6 Intrductin Frm 1 July 2016, all registered NDIS Prviders will be using a new nline prtal called myplace. This will replace the current NDIS Prvider Prtal. The upgrade t a new system is t ensure that we have scalable and resilient infrmatin technlgy (IT) systems t supprt the 1 July Full Scheme rll ut f NDIS t apprx. 460,000 participants. The fllwing frequently asked questins prvide cntext and infrmatin t assist with understanding the key changes fr prviders and the functinalities f the myplace Prvider Prtal. Further supprt material are available in the Prvider Tlkit which can be accessed frm the NDIS website. New Prvider Prtal - myplace 1. What is myplace? myplace is the new nline prtal fr prviders frm 1 July myplace will allw prviders t view and manage their services with a participant. This will include: Making payment requests (previusly knwn as claims) fr services prvided t participants Manage and view the details f agreements entered int with participants View registratin details Instant messaging with participants. 2. Why d we need a new nline prtal? The Full Scheme rllut f NDIS will cmmence frm 1 July 2016 with the aim t supprt apprximately 460,000 Participants. In rder t supprt the grwth f the NDIS, we require a scalable and resilient ICT system t ensure peple with disability cntinue t get the supprt they need. The ICT system will als supprt individuals r rganisatins registered with NDIS t deliver a supprt r prduct t a participant. 3. Hw is myplace different t the ld NDIS Prvider Prtal? myplace will prvide imprved functinalities and a better user experience. The new functinalities include: Ability t view Service Bking requests frm participants Ability t view and respnd t qutes sent t yu by the NDIA Instant message with participants receiving yur services. ndis.gv.au 30 Nvember 2016 FAQs fr Prviders 6

7 The lk and feel f the prtal and sme terminlgy will als be different in myplace. Fr a list f all the key differences, please refer t the Imprtant infrmatin and key changes fr existing prviders infrmatin sheet. A Glssary listing the different terminlgies and their definitins is als available and can be fund in Mdule 12: Glssary f the Prvider Tlkit. 4. Hw d I access myplace? Access t myplace is thrugh an authenticatin prcess called Prvider Digital Access (PRODA) which is managed by the Department f Human Services. All prviders will need t have a PRODA accunt befre they can use myplace. Once a PRODA accunt is created, prviders can lgin t myplace using their PRODA username and passwrd. Fr mre infrmatin and supprt with PRODA, refer t the NDIS website. This authenticatin prcess replaces AUSkey fr the NDIS nly. Please nte that AUSkey may be required t access ther Gvernment services. 5. D I autmatically get access t myplace? N. All users f myplace will need t link their PRODA accunt t myplace befre they can access it t manage the prducts and services prvided t participants. 6. Can I assign myplace access fr ther staff in my rganisatin? Prviders will need t nminate a Primary Cntact wh will be respnsibe fr apprving myplace access requests fr ther users within their rganisatin. We recmmend that a Primary Cntact is nminated befre cmmencing the prcess fr setting up myplace access r registering with NDIS. If yu are the Primary Cntact fr yur rganisatin, yu can apprve access fr additinal users within yur rganisatin. Nte that all users f myplace will need t have their wn individual PRODA accunt and any additinal users requiring myplace access will need t be successfully authenticated in PRODA. If yu are the Primary Cntact within yur rganisatin, yu will receive a request t apprve the additinal user s access nce their PRODA accunt has been successfully created and authenticated and they have linked their PRODA accunt t myplace. When yu have apprved the request, the additinal user will be able t access myplace. 7. Hw d I change system access levels fr staff in my rganisatin? Different levels f access are nt available in myplace. 8 Prvider Registratin 8. When can I submit an applicatin fr registratin t prvide NDIS services? If yu have nt previusly submitted an applicatin fr registratin yu can apply t be a registered prvider frm 1 July If yu ldged yur applicatin after 1 June 2016, yu will need t re-submit yur applicatin in myplace, using a PRODA accunt. Further infrmatin n hw t register as a prvider is in Mdule 2 f the Prvider Tlkit, which is available n the NDIS website. 9. I ve already submitted an applicatin fr registratin and am awaiting apprval d I need t submit a new applicatin? If yu submitted yur applicatin befre 1 June 2016, yur applicatin is being prgressed by the NDIA. Yu can prepare fr yur access t myplace by ensuring that yu have created a PRODA accunt. 