1 2006 Survey on Monitoring The Pris Declrtion Country Chpters CAMBODIA The 2006 Survey on Monitoring the Pris Declrtion ws undertken in 34 countries tht receive id. The results of the survey re presented in two volumes. Volume 1 provides n overview of key findings cross 34 countries. Volume 2 presents the seline nd key findings in ech of the 34 countries tht hve tken prt in the survey. This chpter is sed primrily on the dt nd findings communicted y government nd donors to the OECD through the Pris Declrtion monitoring process. A more detiled description of this process, how this chpter ws drfted nd wht sources were used is included in Volume 1, Chpter 2. Both Volume 1 (Overview) nd Volume 2 (Country Chpters) of the 2006 Survey on Monitoring the Pris Declrtion cn e downloded t the OECD wesite: A second round of monitoring will e orgnised in the first qurter of 2008 nd will e n importnt contriution to the Accr High-Level Forum on Aid Effectiveness in Septemer 2008.

2 8 CAMBODIA CAMBODIA IS A COUNTRY OF NEARLY 14 MILLION PEOPLE, with n verge nnul income of USD 402 per person (gross domestic product per cpit, 2005). The ltest survey shows tht now 35% of Cmodins live elow the ntionl poverty line, down from n estimted 47% decde erlier. In 2005, net officil development ssistnce (ODA) to Cmodi ws USD 470 million, which mounts to round 8% of gross domestic product (GDP). A totl of 18 donors hve responded to the 2006 survey; together, they ccount for t lest 88% of ODA to the country. OVERVIEW Box 8.1 Chllenges nd priority ctions OWNERSHIP OWNERSHIP IS CRUCIAL TO AID EFFECTIVENESS nd good development results, nd is centrl to the Pris Declrtion. It hs een defined in terms of country s ility to exercise effective ledership over its development policies nd strtegies. Achieving this is not simple undertking, especilly in countries tht rely hevily on id to finnce their development. Nor, of course, cn it e mesured y single indictor. Indictor 1 provides n entry point to the issue of ownership, focusing in prticulr on whether country hs n opertionl development strtegy, with which donors cn lign their development ssistnce. 3 OPERATIONAL DEVELOPMENT STRATEGY Cmodi received long with 58% of the smpled countries C rting for its development strtegies in the World Bnk s 2005 Comprehensive Development Frmework Progress Report. This ssessment is mde on the sis of rnge of criteri: whether the country hs long-term vision, with medium-term strtegy derived from tht vision; whether there re country-specific development trgets with holistic, lnced nd well-sequenced strtegy; nd whether there re the cpcity nd resources for implementtion. As the World Bnk s 2006 Aid Effectiveness Review reports, the Rectngulr Strtegy for Growth, Employment, Equity nd Efficiency sets out the long-term vision for Cmodi, nd ws dopted y the colition government in The medium-term Ntionl Strtegic Development Pln (NSDP) seeks to opertionlise the Rectngulr Strtegy, nd covers the period It rings together the gols nd trgets contined in erlier development strtegies, including the Ntionl Poverty Reduction Strtegy for To complement nd implement the NSDP, numer of sectorl plns hve een prepred for eduction, helth, HIV/AIDS, fisheries, nutrition, governnce, legl nd judicil reform, nd decentrlistion. Plns re eing drwn up for griculture, wter, energy nd lnd policy. Su-ntionl plns re lso to e lid out tht djust ntionl gols nd trgets to locl circumstnces, so tht locl development priorities cn e ddressed. The Ntionl Strtegic Development Pln incorportes the Cmodi Millennium Development Gols (MDGs), providing the frmework nd compss for growth, employment, equity nd efficiency needed to meet the MDG trgets. Indeed, the highest priority of the Ntionl Strtegic Development Pln is to reduce poverty nd help meet the country s MDGs. Aligning the nnul udget, the Pulic Investment Progrm nd the Medium-Term Expenditure Frmework to medium-term strtegic priorities remins, s the World Bnk puts it, key implementtion chllenge. The government is working hrd to ensure full synchronistion, ut hs encountered such difficulties s lck of co-ordintion mong government ministries. Encourgingly, there hs een some relloction of resources wy from defence nd security, towrds eduction nd helth. If Cmodi is to receive rting of B y the Comprehensive Development Frmework Progress Report for the ownership it exerts, nd for the qulity of its development strtegy, sustntil progress will e needed. Full implementtion of the Pulic Finncil Mngement Reform Progrm (expected to enhnce the crediility of the udget) is high priority. OTHER ASPECTS OF OWNERSHIP The World Bnk s Aid Effectiveness Review reports tht the government is exercising greter ledership in development ssistnce coordintion. Most recently, t the Mrch 2006 Consulttive Group meeting, the government sked donors to lign their ssistnce with ntionl development priorities descried in the Ntionl Strtegic Development Pln. 4 mechnism, co-ordinted y the Government- Donor Coordintion Committee. Government ownership nd ledership over the ntionl development gend will e further extended from 2007, when the Consulttive Group will e replced with the Cmodi Development Coopertion Forum (CDCF), to e chired y government. The drfting of the Ntionl Strtegic Development Pln rought together wide rnge of stkeholders, ut with limited involvement of civil society nd the privte sector. Prliment ws involved in formulting