5 1 I. CONSISTENCY OF BUSINESS PLAN WITH THE PACIFIC APPROACH 1. In 2016, the Asin Development Bnk () pproved the Pcific Approch s the Country Prtnership Strtegy for the 11 smll Pcific islnd countries (PIC-11). 2 In line with the Pcific Approch, the country opertions business pln (COBP) lso tkes multicountry pproch to identify commonlities nd opportunities for opertionl efficiencies cross the PIC-11. The COBP is lso ligned with the Midterm Review of Strtegy nd supports the three-pronged strtegy of the Pcific Approch: reducing costs, mnging risks, nd enbling vlue cretion. The COBP defines progrm of ssistnce in key sectors nd themtic res for , s summrized below. The ssistnce results res for PIC-11 re in Appendix 1 nd the list of linked documents is in Appendix The Pcific Approch outlines three-pronged strtegy tht focuses on reducing costs, mnging risks, nd enbling vlue cretion. s ssistnce is designed to reduce costs by investing in trnsport, informtion nd communiction technology, nd renewble energy projects, s well s by improving the business environment, reforming stte-owned enterprises, nd creting public privte prtnerships. s public sector mngement opertions support countries efforts to mnge finncil nd economic risks, wheres s work in climte chnge nd disster risk mngement seeks to introduce innovtive solutions to strengthen disster prepredness, ddress vulnerbility, nd build resilience. Finlly, to ssist the PIC-11 to improve their business environments, is supporting legisltive nd finncil reforms; s privte sector opertions deprtment is expnding the Trde Finnce Progrm in the Pcific; nd is working to combine sovereign nd non-sovereign funding to "buy down" the cost of privte sector finncing without compromising the finncil vibility of the project. 3. The ssistnce progrm responds to the priority the PIC-11 plce on incresed support for climte chnge dpttion nd mitigtion s well s for disster risk finncing nd mngement. In ddition to lon nd grnt resources, will continue to ctively mobilize concessionl resources from development prtners nd other sources such s the Green Climte Fund. Six of the PIC-11 re ctegorized s frgile nd conflict ffected sttes, nd the ssistnce progrm includes more flexible pproches nd instruments to ddress frgility nd cpcity concerns. 4. is lso working to improve the delivery of the ssistnce progrm through vriety of mesures including n ongoing regionl technicl ssistnce to help strengthen institutionl cpcities for project implementtion, s well s to introduce simplified nd stremlined procurement procedures while ensuring fiscl prudence, trnsprency nd vlue for money. Project design dvnces nd fcilities, for exmple, will incresingly be used to improve project preprtion nd rediness. II. INDICATIVE RESOURCE PARAMETERS 5. The totl indictive lloction for PIC-11, which include group A, B, nd C developing members, 4 is $368.1 million during The ssistnce comprises $98.0 million in regulr Pcific Approch, Mnil. 2 Cook Islnds, Kiribti, the Mrshll Islnds, the Federted Sttes of Micronesi, Nuru, Plu, Smo, Solomon Islnds, Tong, Tuvlu, nd Vnutu Midterm Review of Strtegy 2020: Meeting the Chllenges of Trnsforming Asi nd Pcific. Mnil. 4 (1) Group A countries re eligible for ADF grnts nd concessionl OCR lending (COL). The 2017 debt distress clssifiction of Kiribti, Republic of Mrshll Islnds, Federted Sttes of Micronesi, Nuru, nd Tuvlu were ssessed to be high so the countries re to receive 100% of its country lloction in grnts in 2017; while the debt distress clssifiction of Smo, Solomon Islnds, Tong, nd Vnutu were ssessed to be moderte nd re to

6 2 ordinry cpitl resources (OCR) nd $270.1 million in concessionl resources $106.8 million in concessionl OCR lending (COL) nd $163.3 million in Asin Development Fund (ADF) grnts including disster risk lloction of $23.8 million. An dditionl lloction of $91.0 million hs been secured from the concessionl resources regionl pool nd regionl helth security grnts for , nd $15.0 million from the regulr regionl OCR set-side for Lending progrm. The lending progrm for is expected to totl $388.8 million: $21.1 million in regulr OCR lending, $134.7 million in COL, nd $233.0 million in ADF grnts (Appendix 3). 6 Some countries will lso be supported through regionl projects (bout $52.0 million is currently progrmmed for 2018). The gp in resources will be ddressed through dditionl regionl lloction, frontloding of concessionl resources consistent with the performnce-bsed lloction policy, nd funding from other sources. The totl cofinncing progrm is $530.8 million, bout hlf of the projects will seek opportunities for cofinncing. 7 A significnt proportion will come from the Green Climte Fund to support energy nd wter nd urbn projects. 7. Nonlending progrm. The nonlending progrm for is expected to totl $11.1 million (Appendix 3). Further support will be provided to countries through plnned regionl technicl ssistnce (current progrm is bout $12.7 million) fcility nd cluster pproches, consistent with recent technicl ssistnce (TA) reforms. The nonlending progrm is expected to increse once governments hve identified their priorities for the medium- to longterm, prticulrly on project preprtion. The lending nd nonlending ssistnce progrm for 2017 is in Appendix Knowledge publictions nd events progrm. The knowledge publiction nd events progrm will seek to (i) deepen s understnding of the development chllenges of the Pcific region, (ii) dvnce nd expnd policy dilogue, (iii) support s enggement t the country nd regionl levels, nd (iv) fcilitte lerning nd knowledge shring from experience in the Pcific nd other regions. The sector knowledge progrm will be coordinted with s flgship regionl TA progrms in the Pcific the Pcific Region Infrstructure Fcility, the Privte Sector Development Inititive, nd the Pcific Economic Mngement will distill nd disseminte lessons from -finnced investments. The list of indictive knowledge publictions nd events is in Appendix 5. III. SUMMARY OF CHANGES TO LENDING AND NONLENDING PROGRAMS 9. The key djustments to the lending nd nonlending progrm include the following: (i) there re 49 firm projects nd 18 TAs in the progrm (previously 44 projects nd 24 TAs); (ii) 19 projects were dded, while 9 projects were either dropped or deferred; nd (iii) 11 TAs were dded to the pipeline, while 13 were either subsumed under regionl TAs or dropped. 8 receive 50% of its country lloction in grnts in 2017 in ccordnce with the ADF grnts frmework. The finl lloction will depend on vilble resources nd the outcome of the country performnce ssessments nd is subjected to 20% volume discount on the grnt portion of the country lloction. The proportion of grnts for the resource lloctions in will be determined by future nnul debt distress clssifictions in ccordnce with the ADF grnts frmework. (2) Plu, Group B country, is eligible for COL nd regulr OCR lending. Its finl lloction will lso depend on vilble resources nd the outcome of the country performnce ssessments.
