.3) Mterils produced during the life of the project will be bnked s the project progresses for dissemintion nd use vi publiction or online, in the event tht funding for the supplementry project referred to in 4.3 is not secured iv The Design Of Trining The Triner (ToT) Courses For LIT Triners The design of trining the triners (ToT) course templtes is nother key deliverble for the project. This tsk is to be chieved by: b c d Mpping of best existing prctice in ToT Description of ToT methodologies Production of ToT course templtes Production of supporting ToT mterils 3

4 v The Development Of Supporting Resources For LIT Trining The meeting greed tht the evlution of the opportunities offered by online lerning fcilities (webct, online lerning pltforms, distnce lerning modes of study) for LIT trining in EU member sttes would be key deliverble for the project. To this end, n online lerning pltform expert joined the meeting on the second dy nd outlined the functions of the Middlesex University online lerning pltform (OASIS). It ws estblished tht severl members of the Steering Group were fmilir with using online lerning pltforms in their own institutions. A key deliverble for the project envisged in the project ppliction is n online open ccess dtbse of trining mterils for use by triners in EU member sttes. This is to be self-sustining resource for continuing development beyond the life of this project. The Steering Group concluded tht the estblishment of this online open ccess dtbnk constitutes further project in itself, bove nd beyond the Building Mutul Trust project b It ws decided therefore tht the project coordintors will seek further funding to estblish project for the execution of this specific tsk, on completion of the Building Mutul Trust project vi In-Service Trining For Legl Services Personnel In Member Sttes The design of trining pckges for judicil personnel nd other legl professionls on the effective use of LITs is to be key deliverble for the project. The meeting lso greed tht ll the project s outcomes, from micro level (specific items of trining mteril, lesson pln templtes) to mcro level (setting of common benchmrks for ssessment nd ccredittion, course syllbi) should be informed by the perspective of users of LITs from the legl professions nd ntionl judiciries. It ws decided therefore tht Input from the legl professions nd ntionl judiciries of EU member sttes will be sought wherever possible for ll of the project s ctivities b The project will undertke the development of trining courses nd mterils for judicil personnel nd legl professionls in the effective use of LITs 4

5 MEETING OBJECTIVE 2: EXAMINE ROUTES TO GOALS AND ENSURING DELIVERY i i iv Achievement of interim nd full term objectives for the project will be mnged by the project coordintors nd Steering Group. Ech Working Group coordintor will produce report on the work of their group prior to full project meetings. This report should be sent to the project coordintors t lest one working week prior to the dte of the meeting for dissemintion to ll project prticipnts. The project coordintors will mintin centrl bnk of mterils produced nd ensure dissemintion of mterils to ll project prticipnts. The protocol for submission of mterils for reviewing by other Working Group members is s follows: The uthor posts document on intrnet (see 8 iv) nd lerts other group members by e-mil b Working Group members downlod document, view nd comment s required c Reviewed versions of document re returned to the Working Group coordintor. The Working Group coordintor lses with the document uthor nd other Working Group members over incorportion of chnges into new document d Finl version of the document is sent to project coordintors by Working Group coordintors for bnking v vi All project prticipnts will hve ccess to the centrl bnk of documents submitted, so they cn view, evlute nd comment on mterils produced by the project s it progresses. It ws greed tht mterils bnked by the project will not be disseminted outside of the project prior to the dissemintion phse. However, trining mterils produced my be trilled t prticipting institutions or with other bodies on selective bsis. v The Steering Group recognised tht input into the project from prticipnts outside of the fourteen core prticipnts would be desirble. Wys of ensuring wider prticiption to ensure tht the project cn benefit from such input were discussed. It ws concluded tht: Ech Working Group cn invite externl experts to dvise nd/or ttend meetings s desired. Where this requires funding from the project, this must be confirmed with the project coordintors b The tril use of trining mterils produced by the project cn be used to engge institutions or professionl bodies externl to the project 5

6 c The project coordintors will discuss with the funding body the possibility of relloction of funding ermrked for the finl event to llow for the invittion of key experts to ech of the three full project meetings through the life of the project vi The function of finl meeting or seminr s found in the project proposl ws discussed in detil. It ws decided tht finl event for the project would be desirble for two min resons: it would provide n opportunity for dissemintion of the project results b it would provide n pproprite closure for the project nd for ll project prticipnts ix The nture of the project s finl event ws discussed in detil nd the following decisions tken: The nomenclture of the finl meeting is to be Symposium rther thn Conference. The Symposium is to hve n gend limited to the ims of the project. It my lso be possible to invite externl prties to the Symposium to present their findings on the tril use of project mterils in their institutions b An lterntive loction for the Symposium is to be investigted. The resoning behind this is to enhnce the dissemintion function of the Symposium MEETING OBJECTIVE 3: SET INTERIM DELIVERY DATES THROUGH LIFE OF PROJECT i i It ws decided tht the ctivities of ech working work will formlly strt from the closing of the first project meeting (Steering Group) on 16th My The setting of benchmrk competencies for LITs in the EU is centrl to the design of trining mterils nd to ll spects of the project s work. Therefore Working Group A (see meeting objective 1 i) will im to complete its work on benchmrking for presenttion to the second (full) project meeting in Antwerp on Mondy 8th September All Working Groups re to produce interim reports on their progress t ech of the full project meetings (see 2 ). MEETING OBJECTIVE 4: ESTABLISH AND ALLOCATE PARTICIPANTS TO WORKING GROUPS 6

7 i i iv In order to fcilitte the coordintion of the project nd the chievement of its gols, the work of the project hs been divided into six key deliverbles (see Meeting Objective 1 i-vi). A Working Group hs been estblished for ech nd the ctivities of ech Working Group will be guided by one (or more) prticipnts in the Steering Group. It is emphsised tht the division into Working Groups is only to fcilitte mngement of the overll project nd chievement of its objectives. Prticiption in prticulr Working Group does not preclude project prticipnt from contributing to the work of nother Working Group. Indeed, it is hoped tht ll prticipnts will wish to prticipte in ll prts of the project nd to tke view of the project in the round. The initil lloction of project prticipnts to Working Groups cn lso be mended ccording to preference. Working Groups will lso be rerrnged nd/or redesignted through the life of the project s specific tsks re completed. It ws greed tht the issue of project style would not become significnt until the ctul production of mterils strted following the 2nd project meeting in September It ws greed, however, tht some uniformity in the formt of mterils would be desirble from n erly stge. Initilly, it ws decided tht the defult formt for ll project mterils should be Times New Romn font, size 12. The requirement for the disply of the EU Commission logo on project documents ws lso noted. A further issue discussed ws tht of copyright on mterils produced by project prtners. The project coordintors re to investigte copyright issues with the copyright office t Middlesex University. 7. WEBSITE ARRANGEMENTS (see Meeting Objective 1 v bove) 8. ADDITIONAL POINTS i Expenses incurred by project prticipnts for their work on the project must be submitted to the project coordintors with the pproprite receipts ttched.