the development pln, nd pproved it in My The CDCF is therefore intended to provide high-level dilogue opportunity for government, donors nd civil society to discuss the NSDP, its finncing frmework nd ssocited reform progrmmes. To promote nd strengthen ntionl ownership, reltively sophisticted id mngement structure hs evolved in Cmodi, with n emphsis on incresed government ledership of development prtnership sed on the Ntionl Strtegic Development Pln. Aid mngement is the responsiility of the Cmodin Rehilittion nd Development Bord of the Council for the Development of Cmodi, which hosts the Secretrit for the Government- Donor Coordintion Committee tht oversees the Technicl Working Group mechnism. Cmodi prticiptes in the OECD-DAC Working Prty on Aid Effectiveness nd the principles of the Pris Declrtion hve guided the drfting of the 2006 Government Action Pln on Hrmoniztion, Alignment nd Results. In Octoer 2006, the government signed declrtion with ll mjor OECD-DAC donors tht pplies these principles to the ntionl context nd commits ll prties to their implementtion. ALIGNMENT FOR AID TO BE EFFECTIVE, it must e ligned with ntionl development strtegies nd plns. Indictors 2 to 8 of the Pris Declrtion seek to determine the degree of lignment y looking t numer of dimensions of lignment. In Cmodi, while there re some chievements, the fct tht country systems re regrded s indequte works ginst greter lignment t the present time. BUILDING RELIABLE COUNTRY SYSTEMS The qulity of Cmodi s pulic finncil mngement systems is given rting of only 2.5 under the World Bnk s 2005 Country Policy nd Institutionl Assessment (CPIA). This is some wy elow the verge of 3.2 for Interntionl Development Assocition (IDA) orrowers. As the World Bnk s Aid Effectiveness Review notes, the Pulic Finncil Mngement Reform Progrm is expected to generte improvements in udget execution nd to reduce the fiduciry risks ssocited with the current system of csh-sed pyments. It hs lredy plyed n importnt role in uilding more relile country systems, nd hs helped Cmodi to move up 0.5 point on the CPIA scle in The CPIA rting is therefore now 3 nd trget of 3.5 or higher might e considered for Cmodi s procurement system hs not een rted, ut the Aid Effectiveness Review recognises tht some progress hs een mde in introducing more trnsprent procurement procedures, in line with interntionl stndrds. This includes the estlishment of ntionl stndrd operting procedures in 2005 tht re sed on the regultions of the Asin Development Bnk nd the World Bnk, nd which will provide the sis for donors to lign their support with strengthened ntionl procurement system. More sustntively, s the survey response points out, this indictor ssumes the existence of udgeting process tht ligns resources with ntionl priorities. The discrepncy cn e in two directions: indeed udget estimtes cn e either higher or lower thn disursements. In order to hve single mesure of discrepncy tht is lwys less thn 100%, the rtio is flipped when udget estimtes re higher thn disursements. The seline vlue for Indictor 3 in Cmodi is 79%. 6 CO-ORDINATING SUPPORT TO STRENGTHEN CAPACITY Cpcity constrints significntly undermine the ility of country systems to cpture, coordinte nd utilise id flows more effectively. Under the Pris Declrtion, donors hve committed to providing greter proportion of their technicl ssistnce in wy tht is co-ordinted with country progrmmes, so tht it helps to strengthen the cpcity of prtner countries. In Cmodi, cpcity-uilding progrmmes t the sector level re much more vile thn those t the ntionl level due to the gret lck of technicl stff in mny sectors. Therefore, co-ordintion with sector strtegy in collortion with other development prtners ws the focus in compiling the dt. The seline figure for Cmodi reched through process of discussion etween donors nd government out the menings of co-ordinted nd technicl co-opertion shows tht 36% of technicl ssistnce is co-ordinted with sector strtegies tht re ligned to nd emedded with the ntionl strtegy. It must e noted tht there my hve een some inconsistency mong donors regrding the mnner in which the criteri were interpreted nd pplied ut donors will hve to work hrd to meet the 2010 trget of 50%. It is expected tht the proportion of technicl ssistnce tht is co-ordinted with country progrmmes will clim s the use of progrmmesed pproches (udget nd sectorl support) increses. Indictor 5 mesures the extent to which id for government mkes use of the country s systems for udget execution, finncil reporting nd udit. For Cmodi, while 17% of id for government uses the country s udget execution system, the figure is much lower for the country s finncil reporting nd udit systems. Averged cross the three systems, only 10% of id mkes use of the country s systems. Cmodi received rting of 2.5 for the qulity of its pulic finncil mngement (PFM) systems in In 2006, the CPIA rting incresed to 3.0 ut further hedwy is clerly needed, first on uilding relile country systems (see ove) nd second, on mking more use of country systems. The Pulic Finncil Mngement Reform Progrm should, s it ers fruit, llow for incresed use of government systems. In the mentime, the lessons from the Eduction Sector Priority Action Progrm nd the Commune/ Sngkt Fund oth of which use government finncil systems should e dopted nd pplied rodly. Although no trget is set for SURVEY ON MONITORING THE PARIS DECLARATION, CAMBODIA - OECD 2007

