1 BT N 9786 Draft BT C140/2014 TECHNICAL BOARD C/BT by correspondence For vote Issue date: Simultaneous circulation to CELEC/BT Deadline: SUBJECT DIN proposal for the creation of a new TC on ebusiness Processes in Supply Chain and in the Insurance Industry BACKGROUND DIN has submitted a Form A (Annex 1 to BT 9786) proposing the creation of a new C/TC on ebusiness Processes in Supply Chain and in the Insurance Industry. The scope is to develop standards in the field of electronic business processes and relevant data in the European supply chain and in the insurance industry. For the insurance industry, this includes especially the development of unique process models based on already existing data models for the policy administration and for claims handling. For the supply chain, this includes especially the development of deliverables to facilitate the implementation of international and worldwide specifications, such as UN/CEFACT documents in the area of private and public procurement, supply chain management including logistics and transport, engineering, construction management, finance and payments, accounting and audit. DIN does not see any conflict with the latest proposal of N/SN/DS for a new C/TC Electronic Public Procurement (BT C129/2014 circulated for vote until ). However, further consultations may be needed at C level to coordinate and/or to consolidate both proposals and even possibly consolidate them with the C/TC 434 Project Committee - Electronic Invoicing activities. Note from CCMC: C-CELEC BTWG 06 has considered the standardization initiatives related to ebusiness (C/TC 434 on einvoicing, the proposal of N/SN/DS for a new C/TC Electronic Public Procurement and the DIN proposal for a new C/TC on ebusiness Processes in Supply Chain and in the Insurance Industry) and is formulating an advice to BT for the possible consolidation mentioned above. 1
2 BT Members are requested to state explicitly, by means of the commenting field provided in the BT-balloting tool, whether or not they are committed to participate in the work. By Resolution BT C75/2009, BT approved that both of following criteria are to be met for acceptance of this proposal: A two-thirds majority of the votes cast (abstentions not counted) are in favour of the proposal; Five (or more) Members express commitment to participate. PROPOSAL(S) BT, having considered the proposal for a new field of technical activity or new Project Committee submitted by DIN as included in BT 9786 Annex 1; considering that the following members have expressed commitment to participate: o members; decides to o o o create a new Technical Committee, C/TC xxx Technical Committee ebusiness Processes in Supply Chain and in the Insurance Industry. according to the specifications provided in Annex 1 to BT N 9786; ask the new C/TC xxx to submit its programme of work to BT for approval by <BT C approval date plus 6 months>; allocate the secretariat to DIN. The proposer has considered the guidance given in Annexes 1 and 2 during the preparation Proposal (to be completed by the proposer) Title of the proposed new subject (The title shall indicate clearly and unambiguously, yet concisely, the new field of technical activity which the proposal is intended to cover.) ebusiness Processes in Supply Chain and in the Insurance Industry Scope statement of the proposed new subject (The scope shall precisely define the limits of the new field of technical activity. Scopes shall not repeat general aims and principles governing the work of the organization but shall indicate the specific area concerned.) Standardization in the field of electronic business processes and relevant data in the European supply chain and in the insurance industry. For the insurance industry this includes especially the development of unique process models based on already existing data models for the policy administration (quotation, offer, application, transfer of contract and premium data, premium and commission statement, party and contract changes, search and information services for party and contract) and for claims handling (notification, verification, assessment, authorisation, settlement and reimbursement, recovery, status information). Standardization in this domain will focus on the processes which connect insurance companies with their customers and their market partners, e.g. brokers, sales organizations, portals, service providers. For the supply chain this includes especially the development of deliverables to facilitate the implementation of international and world-wide specifications, such as UN/CEFACT documents (e.g. recommendations, guidelines), in the area of private and public procurement, supply chain management including logistics and transport, engineering, construction management, finance and payments, accounting and audit. Standardization in this domain will focus on the exchange of business information electronically to connect all participants (e.g. manufacturers, sellers, buyers, logistic service providers, traders, financial institutions) involved in the supply chain for products or services by using business processes such as ordering and delivering. The proposed standardization activity will not deal with einvoicing which is within the scope C/TC 434. In alignment with already existing developments on European and international level, the standardization work will be based upon the UN/CEFACT Core Component Library. Regarding the insurance