The issue (A simple and cncise statement describing the business, technlgical, scietal r envirnmental issue that the prpsal seeks t address, preferably linked t the Strategic Business Plan f the cncerned ISO r IEC cmmittee in the case f a NWIP.) Prject management, prgram management, and prtfli management are management appraches that allw rganizatins within any market sectr t cnnect their rganizatinal strategy t successful prject utcmes. These three areas are ften referred t cllectively as the prject management field r simply as prject management. Prject management system standards have brad applicatin within all market sectrs and within bth private and public rganizatins. (A distinctin is made between financial prtflis and prject prtflis, the latter is used t tie rganizatinal strategies t the successful utcmes f prjects.) On a glbal scale the business cmmunity is experiencing increased custmer expectatins relating t the delivery f prducts and services faster and cheaper than ever befre, which necessitates increased sphisticatin f prject, prgram, and prtfli management tls and techniques. The scpe f wrk affects a range f plitical, ecnmic, technical, regulatry, legal and scial dynamics within the wide variety f industry sectrs, prducts, materials, disciplines and practices ; all f these culd significantly influence hw the relevant standards develpment prcesses are cnducted and the cntent f the resulting standards: Thrughut the last tw decades the wrldwide business cmmunity has seen: Increasing custmer expectatins relating t the variety, functinality, availability, quality, and cst f prducts and services Increasing use f prject and prgram management standards t meet custmer expectatins, facilitate glbal trade and imprve rganizatinal effectiveness Emerging cncerns and pssible cnfusin in the business cmmunity as a result f the multiplicity f prject management, prgram management, and prtfli management standards A technical cmmittee wrking n prject, prgram, and prtfli standards wuld be in a psitin t assist and supprt the glbal business cmmunity deal with the abve challenges. 2. The scpe f the issue [Relevant glbal metrics that demnstrate the extent r magnitude f the ecnmic, technlgical, scietal r envirnmental issue, r the new market. This may include an estimate f the ptential sales f the resulting standard(s) as an indicatr f ptential usage and glbal relevance.] There are multiple indicatrs f the breadth f interest in prject management as a prfessinal field. Over 20 millin peple wrldwide wrk n prject teams, and 20% f glbal GDP (USD $12 trillin per year) is spent n fixed capital prjects. This $12 trillin figure represents grss fixed capital frmatin : land imprvements, building cns tructin, machinery and equipment purchases; and the cnstructin f rads, railways, etc. and des nt include large dmains f private investment, such as the billins f dllars spent n IT sftware and services, new prduct develpment in all industries, new business prcesses, and n media prductin and ther frms f intellectual prperty. A recent study

2 shws that in 2006 there were ver 24.4 millin prject-riented emplyees in prjectized industries in 11 majr glbal ecnmies, and by 2016 there will be enugh demand t supprt a ttal f 32.6 millin prject-riented emplyees in prjectized industries in these same cuntries. A 2008 study cmmissined by PMI shwed that amng 11 leading ecnmies, ttal GDP will rise frm $7 trillin t $11.5 trillin by 2016, but that up t $194 billin f that grwth is at risk due t a prject management skills shrtage. Anther recent study states a failure rate f 24% (prjects cancelled prir t cmpletin, r delivered and never used), and a challenged rate f 44% (prjects that are ver time/cst prjectins ), and cites the lack f prject management expertise as a key factr in these numbers. Other factrs leading t success include the use f a standard prject management vcabulary and the use f standardized tls and methds. A Guide t the Prject Management Bdy f Knwledge (PMBOK Guide), an ANSI American Natinal Standard (ANS) develped by the US-based Prject Management Institute (PMI), has ver 2 millin cpies in circulatin. Additinal prject management standards have been develped by ther ISO member cuntries and prfessinal rganizatins. Cincident with the grwth f the prject management field has been the prliferatin f de fact standards and guides t prject management practices. An increasing number f nline resurces have appeared, with web-based guides, instructinal vides, blgs and frums which can give the prject management practitiner cnflicting infrmatin. This prliferatin f infrmatin has led t cnfus in regarding the relative merits and quality f the prject management techniques prescribed by the varius surces including the standards mentined abve, A set f recgnized internatinal standards is greatly needed t supprt the grwth f prject, prgram, and prtfli management glbally and acrss a brad range f industries, and t reduce the cnfusin in the marketplace. 