In assessing perfrmance n bth the gals and the nging respnsibilities, the Bard will cnsult data prvided by the superintendent n the Cmmissiner s Recmmended Student Perfrmance Dmain Wrksheet, data referred t in the specific items, and ther data the bard as a whle deems relevant t the assessment. The Perfrmance Gals fr the superintendent frm the primary fcus f the evaluatin. They were develped in relatin t established District Gals and/r ther pririties established by the Bard fr the superintendent. Fr assistance in setting Perfrmance Gals, the Bard may wish t cnsult the TASB publicatin, Develping Superintendent Perfrmance Gals. The functin f the assessment f nging respnsibilities is bth t assess general management perfrmance and t assist the Bard and superintendent in identifying issues and areas they may wish t address with a Perfrmance Gal during the fllwing evaluatin year. This is a secndary aspect f the evaluatin and shuld be used primarily t assess nging imprvements in the District and plan fr superintendent pririties in cming years. 2 PAGE 2 OF 15 Superintendent Perfrmance Gals The Bard, in discussin with the superintendent, established the fllwing Superintendent Perfrmance Gals fr the year: District Gal 1: The district shall maintain a safe envirnment, utilize quality curriculum and diverse instructinal pprtunities t ensure student achievement at the highest standards f excellence. Superintendent Perfrmance Gals: The Superintendent will ensure that a District Reprt f Academic Perfrmance and Testing Results is prvided t the Bard by December f each year, with a summary f areas f fcus and plans fr mnitring imprvement strategies at the campus level (i.e., walkthrughs, mentring activities). A district reprt f academic perfrmance and academic results will be prvided t the Bard by December 16, The district reprt will include a plan f actin fr each area f cncern by campus. The plan f actin will include imprvement strategies such as: Mnitring dates Number f walkthrughs Prfessinal Develpment prvided t address areas f needs Mentring activities The CIOs will meet a minimum f 6 times per year with the campus leadership teams and review data addressing the plan f actin and CPOs. Use six weeks data t identify campus failure rate by grade level. (Gal: Maintain identified failures rates belw 10%) The CIOs will mnitr student grwth thrugh Pwer Hur n a mnthly basis. (Gal: Students will demnstrate a minimum f 1 mnth grwth in reading level.) The Superintendent will ensure that a reprt n a plan that includes strategies fr students whse gal is t enter cllege, technical schl, the military r the wrkplace is prvided t the Bard. A Strategic Planning Steering Cmmittee will be rganized t develp a strategic plan fr High Schl redesign. Specific gals and strategies frm the Strategic Plan will be incrprated int the District Perfrmance Objectives (DPO) and the Campus Perfrmance Objectives (CPO). Cunselrs will hst ne cllege night in the fall. Cunselrs will hst 3 financial aid seminars during the schl year. Students will be prvided a minimum f 4 pprtunities fr cllege visits. A minimum f 3 career fairs will be hsted fr student recruitment. Military recruiters will have a minimum f 2 recruiting pprtunities. Cunselrs will meet with students t prvide pprtunities t participate in the wrkfrce. The Superintendent will ensure that an annual reprt n the Gifted/Talented, Advanced Placement (AP), Special Educatin, CTE and UIL Academic invlvement is prvided t the Bard. A Strategic Planning Steering Cmmittee will be rganized t develp gals and an actin plan fr academic Fundatin and Marquee prgrams. Specific gals and strategies frm the Strategic Plan will be incrprated int the District Perfrmance Objectives (DPO) and the Campus Perfrmance Objectives (CPO). A minimum f eight additinal teachers will earn a GT certificatin at each elementary campus. Secndary GT teachers will meet nce per semester t develp research-based prjects. AP exam scres will increase by a minimum f 5%. 3 PAGE 3 OF 15 CTE student certificatins will increase by 5%. Tw infrmatinal UIL meetings will be hsted t recruit and increase student participatin. The Superintendent will ensure a district-wide effrt t increase the number f TEA Distinctin Designatins related t student perfrmance. High achieving students will receive 5 hurs per week f enrichment activities in the elementary grades. Tier 2 and 3 students will receive a minimum f 5 hurs fcused interventins addressing reading in the elementary grades. The Superintendent will ensure that each student will annually receive cunseling in regard t academic and/r career planning beginning in the 8 th grade year. 100% f 8 th grade students will have a signed academic r career endrsement plan. The Superintendent will ensure that administratin will recruit staff that are highly qualified and f high quality. Superintendent Perfrmance Gals: The Superintendent will prvide a mnthly reprt t address updates/cncerns n the District s facilities cnstructin and imprvement. The Operatins department will present mnthly pwer pint presentatin n prjects as they mve frward. The Operatins Officer will meet with the superintendent n a weekly basis and discuss facility cncerns. The Superintendent will develp, implement and maintain a lng-range facility plan fr the District. The Operatins department will be part f the superintendent s lng-range facility plan fr the district by prviding data driven pririties n all facilities and will meet with the superintendent nce a mnth fr updates. The Operatins Officer and a selected architect by the superintendent, will review facilities and create a lng-range plan accrding t the needs f the district. The Superintendent will develp a maintenance and peratin plan that will include respnsibilities, versight, and appraisal f related persnnel. The Operatins department will be part f the superintendent s maintenance and peratins plan by prviding maintenance and peratinal needs identified by visiting campuses thrughut the district. The Operatins department will fllw thrugh n all identified needs in rder f the superintendent. The Superintendent will ensure cllabratin with the Bard f Trustees t determine a fund balance amunt that must be maintained fr financial slvency (minimum, ptimum). The District