3 City f Ranch Crdva Hmeless Actin Plan FY Current Situatin Accrding t City Staff s best estimates, the number f literally 1 hmeless in Ranch Crdva is apprximately 200. Additinally the Flsm Crdva Unified Schl District has dcumented apprximately 500 hmeless 2 students. Similarly, the latest Sacrament Steps Frward Pint in Time Cunt frm February 2017 estimated a Ranch Crdva hmeless ppulatin f Inherent in these estimates is the likelihd f undercunting the hmeless due t the difficulties in accurately numbering this ppulatin. This hmeless situatin is nt unique t Ranch Crdva. Acrss Califrnia, many Cities and Cunties are experiencing a dramatic increase in their hmeless ppulatins ver the last few years. Estimate f the cst f hmelessness in Ranch Crdva Regardless f what is intentinally dne t address hmelessness, there are inherent csts t public and private services frm hmelessness. Fr example, when a hmeless persn suffering frm mental illness uses an emergency rm at a hspital, r when a hmeless persn cmmits a crime, is arrested, stands befre a judge, and spends time in jail. Research has been cnducted t estimate these csts versus the same csts t these systems when hmeless individuals becme hused. In an effrt t estimate these csts in Ranch Crdva this sectin uses the cst estimates frm the 2009 reprt Where We Sleep, Csts when Hmeless and Hused in Ls Angeles 4, which is brken dwn int three categries f hmeless expenditureslaw enfrcement services, hmeless assistance prgrams and services, and healthcare prviders. Based n a hmeless ppulatin f 200, the cst f Ranch Crdva s hmeless ppulatin is $6,952,800, and is further detailed belw: Average cst $2,897/mnth/persn r $34,764/yr/persn Annual cst f 200 literally hmeless is $6,952,800 Cst is heavily skewed by the highest 10% f services users wh are typically characterized as having a Mental Illness, Substance Abuse, Disability, n current Wrk Histry and are lder than age 50 Law Enfrcement Services 28% f ttal Annual cst f 200 literally hmeless is $1,946,784 1 The term Literally Hmeless refers specifically t hmeless wh lack a nighttime residence. 2 This data cmes frm the 2016/2017 schl year. Hmelessness is a reginal issue with prus brders, shared services, and shared benefits. Indeed, it culd be said that the largest benefits f these prpsed actin items will accrue t private healthcare prviders. Hwever, where it is pssible, Staff is ensuring that Ranch Crdva s hmeless are identified t receive services paid fr by the City. Cst f Actin Items is $743,000 frm all surces Funding fr activities cvered by the City General Fund will cst $695,000: Navigatr - $60,000 Law Enfrcement - $500,000 City Staff time - $135,000 Page 4 f 11

Sacrament Self-Help Husing will leverage private legal aid funding fr hmeless and husehlds at-risk f hmelessness thrugh Prject Sentinel and the Renter s Helpline. RC HART will leverage private funding f at least $50,000 t perate the winter shelter. And participating in the SHRA Emergency Slutins Grant Prgram will leverage an estimated $75,000 - $100,000 in State funding. Again using the study Where We Sleep, Csts when Hmeless and Hused in Ls Angeles csts estimates frm , cst reductins are prjected t be the fllwing: The mnthly cst per hmeless persn nce in supprtive husing was $605 (vs. $2,897 when unhused) and is assumed t be $0 fr self-reslve cases. The number f persns expected t be placed in supprtive husing during FY 17/18 frm the abve figures including permanent supprtive husing, rapid rehusing, transitinal husing, and mental health and detx facility placements (but nt including shrt-term shelters), is mre peple are anticipated t be self-reslved cases. If funding is acquired, cnstructin may begin befre June 2018 with cmpletin as early as December Cntinue the Sacrament Steps Frward Navigatr cntract fr ne Hmeless Outreach Navigatr Descriptin The Navigatr prvides utreach services t hmeless individuals in the City, helping them reach all f the existing services prvided by Sacrament Cunty and the regin s nnprfits. These services include securing immediate shelter and permanent husing, dcument preparatin, btaining incme surces, psychlgical cunseling, mental health and substance abuse services, and thers. Over the next year, effrts will be taken t better prepare the Navigatr t interface with the Cunty s chsen hmelessness strategies (such as a Triage Center), make cnnectins fr the Cunty s ESG rapid rehusing prgram and Cmmunity Supprt Team mental health referral system, and interface with the Ranch Crdva HART winter shelter. The typical caselad is husehlds at any given time, with apprximately new cases each mnth fr a ttal f apprximately 200 hmeless husehlds (primarily individuals) served per year. A summary f cases served between May 2016 and April 2017 is fund in Appendix A. Cst The annual cst is $60,000 t the General Fund. The Ranch Crdva Navigatr cntract began in May, 2016 and will cntinue thrugh FY Page 7 f 11