10. Hw can I get an update n my registratin status? Yu will be able t mnitr the status f yur registratin in myplace after 1 July. There may be sme delay with accessing this infrmatin. Shuld yu wish t enquire abut the status f yur registratin during this time, please call NDIA n In the meantime, please ensure yu have read the Guide t Suitability in the Prvider Tlkit, and have cmmenced any applicatins fr quality and safeguard checks that are required fr yu t be registered. Yu can prepare fr yur access t myplace by ensuring that yu have created a PRODA accunt. 11. I received my certificate f apprval frm NDIS but I still have sme supprts listed as Pending state apprval. What des this mean? If yu receive a certificate that shws sme f yur supprts as pending state apprval it is because yu have applied fr a specialist disability supprt that is required t meet the quality and safeguard standards as set ut in yur state/territry. The NDIA requires evidence that yu have met yur state/territry quality and safeguard requirements befre yu can be registered. N, yu will be able t use yur existing PRODA accunt t link t myplace. Infrmatin n hw t lgin t myplace fr the first time is available n the NDIS website. 13. What shuld I d if my PRODA desn't wrk? If yu experience any issues with yur PRODA accunt r have questins abut setting up a PRODA accunt yu can call Please select the vice prmpt fr Prvider Digital Access system, which is available frm 9am t 5pm Mnday t Friday AEST. 14. I haven t prvided services during trial, but I ve recently been registered and need t prvide services n r immediately after 1 July d I need a PRODA accunt? Yes, all prviders will need a PRODA accunt t access myplace frm 1 July Infrmatin n hw t lg int myplace fr the first time is in Mdule 2 f the Prvider Tlkit n the NDIS website. 15. D I still need my AUSkey fr NDIS services? Prviders frm the trial phase will need t retain their AUSkey t ensure they have access t the existing Prvider Prtal until 30 June While prviders frm the trial phase will nt be able t use the frmer Prvider Prtal t request payments r amend recrds, they will have histrical read-nly access. This access will cease after 30 June Fr supprt with AUSkey, please refer t the Australian Business Register website. 16. Hw many users can register fr PRODA? There is n limit n the number f users that can register fr PRODA. Yu are required t nminate a Primary Cntact in yur rganisatin, and have them create a PRODA accunt and link t myplace first. Once yur Primary Cntact is set up, they can then grant permissin fr ther PRODA accunt hlders t cnnect t myplace. 17. 10 It is up t the prvider t determine wh within their rganisatin establishes a PRODA accunt first fr the purpses f accessing myplace. The first persn t lgin t myplace will autmatically be identified as the Primary Cntact. The Primary Cntact will be respnsible fr granting ther peple within yur rganisatin t access yur details and make Payment Requests. 18. When can ther users have access t myplace? After yur Primary Cntact has successfully cnnected t myplace and has apprved yur myplace access request. Additinal cntacts can apply fr their PRODA accunt nw, but the first persn t lg int myplace n behalf f yur rganisatin shuld be yur nminated Primary Cntact. 19. What d I d if I need t change my Primary Cntact? Every prvider is able t update their Primary Cntact. Please call NDIA n t request fr this infrmatin t be updated. Registering fr Supprts / Registratin grups 20. Which supprts/registratin grups shuld I register fr? Descriptins f each registratin grup, alng with required prfessinal qualificatins and experience t deliver services under thse registratin grups, can be fund in Mdule 4 f the Prvider Tlkit, which is available n the NDIS website. When reading the Mdule, please cnsider whether yur state/territry requires yu t underg a quality and safeguards assurance prcess befre yu can be registered with the NDIS. 21. What s the difference between a supprt cluster and registratin grup? Supprt clusters have been replaced by the term registratin grups. A table mapping the previus supprt clusters t the registratin grups in myplace is available in Mdule 4 f the Prvider Tlkit, which is available n the NDIS website. Terms f Business 22. 11 The Terms f Business have been updated t make it clear that prviders can nly be paid in arrears. 23. The Terms f Business state that at least mnthly invices must be prvided t participants detailing services delivered, and the amunt charged fr thse services. Is this arrangement required fr all participants? The Terms f Business have been updated t make it clear that prviders must ensure that the participant is regularly prvided with, r has access t details f, the services they have been delivered and the amunt charged fr thse services. This culd include, fr example, ensuring that a participant is reviewing their myplace accunt. If a participant is unable t access myplace, then the prvider must lk at ther ways f ensuring a participant has visibility f the services they have received. Prviders must als abide by relevant cnsumer laws regarding the prvisin f receipts and itemised bills. 