Fllwing several cmmunity meetings held jintly by The Knwle Sciety and Drridge and District Residents Assciatin, a grup has been established by the three villages t wrk with the lcal cmmunity in the preparatin and submissin f a Neighburhd Plan in accrdance with the Lcalism Act Part f this prcess invlves the designatin f a Neighburhd Area. DESCRIPTION OF PROPOSED AREA The prpsed Neighburhd Area is shaded light blue n the map attached belw. The Area lies suth f Slihull twn centre in the suthern part f Slihull Brugh. Fr clarity, in setting the prpsed bundary, we have used a number f ntable gegraphic landmarks. T the west, the M42 mtrway runs thrugh up t the nrth f the prpsed Area, with a small extensin at the nrthern tip t include part f the ld Warwick Rad and Ravenshaw Hall. T the east, the Grand Unin Canal frms a physical bundary, fllwing the canal suth as far as Kixley Farm, diverting arund the farm, befre returning t the canal path. The eastern bundary leaves the canal after the bridge that crsses the A4141, diverting frm there suth west twards Nrtn Green and Darley Green. The suthern tip enclses huses in Packwd, Packwd Twers and Packwd Gullet, ging westwards until it reaches the A3400 at Bx Trees Rundabut. The A3400 then prvides a clear bundary linking back up t Junctin 4 f the M42 mtrway, thus cmpleting the circumference. JUSTIFICATION There are a number f reasns why ur chsen prpsed Area is bth lgical and desirable. 1. Knwle, Drridge and Bentley Heath are nt cvered by a Parish, but are surrunded n three sides by parishes Barstn and Chadwick End t the east, Hckley Heath t the west and Lapwrth (in Warwick District) t the suth. Lapwrth Parish Cuncil is als a designated Neighburhd Area. This has been a primary cnsideratin in defining the prpsed Area, as a Neighburhd Frum cannt crss existing Parish r Neighburhd Area bundaries. Final - 13 July

3 2. Anther imprtant cnsideratin is Ward bundaries. The prpsed Neighburhd Area includes all f the Knwle and the Drridge and Hckley Heath Wards in s far as they d nt verlap with surrunding Parish Cuncil bundaries r ther Ward bundaries. The suthern bundary f the prpsed Area is als the Slihull Brugh bundary with Warwick district. The nrthern bundary is the Drridge and Hckley Heath/ Knwle Ward bundaries with Blythe, St Alphege, Silhill and Bickenhill Wards. 3. Over time, the three villages have grwn and spread, such that nw mst residents wuld find it difficult t define where ne village stps and anther starts, ther than by pstcde. Residents mve regularly between the three villages in undertaking their day t day activities. 4. The villages share many cmmn interests and cmmunity facilities: the railway statin in Drridge many f the lcal shps and services are shared lcal schls are shared acrss all the villages, irrespective f where ne lives. 5. There are already strng links between the three cmmunities. The tw grups that currently represent the vice f the villages the Knwle Sciety and the Drridge and District Residents Assciatin - wrk clsely tgether with a jint remit cvering the prpsed Area. 6. Fr all these reasns, residents and lcal businesses acrss all three cmmunities share similar pressures, needs and issues that will need t be addressed cnsistently and as a whle thrugh the Neighburhd Plan. 7. The prpsed Area already has the brad cnsensus f lcal residents and businesses invlved in Neighburhd Planning cnsultatin t date. When the decisin was made t prpse the chsen Neighburhd Area, the Knwle Sciety and Drridge and District Residents Assciatin each held their wn all day drp in sessins fr the lcal cmmunity t express an interest in Neighburhd Planning and vice any cncerns they may have. Every huse in the area was leafleted inviting peple t attend the drp in days and/r submit views. This was fllwed up by a cmbined meeting at Arden schl, chaired by bth residents grups, where the prpsed Area was presented t a packed main hall. It was ut f this meeting that the embry f the Knwle, Drridge and Bentley Heath Neighburhd Frum was brn, and the prpsed Area ultimately adpted. STATEMENT The applicatin fr designatin f the Knwle, Drridge and Bentley Heath (KDBH) Neighburhd Area is being made by the KDBH Neighburhd Frum. The KDBH Neighburhd Frum is a relevant bdy fr the purpses f Sectin 61G f the Twn and Cuntry Planning Act 1990 in that it is an rganisatin which is capable f being designated as a Neighburhd Frum. It is cnsidered that the KDBH Neighburhd Frum meets the requirements f 61(f) f the Twn and Cuntry Planning Act 1990 in that: (a) It is established fr the express purpse f prmting r imprving the scial, ecnmic and envirnmental well- being f the prpsed KDBH Neighburhd Area. 4 (b) Its membership is pen t (i) (ii) (iii) Individuals wh live in the Neighburhd Area Individuals wh wrk there, and Individuals wh are elected members f the Cuncil within the Neighburhd Area. (c) Membership includes a minimum f 21 individuals wh meet at least ne f the abve criteria. (d) It has a written cnstitutin. Knwle, Drridge and Bentley Heath already has a strng civic mvement, resulting in a wide range f active assciatins. The prpsed Neighburhd Frum is nt an attempt t supersede r t subvert these grups, but instead will act as an umbrella rganisatin, creating a Neighburhd Plan that can jin tgether the many diverse vices within Knwle, Drridge and Bentley Heath. The Neighburhd Plan will address the pprtunities and issues that are f mst imprtance t Frum Members acrss Knwle, Drridge and Bentley Heath, with an emphasis n the scial, ecnmic and envirnmental aspects f cmmunity life. The Plan will fcus n shaping future develpment in a psitive and cnstructive way, with the aim f encuraging relevant and apprpriate develpment within Knwle, Drridge and Bentley Heath. The Plan will be in general cnfrmity with the strategic plicies cntained in the develpment plan fr Slihull Brugh, which cmprises the Slihull Lcal Plan 2013 and the Gypsy and Traveller Site Allcatins Plan S far as they are relevant, the Plan will als take int cnsideratin varius planning briefs that affect the area. We have develped a written cnstitutin - cpy attached - which has been agreed by current Members f the prpsed Frum. It is underpinned by a shared cmmitment frm individuals t be accuntable t each ther and t the gals f the Frum. We are als keen t liaise with, and supprt, ther adjining Neighburhd Frums t create a jined up apprach t shared areas f interest that crss bundaries. We cntinue t undertake a level f general cmmunicatins, which has been successful t date in ensuring that the Frum includes representatin frm acrss the cmmunities. The prpsed Frum already has ver 21 registered Members, each f whm has frmally cnfirmed their wish t be a part f the Frum. Membership cmprises individuals representing cmmunity grups, residents, small businesses, business assciatins, as well as an elected cuncillr, wh all self- define themselves as being heavily assciated with Knwle, Drridge and Bentley Heath. We are preparing a mre high prfile cmmunicatins campaign t grw the number f Members, which we will put int actin as sn as we have received cnfirmatin f ur designatin as a Neighburhd Frum. As numbers grw, details are being held and tracked n a Membership database, maintained by ur Membership Secretary. An applicatin fr designatin f the KDBH Neighburhd Frum has been submitted t Slihull Cuncil in cnjunctin with this Neighburhd Area. Final - 13 July
