This prpsal failed (BT C140/2014) especially due t fundamental disagreements f several members n the supply chain part. Nw, DIN has submitted an updated prpsal (Frm A - annex 1 t BT 10030) prpsing the creatin f a new TC restricted t the Insurance Industry nly. The scpe is t develp standards in the field f electrnic business prcesses and relevant data in the Eurpean insurance industry. This includes especially the develpment f unique prcess mdels fr the plicy administratin and fr claims handling. Standardizatin will fcus n the prcesses, which cnnect insurance cmpanies with their custmers and their market partners. In alignment with existing develpments n Eurpean and internatinal level, the standardizatin wrk will be based upn the data mdel develped by the C Wrkshp ebes, eeg7 "Insurance". BT Members are requested t state explicitly, by means f the cmmenting field prvided in the BT-ballting tl, whether r nt they are cmmitted t participate in the wrk. By Reslutin BT C75/2009, BT apprved that bth f fllwing criteria are t be met fr acceptance f this prpsal: A tw-thirds majrity f the vtes cast (abstentins nt cunted) are in favur f the prpsal; Five (r mre) Members express cmmitment t participate. 1

Standardizatin will fcus n the prcesses which cnnect insurance cmpanies with their custmers and their market partners, e.g. brkers, sales rganizatins, prtals, service prviders. Prcesses fr all lines f business in the insurance industry will be included, such as life, health, prperty and casualty. In alignment with already existing develpments n Eurpean and internatinal level, the standardizatin wrk will be based upn the data mdel develped by the C Wrkshp ebes, eeg7 "Insurance". Purpse and justificatin fr the prpsal There is the request by C/WS ebes, eeg7 "Insurance", t transpse their already develped data mdel (fr further infrmatin see int Eurpean Standardizatin deliverables (/TS/TR) including the recmmendatins fr plicy administratin and claims handling in respect f the fllwing insurance lines: autmtive; prperty and casualty; transprt; cmmercial; health. The TC will be the neutral place fr Eurpean insurance industry t meet. Establishing a TC will facilitate crdinatin and cllabratin n standardizatin f electrnic business between the insurance markets in Eurpe. With the transfer f the wrk prgram f C WS/eBES eeg7 "Insurance" int the new C/TC it is suggested t disband the eeg7 "Insurance". Tday ebusiness prcesses in the insurance industry are standardized mainly at natinal level. The prpsed new field f activity aims at facilitating the interperability f insurance services acrss Eurpe and hands t reduce technical barriers fr the distributin f insurance prducts and the cnnectivity f service partners acrss brders. 1

4 The ratinale is t prvide a set f standardized ebusiness prcesses at Eurpean level t technically supprt a Eurpean single market regarding the insurance industry which is in line with the pririty plicy "Digital Single Market" f the EU cmmissin. Standardized Eurpean prcesses will reduce the cst f implementatin fr all the participants in the business prcesses in the insurance industry and ultimately have psitive effects fr cnsumers. As a result market barriers will be reduced which will enhance the free distributin f services within the EU. Standardized prcesses will enhance the invlvement f SMEs in the insurance industry. The new TC is fcussed nly n prcesses specific t the insurance sectr. T establish crdinatin at technical level it is imprtant t liaise with ther rganizatins wrking n describing electrnic business prcesses (e.g. UN/CEFACT and ISO TC 154). The new TC will establish liaisns with ther standardizatin grups where the relatinship with ther industry dmains is relevant (see belw). Hwever, ISO/TC 154 "Prcesses, data elements and dcuments in cmmerce, industry and administratin" wh is dealing with pen data interchange in general culd be a pssible partner fr a liaisn. Regarding electrnic invices issued by the insurance industry wrk f C/TC 434 "Prject Cmmittee Electrnic Invicing" will be taken int accunt and a liaisn shuld be established t avid verlap between bth TCs. Accrding t ur current view there is n verlap between the public prcurement prcesses t be develped 2

5 in C/TC 440 "Prject Cmmittee Electrnic Public Prcurement" and the scpe f the prpsed TC. If need be a liaisn with C/TC 440 culd be discussed with C/TC 440 t avid verlap between bth TCs.