3. Technlgical benefit(s) (A simple and cncise statement describing the technlgical impact f the prpsal t supprt cherence in systems and emerging technlgies, cnvergence f merging technlgies, interperability, reslutin f cmpeting technlgies, future innvatin, etc.) Change is managed within rganizatins thrugh the management f prjects, prgrams, and prject prtflis. The assciated disciplines f prject management, prgram management, and prtfli management are fundamental t an rganizatin s ability t innvate and create new technlgies and implement and capitalize n emerging technlgies. A set f recgnized internatinal standards in the areas f prject, prgram, and prtfli management and acrss a brad range f industries and wuld reduce the cnfusin in the market place and greatly supprt the grwth f technlgy acrss the glbe. 4. The develpment and publicatin f a standardized s et f prject management standards has the ptential f having a significant psitive effect n the glbal ecnmy. Further, a set f prject management standards wuld lead t mre rbust and technically slid methdlgies. Thrugh the applicatin f standardized prject management principles and methdlgies, the success rate f prjects can be increased, leading t a mre effective use f finite resurces. 5. Prject prtfli management is the centralized management f ne r mre prject prtflis and priritizatin f the individual prjects t achieve strategic r rganizatinal bjectives. Initial fundatinal wrk fr this wrk item will be Chapter 3 f The Standard fr Prtfli Management, American Natinal Standard ANSI/PMI Earned value management: Guidelines fr bjectively measuring prject perfrmance and prgress including scpe, schedule, resurces, and budgeted vs. actual csts. Initial fundatinal wrk fr this wrk item will be Practice Standard fr Earned Value Management, ANSI/PMI , as well as ther natinal standards n this tpic. The new TC will assume respnsibility fr the maintenance f ISO upn cmpletin f that wrk by ISO/PC 236 and the clsure f the PC. Persnnel qualificatin and cmpetence assciated with the abve standards will be addressed, but nt until at least ne year after the assciated standard is published by ISO. Sufficient time after publicatin is required fr the TC t judge the public reactin t and the level f acceptance f the standard, and the level f demand fr cmpetency infrmatin. Additinal in-scpe New Wrk Item Prpsals may be submitted by the TC ver time. 8. Metrics (A simple and cncise statement f metrics fr the cmmittee t track in rder t assess the impact f the published standard ver time t achieve the benefits detailed under the fur bullet pints immediately abve.) Studies similar t thse cited abve under questin 2, abve, culd be cnducted ver time t assess the impact f ISO prject management standards and standardized prject management methds n the glbal ecnmy. Of particular

4 interest wuld be the rate f success vs. failure in thse prjects using ISO prject management standards and standardized prject management methds, techniques, vcabularies, and tls as ppsed t thse which d nt. 9. Beneficiaries (A simple and cncise statement identifying and describing affected stakehlders and hw they will each benefit frm the prpsal.) The beneficiaries f a set f ISO prject management standards and their assciated methds wuld be any party engaged in the develpment r management f prjects and prgrams, and any party that uses r benefits frm the results f thse prjects. The prpsed set f standards wuld benefit nt nly rganizatins utilizing them and benefitting frm their use, but als prject management practitiners utilizing the standards and methds within the rganizatins and the cnsumers and users f the deliverables resulting frm any develpment prject. The beneficiaries culd cnceivably include a significant prtin, if nt all, f the wrld s ppulatin. ADDITIONAL PROPOSAL INFORMATION (RECOMMENDED BUT NOT REQUIRED) Nte 2: It is recmmended that the fllwing infrmatin items be included in prpsals fr new fields f ISO r IEC wrk r fr new wrk item prpsals within cmmittees t facilitate their cnsideratin by NSBs/NCs: A. The prpser s assessment n the prspect f the resulting deliverable(s) being cmpliant with the ISO r IEC Glbal Relevance Plicies and the ISO Sustainability Plicy where relevant. The intent f this prpsal is t lead t a set f