industry the work will be further based on the data model developed by the former C Workshop ebes, eeg7 "Insurance". Regarding the supply chain domain the work will be further based on published guidelines developed by the former C Workshop ebes EEG1 such as CWA 16356, Guide for a European CORE INVOICE data model with UN/CEFACT CII Implementation Guideline. Purpose and justification for the proposal. A few CWAs developed by ebes European Experts Groups (EEGs) are close to the point where they need to be withdrawn (latest 6 years after publication) or if relevant to be transposed into European Standardization deliverables (/TS/TR), e.g. CWA 15994, e-tendering process. There is especially the request by C/eBES, eeg1 "Supply Chain", to transpose the ongoing ebes projects into European Standardization deliverables: 1
4 MUG Message User Implementation Guideline(s) (extended CWA 16356); Code list for VAT (Value Added Tax) exemptions (extended CWA 15577). In addition there is the request by C/WS ebes, eeg7 "Insurance", to transpose their already developed deliverables into European Standardization deliverables including the recommendations for policy administration and claims handling in respect of the following insurance lines: automotive; property and casualty; transport; commercial; health. The TC will be the neutral place for European industry to meet. Establishing a TC will facilitate coordination and collaboration on standardization of electronic business between industries in Europe. With the transfer of the whole work program of WS/eBES into the new C/TC it is suggested to disband the WS/eBES. Today ebusiness processes in the insurance industry are standardized mainly at national level. The proposed new field of activity aims at facilitating the interoperability of insurance services across Europe and hands to reduce technical barriers for the distribution of insurance products and the connectivity of service partners across borders. The rationale is to provide a set of standardized ebusiness processes at European level to technically support a European single market regarding the supply chain and insurance industry. Standardized European processes will reduce the cost of implementation for all the participants in the business processes in the supply chain and in the insurance industry and ultimately have positive effects for consumers. As a result market barriers will be reduced which will enhance the free distribution of products and services within the EU. Standardized processes will enhance the involvement of SMEs in the supply chain and in the insurance industry. To avoid duplication of efforts and to establish coordination on a technical level it is important to liaise with other organizations working on describing electronic business processes. The new TC will establish liaisons with other standardization groups where the relationship with other industry domains is relevant (see below). Each item on the programme of work shall be defined by both the subject aspect(s) to be standardized (for products, for example, the items would be the types of products, terminology, characteristics, other requirements, data to be supplied, test methods, performance requirements, etc.). Supplementary justification may be combined with particular items in the programme of work. The proposed programme of work shall also suggest priorities, target dates and the most appropriate type of deliverable (e.g., TS) for each item It is intended to establish 2 working groups, one dealing with insurance aspects (WG1) and the other with the supply chain (WG 2). Sourcing, ii. Cataloging iii. Tendering; iv. Ordering; v. Delivering; vi. Invoicing. 2 year 2 year Expected in 2019 or TS or or A statement from the proposer as to how the proposed work may relate to or impact on existing work, especially existing C, CELEC, ISO and IEC deliverables. The proposer should explain how the work differs from apparently similar work, or explain how duplication and conflict will be minimized. If seemingly similar or related work is already in the scope of other committees of the organization, or in other organizations, the proposed scope shall distinguish between the proposed work and the other work. The proposer shall indicate whether his or her proposal could be dealt with by widening the scope of an existing committee or by establishing a new committee.) There is no exclusive standards committee on insurance and/or supply chain ebusiness processes in C or ISO. However, ISO/TC 154 "Processes, data elements and documents in commerce, industry and administration" who is dealing with open data interchange in general could be a possible partner for a liaison. In order to avoid overlap with C/TC 434 "Project Committee - Electronic Invoicing", a liaison between both TCs is foreseen. A listing of relevant existing documents at the international, regional and national levels. Any known relevant documents (such as standards and regulations) shall be listed, regardless of their source, and should be accompanied by an indication of their significance. In the TC these stakeholders will include representatives from larger enterprises, SMEs and consumer organizations as well as regulatory authorities. Standardized European processes will reduce the cost of implementation for all the participants in the business processes in the supply chain and in the insurance industry and ultimately have positive effects for consumers.
