3 Plicy 1.0 Purpse Nrthern Territry General Practice Educatin (NTGPE) acknwledges that General Practice (GP) registrars in remte cmmunities face increased csts in additin t experiencing scial and prfessinal islatin. NTGPE will therefre ffer additinal educatin and financial supprt pprtunities t GP registrars living in remte areas during their training with NTGPE. 2.0 Scpe 2.1 Applicatin This plicy applies t all GP registrars wh are enrlled in Australian General Practice Training Prgram (AGPT) with NTGPE and undertaking cre vcatinal training units (definitin belw). There are specific entitlements fr thse wrking, training and residing remte i.e. >100km utside f Alice Springs r Darwin fr a minimum f three (3) nights per week. 2.2 Limitatins These subsidies are subject t nging funding supprt frm the Federal Gvernment. 3.0 Acrnyms & Definitins 3.1 ACRRM Australian Cllege f Rural and Remte Medicine. 3.2 AGPT Australian General Practice Training prgram. 3.3 CEO Chief Executive Officer. 3.4 Cre vcatinal training units - refers t GPT1, GPT2, GPT3, mandatry elective and extended skills training fr FRACGP registrars as well as advanced rural skills training fr FARGP registrars and primary rural and remte training and advanced specialised training fr FACRRM registrars. 3.5 DH Department f Health. 3.6 DT The Directr f Training has verall respnsibility fr NTGPE s medical educatin and training prgram, including design, implementatin and evaluatin. 3.7 FARGP Fellwship f Advanced Rural General Practice 3.8 FIFO Fly-in fly-ut, a methd f emplying peple in remte areas by flying them temprarily t the wrk site. 3.9 General Practice Registrar (GP registrar) a GP registrar training thrugh NTGPE under the Australian General Practice Training Prgram (AGPT) GP registrar Prgram Manager (GP registrar PM) the lead administratr respnsible fr c-rdinatin, supprt and management fr the GP registrar prgram GP registrar supprt team includes administrative staff members wh assist the prgram managers t administer the GP registrar prgram. 6 Prcedure 1.0 Prcedure 2.1 General Infrmatin GP registrars are ntified f the GP registrar subsidy plicy and related prcedure at rientatin with an explanatin that: they must seek financial subsidies frm all relevant gvernment and nngvernment stakehlders befre access t NTGPE subsidies will be cnsidered; and reimbursement f mnies thrugh the NTGPE GP registrar subsidy plicy will nly be made with the prvisin f a tax invice r ther agreed evidence f payment by the GP registrar and, if relevant, successful certificate f cmpletin fr the curse undertaken A GP registrar may seek assistance fr: relcatin csts within the Nrthern Territry nly (excluding partners and pets); rental assistance (GP registrars are excluded frm a subsidy under this plicy if already receiving a rental subsidy frm their r their partner s emplyer); internet access; educatin resurces relevant t GP registrar training; curses relevant t GP registrar training; and respite breaks Nte: Review Schedule fr GP Registrar Subsidies (Attachment 1) fr eligibility criteria. T actin cntact the GP registrar supprt team t arrange assistance registrar@ntgpe.rg Claims fr subsidies ther than rental and internet may be made at any time during the current training year prvided they d nt exceed the annual funding limitatin. Rental and internet subsidies will be paid in a lump sum at the end f each training term. Claims fr rental and internet subsidies shuld be submitted ne mnth prir t the end f term Subsidies may nly be claimed fr the current training year (as per definitin) and have t be ldged with NTGPE n later than tw (2) weeks after the end f the applicable training year unless therwise stated in the GP Registrar Subsidies Schedule at Attachment 1; late claims will nt be paid Where a subsidy has a cap per six (6) mnth remte lcatin placement a GP registrar can accrue entitlements prir t claiming if they undertake cnsecutive remte lcatin placements in the ne training year, except in the case f respite breaks, these must be taken during each term Part time GP registrars will receive funds n a pr rata basis Subsidies are nt available fr any GP registrar n leave frm the prgram r n extensin terms (assessment r fellwship). 7 2.2 Prcedure The GP registrar will seek financial subsidies frm all available funding surces befre NTGPE subsides are applied fr If unable t access funds frm ther surces the GP registrar submits a GP registrar subsidy claim frm with supprting dcumentatin, including a paid tax invice and, if applicable, a certificate f successful cmpletin f curse t the GP registrar supprt team registrar@ntgpe.rg The GP registrar supprt team checks the current subsidy balance and lcatin f the individual GP registrar and frwards this infrmatin with the claim frm t the designated GP registrar PM, wh after apprving frwards it t the NTGPE finance ffice fr payment int the GP registrar s bank accunt The GP registrar supprt team mnitrs the spent funds fr each eligible GP registrar The GP registrar PM prvides a bi-annual reprt n the cst f subsidising GP registrars t the CEO. This infrmatin will infrm future allcatin f subsidies in supprt f GP registrars Questins regarding funding apprvals and payments must be directed t the GP registrar supprt team registrar@ntgpe.rg. 2.3 Filing and Dcumentatin Cpies f the GP registrar subsidies claim frm and supprting dcuments are stred in the relevant GP registrar s persnal file in TRIM. Relcatin Required Dcumentatin fr Reimbursement If GP registrar is using wn vehicle travel is reimbursed based n a set rate fr each kilmetre travelled as defined by ATO Paid tax invice f airline charges, this must be in the GP registrar s name Paid tax invice frm vehicle rental cmpany. 2. Curses Paid tax invice f curse fees; Cpy f certificate f successful cmpletin f curse. 3. Internet Access Cpy f Internet Service Prvider bill shwing accunt in GP registrars name with cnnectin at current placement lcatin; In the case f shared accmmdatin and internet accunt under smene s else name prvisin f a statement frm the accunt hlder cnfirming registrar s mnthly cntributin twards the internet cst in additin t a cpy f the internet cmpany bill. The accunt shuld be frm the cmmencement f the placement r perid frm which the claim is t cmmence. If using pre-paid tp ups, cpy f tp up receipts r credit card statement shwing tp up amunt and date. This subsidy will be paid in a lump sum at the end f term. GP registrars are t submit their claim ne mnth prir t the end f term. 4. Educatinal Resurces Paid tax invice fr text bks purchased and/r jurnal subscriptins. Paid tax invice fr laptp, webcams purchased. 5. Rent Assistance A cpy f lease shwing: cmmencement and end date f lease, address f prperty; rental charges; and the name f GP registrar n lease, r a letter frm the prperty wner r real estate agent with the abve infrmatin. This subsidy will be paid in a lump sum at the end f term. GP registrars are t submit their claim ne mnth prir t the end f term. 6.