shall strive t maintain a yearly fund balance in the general perating fund in which the Unassigned Fund Balance is 25 percent (which equals three mnths) f the ttal perating expenditures. The Unassigned General Fund Balance may nly be apprpriated by reslutin f the Bard f Trustees. The Superintendent will ensure a review f District budgets and cnsider reallcatins as necessary. The budget department prcesses budget reallcatins in a timely manner. Functinal reallcatins are submitted n a mnthly basis via the financial reprts. Financial vacancy reprts will be prvided n a mnthly basis. The Superintendent will ensure that necessary steps are taken t have a balanced budget at year-end. The District will strive t maintain financial stability in all prgrams and peratins f the district. Financial stability depends n accurate enrllment prjectins, apprpriate staffing t match enrllment, gd fiscal planning and cntrl, and maintaining an apprpriate balance between expenditures and revenues at all levels. The Superintendent will explre and implement prgrams that address the imprvement f teacher climate and verall district mral. The calendar ptins will then be sent ut in a survey during the spring semester and the calendar f chice will be presented t the Schl Bard f Trustees fr adptin. A. Instructinal Management: The superintendent manages an assessment and imprvement system fr student learning in the majr academic subjects that results in the nging imprvement in student achievement. The Bard shall see: Infrmatin n hw the district determines deficiencies r areas fr imprvement in instructin and curriculum. Data disaggregatin meetings will be held after each six-week reprting perid t identify areas f deficiency Curriculum crdinatrs will meet at least nce during each six-week perid t revise the curriculum as needed and address any areas f cncern. T imprve and supprt teacher and student needs, the district s Curriculum & Instructin (C&I) Department will gather and develp resurces each six weeks t address any areas f need/cncern. An annual reprt f instructinal areas needing attentin, as revealed by the system. An annual presentatin will be prvided t the bard addressing any areas f cncern and needed attentin. Annual reprts f remediatin and instructinal imprvement effrts implemented, cst, prgress, and results as they becme available. An annual reprt will be presented t the bard addressing instructinal imprvement activities thrugh the fllwing funding surces: State Cmpensatry, Federal, State and Grants. A trend twards imprvement as described in the Bard apprved District and Campus perfrmance bjectives. The Student Services department will hst a minimum f six meetings with cunselrs t identify and address areas f cncern. Facilities and Operatins Management: The superintendent maintains a management system designed t prduce nging efficiencies in majr district peratins, including transprtatin, fd services, and building maintenance and peratins. The Bard shall see: An annual reprt n success that utilizes lngitudinal data. The Operatins department will prvide mnthly reprts t the superintendent prviding pertinent data n transprtatin, maintenance, and peratins prgress. A menu cmmittee will meet every 6 weeks t prepare campus menus and increase student participatin in the fd service prgram. A general trend tward imprvement in each area. Cmments: The Operatins department will prvide data that indicates imprvement in all areas f transprtatin (accidents, parent cmplaints, rute efficiency, persnnel, etc.), maintenance wrk rders, cnsistency n campus grunds, and cnstructin prjects. Fiscal Management: The superintendent manages a budget develpment, implementatin, and mnitring prcess that reflects sund business and fiscal practices and that supprts District Gals. The Bard shall see: Budget assumptins and pririties, prir t develpment f the budget. Budget calendar will be presented in January, budget requests frm Budget Managers will be prvided t budget department by May and presented at the June Bard meeting. Maintain a Maintenance Plan with TASB HR fr salary studies. Cntingency plans fr addressing any anticipated changes in District circumstances that culd affect District finances in future years. Human Resurces Management: The superintendent versees a cmprehensive human resurces prgram (recruitment, retentin, staffing rganizatin, cmpensatin and benefits, staff recgnitin and supprt), tied t defined gals and targets develped by administratin fr Bard review. The Bard shall see: An annual list f gals and targets fr human resurce services related t teacher recruitment and staff recgnitin. The Human Resurces department will plan and schedule recruiters t attend at least five university jb fairs during the fall and spring semesters fr a ttal f 10 per year. The Human Resurces department will maintain jb pstings n the District website, Regin XV, TASA, and REAP. The Human Resurces department will award teachers Educatr Excellence Innvatin Prgram (EEIP grant) upn btaining new certificatins in Math, Science, ESL, Bilingual, Special Educatin and SAC. The Human Resurces department will award teachers signing bnuses as part f the Educatr Excellence Innvatin Prgram (EEIP grant) fr new hires in Math, Science, ESL, Bilingual, Special Educatin and SAC. The Human Resurces department will hst tw annual summer Math training sessins: 4-8 and 7-12 certificatin. The Human Resurces department will reimburse teachers fr testing and certificatin fees fr the 4-8 r 7-12 math certificatin. The Human Resurces department will hst a minimum f six substitute rientatin sessins a year. The Human Resurces department will review the Grw ur Own applicatins twice during the year. The Human Resurces department will prvide emplyees and applicants free certificatin study guides upn request. The Human Resurces department will prvide teachers with an Early Ntificatin Incentive in February and March (Funded thrugh the EEIP grant) The Human Resurces department will hst the annual retirement ceremny in May and recgnize emplyees with a watch, plaque and cmmemrative DVD. The Human Resurces department will rder service pins (in 5 year increments) fr all eligible emplyees and prvide the pins t their respective campus principal r supervisr in May fr recgnitin ceremnies.