24. The Terms f Business state that A claim fr payment is t be submitted within a reasnable time (28 days) after the date f prviding the supprt. If this timeline is nt met, will there still be a mechanism fr prviders t make Payment Requests? Prviders are encuraged t submit their Payment Requests within 28 days f prviding supprts. This is necessary t supprt participants t manage their supprts and individuals budgets. Making Payment Requests utside f this perid is strngly discuraged as it impacts the ability f participants t track their supprts and budget. Guide t Suitability 25. What is the Guide t Suitability? The Guide t Suitability is the key dcument t assist yu t understand what supprts yu will be prviding and what yur bligatins are as prviders f these NDIS supprts. 12 26. Wh determines if a prvider is a specialist disability service? Service types that cnstitute a specialist disability service have been agreed between each state/territry and the Cmmnwealth Gvernment and NDIA. Each state is different, and yu will need t read the Quality and Safeguards Wrking Arrangements fr yur state/territry. The Wrking Arrangements are available in Mdule 4 f the Prvider Tlkit n the NDIS website. 27. What des it mean when I have a supprt that is nted as Pending state apprval? What is the prcess I need t fllw? If yu receive a certificate that shws sme f yur supprts as pending state apprval it is because yu have applied fr a specialist disability supprt that is required t meet the quality and safeguard standards as set ut in yur state. The NDIA requires evidence that yu have met yur State/Territries quality and safeguard requirements befre yu can be registered. Hw des the Agency address cmplaints and issues regarding the quality and safe guards wrking arrangements? The Agency has a cmprehensive cmplaints system and feedback plicy. Prviders shuld cnsider the types f services they want t deliver, and read the Guide t Suitability t determine what registratin grup they shuld apply fr. The best fit will be the registratin grup that aligns with (1) the services yu want t deliver, (2) yur prfessinal qualificatins and experience. 13 Service Agreements and Service Bkings 30. What is the difference between a Service Agreement and a Service Bking? A Service Agreement is between a participant and prvider. They help t ensure there is a shared understanding f: expectatins f what supprts will be delivered and hw they will be delivered, and each party s respnsibilities and bligatins and hw t reslve any prblems that may arise. A Service Bking is the way a participant engages with their chsen prvider(s) nline. The service bking nminates the type f service, dates f supprt, and funding t be allcated t a given prvider. Further infrmatin abut Service Agreements can be fund in Mdule 5 f the Prvider Tlkit, and abut Service Bkings in Mdule 6 f the Prvider Tlkit which is available n the NDIS website. 31. D I have need t have a Service Agreement with a participant? N. Hwever, they are a matter f best practice. Further infrmatin is available in Mdule 5 f the Prvider Tlkit, which is available n the NDIS website. 32. The participant has a supprt crdinatr, d I wrk with them r the Agency? The rle f the supprt crdinatr is t supprt implementatin f all supprts in the plan, including prviding specialist assistance where it is funded fr participants with high supprt r cmplex needs. Prviders primary cntact shuld be with the participant and their supprt crdinatr. Where a participant has particularly cmplex needs, the supprt crdinatr will liaise with the prvider abut the supprt mdel and pricing and prvide this infrmatin t bth the participant and the Agency. 33. Hw will Service Bkings perate fr existing participants frm 1 July 2016? 14 This will help t ensure that prviders can make payment requests n myplace frm 1 July. Further infrmatin abut Service Bkings can be fund in Mdule 6 f the Prvider Tlkit, which is available n the NDIS website. 34. Is it the participant s r the prvider s respnsibility t create a Service Bking? Either the participant r the prvider can initiate the Service Bking. If the Service Bking is initiated by the prvider, it will need t be accepted by the participant. The prvider can indicate the participant s acceptance in myplace. If the Service Bking is initiated by a participant, the prvider has 21 days t accept it in myplace. Will a prvider be able t make a Payment Request fr services prvided t a participant withut a Service Bking? N. Payments can nly be made where a Service Bking has been created. A Service Bking acts in a similar way t a purchase rder. A Service Bking cannt be made withut the available budget. 36. If I can t claim nw but I m already prviding supprts, will I be ut f pcket? N, prviders shuld nt be ut f pcket because: Supprts funded in a plan that are agreed by the participant and aligned with the Agency price guide, can be claimed frm plan apprval using a Service Bking with a backdated start date. Gvernments are cntinuing t mnitr planned and actual transitin rates and are making payment adjustments as necessary. There may be circumstances were a participant wishes t chse a different prvider fr their cntinued prvisin f supprted independent living services. 