internatinal standards that will prmte the efficiency and effectiveness f prjects acrss all markets, industries, and cuntries. Prject management is a hrizntal, crss-industry field, and prvides guidance that can be tailred fr any prject f any size r cntent. There is n ne unique slutin fr any prject management prblem, and n cncern that what wrks in ne industry r gegraphy must be impsed upn the needs f anther. Rather, a set f techniques and prcesses is suggested that a prject manager can use fr a particular situatin. With regards t sustainability, prject management encurages an efficient use f finite resurces, and increases the effectiveness r psitive utput f the use f thse resurces. B. The prpser s assessment n cmpliance with the ISO/IEC Plicy Principles n the Relatinship f ISO and IEC Standards t Public Plicy and the pssible relatin f the resulting deliverable(s) t public plicy, including a statement regarding the ptential fr easier market access due t cnfrmity with apprpriate legislatin. There is n intent in this prpsal t create any standard r set f standards that may be impsed upn prject management practitiners as plicy, law, r requirement. Rather, the prpsed set f standards is a set f techniques r practices, a set f tls that a prject manager may use as the situatin dictates. C. The prpser s assessment n hw the prpsal may be related t, r may appear t be similar t, existing wrk in ther internatinal r reginal rganizatins (including ther ISO and IEC cmmittees). The prpser shuld explain hw the wrk differs frm identified apparently similar wrk, r explain hw duplicatin will be minimized. A number f ISO cmmittees (including thse listed in Sectin I, belw) are addressing prject management as it relates t their vertically riented, industry-specific needs. The prpsed TC wuld address prject management frm a hrizntally riented, crss-industry perspective. While the varius cmmittees may wish t cntinue wrk n their wn industry-specific prject management standards, the new TC will give these ther cmmittees the ptin f cntributing their wrk t the new TC fr inclusin in r fr crrelatin with the new TC s wrk. The new TC wuld fcus n the cmmn aspects f prject management which are independent f specific industries, and wuld nt fcus n the unique aspects f the industries which can lead t the fractinalizatin f the prject management prfessin.

5 At the very least, the new TC will liaise with ther cmmittees in hpes f bringing these ther standards int alignment with ISO D. A simple cst/benefit analysis relating the cst f prducing the deliverable(s) t the expected ecnmic benefit t businesses wrldwide. Given the significant ptential glbal benefit frm publicatin and implementatin f the prpsed standards (see questins 1 thrugh 9 abve), the expected cst f develping the standards shuld be cnsidered insignificant in cmparisn. E. Title f the prpsed new cmmittee (in the case f a prpsal fr a new field) r title f the prpsed deliverable (in the case f a NWIP within a cmmittee). It draws attentin t the management prblems encuntered in different envirnments and prvides pssible slutins t thse prblems. It prvides generic guidance t the principles and prcedures which are relevant t rganizatins f all sizes althugh it may nt cver all aspects f every type and size f prject r prgram. Applicatin f the principles and prcedures in different industrial and public sectr envirnments (which may have unique and particular emphasis and pririties) may require that the slutins presented shuld be treated as guidance nly and that they may need t be adapted t suit the particular circumstances fr which they are being cnsidered. The TC will supprt and seek t btain the bradest pssible representatin f ISO members, and recgnizes the special attentin that shuld be given t the needs f develping natins. K. A listing f relevant external internatinal rganizatins r internal parties (ther ISO and/r IEC cmmittees) t be engaged as liaisns in the develpment f the deliverable(s). Liaisn wuld be established with cmmittees at ISO and ther rganizatins (including thse cmmittees listed abve in Sectin I) wh are develping r are cnsidering the develpment f activity- r industry-specific standards fr prject and prgram management. These mre narrw standards shuld be brught int alignment with the brader standard, and the TC will seek liaisn frm these cmmittees t ensure that the wrk f the TC meets their needs. Prfessinal and industry rganizatins related t the scpe f the prpsed TC will be invited t participate thrugh their respective natinal bdy. Organizatins recgnized by ISO as having an internatinal scpe will be accepted as liaisn if they apply. L.
