PUBLIC HEARINGS: Ordinnce l4-4 - An Ordinnce to Amend the Zoning Mp of Bristol Tennessee by Designting Certin Properties s B-2 Centrl Business District nd M-2 Generl Industril District (200. Stte Street, l2l Mzrtin Luther King Jr. Boulevrd, Rilrod Right-of-Wy, nd 213'o Street) City Mnger Sorh reviewed this Ordinnce tht would mend zoning for severl buildings. This Ordinnce would reclssify 200 Stte Street, l2i Mfün Luther King Jr. Blvd., nd portions of Norfolk Southern Rilrod Right-of-Wy from n M-1 (Light Industril/Businesp District) to B-2 (Centrl Business District). Tl're Ordinnce lso reclssifies portion of 21 3'" Street from M-l (Light Industril/Business District) fo i l4-2 (Generl Industril District). Rezoning of the property t200 Stte Street ws requested by the owner. The remining properties to be rezoned re t the recommendtion of stff. All impcted property owners re lso in greement with the proposed rezoning. This item ws brought before the Bristol Tennessee Regionl Plnning Commission nd recommended for pprovl. The hering ws closed fter no public comments. Resolution A Resolution Adopting Community Development Block Grnt Action Pln nd Approving the Submittl of Grnt Appliction to the U.S. Deprtment of Housing nd Urbn Development for CDBG Grnt Funding in Shri Brown, Community Development Director, reviewed the Resolution tht will dopt Community Development Block Grnt Action Pln for the yer. The purpose of the CDBG ction pln is to stte the proposed uses of the CDBG Grnt funding nd distributions. This ction pln lso sttes the federl progrm objectives with which the pln must comply. No person in ttendnce spoke during the public hering. APPEARANCE OF CITIZENS: Tom Heibel, 1716 Bluff City Highrv,, thnked Council for the recent chnges in the beer ordinnce. Mr. Heibel lso discussed the locl elections nd expressing support for the cndidtes.

The termi of office were for vrying time periods which required drw in order to determine which ppointee would serve for the longer term. Councilwomn Feierbend drew Ms. Hyde to serve the unexpired term of office ending June 30, Mr. Booher will serve the unexpired term of office ending June 30, Sullivn Counfy Bord of Equliztion - Rymond Morrell ws ppointed to the Sullivn County Bord of Equliztion by unnimous roll cll vote to serve term of office ending April 30,2016. ORDINANCES AND RESOLUTIONS : A. First Reding of New Ordinnces: Ordinnce l4-5 - An Ordinnce to Close Portion of Holidy Drive s Public Street City Mnger Sorh reviewed this Ordinnce tht would bndon portion of Holidy Drive from point 500 feet est of the Highwy 11-W intersection to the estern end of the existing rodwy s public street. Holidy Drive ws originlly constructed s prt of the Interstte 81 Exit 74 interchnge nd provided ccess to properties tht re now prt of The Pinncle development. A new public right-of-wy hs been pproved tht will llow for the connection of the western portion of Holidy Drive to Pinncle Prkwy. While the public street is proposed for bndonment, the public right-of-wy will be retined s prt of the Tennessee Deprtment of Trnsporttion Interstte 81, Exit 74 interchnge. In ddition, existing utility esements would remin unffected. The public street bndonment would llow for the removl of existing pvement, street lights, etc. in support of the Pinncle development pln. City Mnger Sorh stted tht this ws result of expenditures resulting from unnticipted grnt funds nd higher thn nticipted progrm expenditures. The Generl Purpose School Fund is proposed to increse by $500,000 to $36,315,000. The Cpitl Fcilities Fund is proposed to increse by $2,000,000 to $3,793,500. Councilmn Young stted tht the mendment to the Cpitl Fcilities Fund ws required to reflect the receipt nd pyment of grnt funds. However, the mendment is still required nd will be reflected in the finncil sttements. Vice Myor Powers moved to pprove the Ordinnce on first reding, nd Councilmn Young seconded. The motion pssed by unnimous roll cll vote. Ordinnce l4-7 - An Ordinnce to Estblish the Property Tx Rte, Adopt Budget, nd Approprite Funds for the Fiscl Yer July lr2014 through June 30,2015 City Mnger Sorh reviewed this Ordinnce tht will estblish property tx rte nd dopt budget nd pproprite funds for Fiscl Yer July 1,2014 through June 30,2015. City Mnger Sorh explined tht this budget totls $98,366,271, which is decrese of $7,988,164, overll. The property tx levy estblished will remin t the current rte of $2.25 pu $100 of ssessed vlue. The municipl portion of the budget totls $57,568,27I which is decrese of $8,104,736, from the prior yer. A signifrcnt portion of the chnge is ttributble to the completion of the public infrstructure commitment ssocited with The Pinncle project. The proposed budget includes cost of living increse of l.60/o nd reduction in City stffing of 6.25 positions. The force reduction will occur through ttrition nd the elimintion of vcnt positions. The budget is predicted on the estblishment of stormwter utility, n increse in the solid wste fee, nd user fees for vrious prks nd recretion fcilities nd progrms. The school system portion of the budget totls $40,798,000 which is n increse of $1 16,572, from the prior yer. Ech Council member thnked the City Mnger nd stff for ll of the hrd work during the budget preprtion process. Vice Myor Powers moved to pprove the Ordinnce on first reding, nd Councilmn Keen seconded. The motion pssed by unnimous roll cll vote. B. Resolutions: Resolution A Resolution Approving Privte Chpter No. 36, House Bill No. 21l9,s Encted by the 108th Generl Assembly of the Stte of Tennessee City Mnger Sorh reviewed this Resolution tht pproves Privte Chpter No. 36, House Bill No. 2ll9 so s to mend Section 2-9 of the City Chrter relting to the filling of vcncies on City Council. The mendment llows Council ppointee to serve until the next municipl election s opposed to the next election, whether generl or municipl s previously stted. This chnge ws recommended by the Sullivn County Election Bord to ddress issues relted to the voting process. Due to the nture of this Resolution nd the direct impct it my hve on his term, Councilmn Young recused himself from the vote. Vice Myor Powers moved to pprove the Resolution, nd Councilwomn Feierbend seconded. The motion pssed by unnimous roll cll vote of the members voting. CONSENT AGENDA: City Mnger Sorh presented the Consent Agend to Council. Councilwomn Feierbend rnoved to pprove the Consent Agend items, nd Councilmn Young seconded. The City hs now issued permits for the shell buildings. City Mnger Sorh lso discussed upcoming community meetings to review the Prks nd Recretion survey nd mster pln. In closing, he reminded Council nd citizens of upcoming events. CITY COUNCIL COMMENTS: Dr. Gry Lilly, School Bord Superintendent, ddressed Council nd discussed TCAPs nd work on the Stone Cstle project, including the synthetic turf. Vice Myor Powers mentioned ttending severl internl nd externl meetings over the pst month. She expressed her hopes to continue community involvement in government nd economic development. Councilmn Young discussed the importnce of the City hving long-term vision nd chnges being mde now to ensure success nd the strtegic pln. Councilwomn Feierbend spoke briefly bout upcoming events nd the locl elections in Sullivn County, Tennessee nd Bristol, Virgini. Myor Doln discussed the Drive to 55 Progrm nd the eduction inititive to help dd mnufcturing jobs to the re. She lso mentioned the grdution of her dughter nd her excitement over seeing the City developing in mnner tht will rep benefits for the future genertions.