Services are currently in peratin and nging thrugh Sacrament Self-Help Husing 4. Implement the Hmeless Outreach Team Descriptin The team will cnsist f 2 plice fficers, 1 cde enfrcement fficer, the hmeless Navigatr, and a part-time mental health wrker Will address panhandlers and trespassers Will cntinue hmeless camp cleanups at a rate f apprximately 3-5 camps per week Outreach t prperty wners abut trimming landscaping and ther cncepts t reduce the desirability fr camp creatin and crime preventin Will release POP fficers fr ther activities NOTE this des NOT include all f the calls fr service regarding hmeless r transients. Calls fr service and related activities are assumed t be included in the estimated existing cst f hmelessness n law enfrcement stated earlier in this reprt. Cst Cst is within the Law Enfrcement Services cntract and the Neighbrhd Services Staff budget but is estimated t be apprximately $270,000 in persnnel time and materials annually frm the General Fund. An additinal $320,000 will cme frm the plice cntract budget bringing the ttal cst fr this item t apprximately $500,000. Over the next year a fcus will be placed n imprving services fr unmet needs and demgraphics (such as Permanent Supprtive Husing fr senirs, battered wmen, transitin age yuth, etc.), and supprting and imprving Educatin and Jb training prgrams fr hmeless. Staff will be plugged int reginal discussins arund new funding surces such as N Place Like Hme, and strategies fr securing and spending thse funds in Sacrament Cunty. This surce culd bring t Sacrament Cunty smewhere in the range f $100 millin fr hmeless husing and services ver the next five years fr hmeless husehlds suffering frm mental illnesses. Staff will cntinue t participate in reginal trainings held by SACOG, the Natinal League f Cities and thers Cst The cst fr these activities is slely Staff time, cnsisting f 10% f the Reinvestment Analyst s time and 15% f the Neighbrhd Services Manager s time estimated t be a ttal cst f $45,000. These csts are funded by the General Fund. These activities are nging frm year t year, hwever with current emphasis in the next fiscal year ( ) as Sacrament Cunty cntinues t pursue big changes in its hmeless services as well as the N Place Like Hme funding pprtunity. 6. Cperate with the Ranch Crdva Hmeless Assistance Resurce Team (RC HART) fr the Ranch Crdva Winter Shelter Descriptin As needed, City staff will participate in the planning and executin f the RC HART winter shelter later in 2017 int early Apprximately hmeless individuals per night are prvided with vernight shelter and ht meals while the winter shelter is in peratin. Cst The cst fr this activity is included in the general staff time csts t participate in lcal and reginal discussins as described in Actin Item 5 abve. RC HART has submitted a Cmmunity Enhancement request fr FY 17/18 f $12,000, which Staff is recmmending fr apprval as f this writing. In additin, Page 9 f 11

As needed, City staff will participate in the planning and executin f the RC HART winter shelter between Octber 2017 and March Cllabrate with Hmeless Service Prviders in the City t discuss hmeless effrts within Ranch Crdva Descriptin A Hmeless Advisry Cmmittee will be created including public and private sectr individuals and rganizatins that have in-depth knwledge f Ranch Crdva s hmeless ppulatin t meet n a mnthly r bi-mnthly basis t imprve hmeless services and crdinatin within Ranch Crdva. Cst The cst f this item is included in the City Staff time csts stated in Actin Item 5 abve. This cmmittee will be frmed summer 2017 and begin t meet sn after. 8. Participate in the reginal Emergency Services Grant Rapid Rehusing Prgram thrugh the Sacrament Husing and Redevelpment Agency and Vlunteers f America Descriptin Apprximately $400,000 f State Emergency Slutins Grant funds have been awarded t the Sacrament Husing and Redevelpment Agency (SHRA) t administer a rapid rehusing prgram within Sacrament Cunty. The gal f this prgram is t assist up t 70 husehlds within the cities f Elk Grve, Ranch Crdva and Citrus Heights. The prgram, which is being administered by Vlunteers f America (VOA) fr SHRA, will ffer hmeless clients applicatin and mve-in csts and between 7-9 mnths f rental subsidy. City Staff will crdinate with VOA t administer this prgram t attract and enrll eligible Ranch Crdva hmeless husehlds ver the next tw years r until all f the funds are spent between the three cities. While the funding is t be shared by multiple jurisdictins, this grant prgram is estimated t help apprximately Ranch Crdva husehlds becme rapid rehused. Rapid Rehusing has a greater than 90% success rate in helping hmeless husehlds remain permanently hused. Cst The cst f this item is included in the City Staff time csts stated in Actin Item 5 abve. An in-kind match is required by this prgram but can easily be met by using Ranch Crdva s existing Navigatr and City Staff csts as match and ther in-kind cntributins frm Sacrament Cunty if necessary. Using cst f hmelessness estimates frm research cnducted in Ls Angeles, the apprximate annual cst t law enfrcement services, healthcare prviders, and hmeless assistance prgrams fr 200 hmeless in Ranch Crdva is $6,952,800. 3