8 2010, the successful implementtion of the PFM reform will encourge donors to mke more use of government systems nd this my llow for the estlishment of trget for Indictor 5 t future time. The sme pplies to the country s procurement systems. They re seldom used (6% of id) nd, lthough unrted, re regrded s wek. They will need improving if donors re to mke more use of them. The fct tht three development prtners (Asin Development Bnk, Agence frnçise de développement nd the World Bnk) re following the government s recently estlished procurement procedures (the stndrd operting procedures) gives some grounds for optimism, especilly s the procedures re to e extended to cover grnt s well s lon finncing. AVOIDING PARALLEL IMPLEMENTATION STRUCTURES The Pris Declrtion clls for sustntil reduction in the numer of project implementtion units (PIUs) tht re prllel, where ppointment decisions nd ccounting reltionships involve the donor lone. The seline survey (hving determined tht there is spectrum from fully integrted to fully prllel PIUs, nd hving decided on cut-off point for reporting purposes) records totl of 56 prllel PIUs, figure which leds to 2010 trget of 19. This seline figure, nd therefore the trget, should e received with cution, however, s there is felt to e significnt donor under-recording of PIUs. Progress is expected oth y integrting existing PIUs nd y mking use of progrmme-sed pproches, which will mke it unnecessry to estlish new prllel PIUs. Such efforts will e given dded impetus y the Government Action Pln for Hrmoniztion, Alignment nd Results tht sets out numer of steps to reduce the numer of prllel PIUs. Indictor 7 seeks to ssess the inyer predictility of id, mesuring the proportion of plnned disursements (s reported y donors), recorded y government in the ntionl ccounting system s hving een disursed. The tle looks t predictility from two different ngles. The first ngle is donors nd government s comined ility to disurse id on schedule. In Cmodi, donors scheduled USD 455 million for disursement in 2005 nd ctully disursed ccording to their own records significntly less thn expected (USD 397 million). The discrepncy vries considerly mong donors. The second ngle is donors nd government s ility to record comprehensively disursements mde y donors for the government sector. Indictor 7 on predictility hs een designed to record progress in oth disursing nd recording funds so s to grdully close the predictility gp y hlf y In other words, it seeks to improve not only the predictility of ctul disursements ut lso the ccurcy of how they re recorded in government systems n importnt feture of ownership, ccountility nd trnsprency. In Cmodi, this comined predictility gp mounts to USD 141 million (31% of id scheduled for disursement). Closing this predictility gp will require donors nd government to work incresingly together on vrious fronts t the sme time. They might work t improving: the relism of predictions on volume nd timing of expected disursements; the wy donors notify their disursements to government; the comprehensiveness of government s records of disursements mde y donors. 10 HARMONISATION THE FACT THAT LITTLE AID is provided to Cmodi in the form of progrmmesed pproches (PBAs) limits the degree of hrmonistion chieved. There is much room for improvement of the co-ordintion of donor missions too, in contrst to the commendle sitution of co-ordinting country nlyticl work where much hs lredy een ccomplished. Donors, longside government, will hve to work hrd to meet the Pris trgets y Notwithstnding these oservtions, it hs een noted in Cmodi tht mny prtners hve mde gret progress in forming delegted prtnership rrngements nd there is mrked trend in chnnelling resources through other donors. The point of delivery methodology dopted y this survey does not cpture these prtnership rrngements ut it is necessry to cknowledge nd to encourge this trend. USING COMMON ARRANGEMENTS Bsed on criteri developed incountry y joint government-donor group, 24% of id to Cmodi mkes use of PBAs. Their potentil hs een demonstrted y Technicl Working Groups on Plnning nd Poverty Reduction, Agriculture nd Wter, nd Decentrlistion nd Deconcentrtion. Nevertheless, reching the 2010 trget of 66% will e n uphill clim. CONDUCTING JOINT MISSIONS AND SHARING ANALYSIS The seline survey rised some questions out the mening of joint nd mission. Results show tht 26% of the 568 donor missions to Cmodi were co-ordinted. Despite numerous successes mong donors in running joint missions, the 2010 trget of 40% coordinted missions is mitious. The cll y the Hrmoniztion, Alignment nd Results Action Pln for ech Technicl Working Group to produce clendr of missions should nevertheless reduce the numer of duplictive missions. In excess of 60% of country nlysis ws coordinted nd this rings Cmodi close to the 2010 trget. 12 MANAGING FOR RESULTS THE PARIS DECLARATION invites prtner countries nd donors to work together to mnge resources nd use informtion to improve decision mking. This mens oth strengthening the cpcity to undertke such mngement nd helping to increse the demnd for focus on results. Indictor 11 looks t one component of this effort: the estlishment of cost-effective results-oriented reporting nd ssessment system y the country. Cmodi, long with 42% of the countries ssessed, received rting of C for its reporting nd ssessment system, s prt of the World Bnk s 2005 review of the Comprehensive Development Frmework.