15 37. Hw will Service Bkings be created fr participants wh lack the capacity r d nt have internet access t make a Service Bking in myplace? Can a prvider create a Service Bking n their (r their nminee s) behalf? Participants can be supprted by their Lcal Area Crdinatr, Plan Manager r Supprt Crdinatr t access n-line assistance in creating the Service Bking. Alternatively, participants (r their nminee) can ask their prviders t create and accept a Service Bking n their behalf. The participant s (r their nminee s) acceptance f the Service Bking will be flagged and recrded in system. 38. D Service Bkings apply t ld and new NDIS Plans r just new Plans? Service Bkings will be required fr all NDIS plans, including thse Plans that were created befre 1 July Hw d Plan Managers (wh make the ne and nly service bking) cmmit funds t multiple prviders? Where Plan Managers are invlved, the Plan Manager will have a service bking fr the delivery f Plan Management and will submit a Payment Request in myplace. Where a participant requires services frm ther prviders, the Plan Manager will make a separate service bking n behalf f the participant. The ther prviders will then submit Payment Requests thrugh myplace fr the services prvided as detailed in the relevant Service Bking. 40. Where NDIS Plans are extended beynd their riginal end date, d the Service Bking end dates autmatically extend as well? Yes, a Service Bking can be extended as lng as the plan has available budget. This will be subject t annual review. 41. I ve been tld that I can t create a service bking because plans are n hld, paused r incmplete? Apprved plans are nt n hld, incmplete r paused. 16 made. These funded supprts include where the participant requires an assessment r the chsen prvider is required t submit a qute. Payment Requests (previusly knwn as claims) 42. When can I start submitting Payment Requests in myplace? Yu can start submitting Payment Requests in myplace frm 1 July Hw d I make Payment Requests fr services delivered between 16 and 30 June 2016? Yu will be able t submit Payment Requests in myplace fr services delivered between 16 and 30 June T assist prviders and participants, the Agency will aut-generate Service Bkings fr services that were delivered during trial. Fr further infrmatin n hw t make a Payment Request, refer t Mdule 7 f the Prvider Tlkit, which is available n the NDIS website. 44. Can I request payment fr supprt prvided t existing clients frm the time they have an apprved NDIS plan? Yes, under the cnditin that a service bking has been created fr this perid, yu are a registered prvider f the NDIS and have nminated fr the equivalent registratin grups. The system will then allw service bkings t be created frm the date the plan was apprved. Prvisin f supprt will need t align with the plan and service agreement made with the participant. Smetimes there are delays in being able t create a service bking while a prvider is negtiating a qute with the Agency. This is because a service bking can t be created withut an agreed price in the participants plan. Once the qute is agreed Prviders will need t liaise with the participant t cnfirm their acceptance f the service bking. Once the service bking is cmpleted prviders are able t request payment fr the funded supprt prvided. 45. D I need t submit Payment Requests in myplace fr bth ld and new NDIS Plans? The Terms f Business require prviders t submit a Payment Request within 28 days f delivering services t a participant. The Agency will endeavr t pay a prvider that has submitted a valid Payment Request within 2 business days. 48. Will requests fr utstanding payments need t use the ld item cdes r the new item cdes? Prviders will need t use the newly released item cdes t make Payment Requests fr services delivered t participants during the perid 16 t 30 June Payments will be made in accrdance with the prices listed in the 2016/17 Price Guide. Prviders will be able t make bulk Payment Requests including fr thse services delivering during 16 t 30 June. The Payment Requests can be submitted in.csv r.xml file frmats. Templates fr bulk uplads are prvided in myplace. 50. The ld Prvider Prtal requires a tw-step prcess fr Payment Requests. Will this prcess be required in myplace? N. The NDIA updates price levels t accunt fr grwth in input csts (in particular wage csts) fr prviders. This apprach is designed t ensure that efficient prviders will be able t recver their csts, and therefre deliver sustainable, high quality services t participants. 53. Why desn t the Price Guide list all supprt items? The NDIA Price Guide is nt a cmprehensive list f all available supprts, nr des it prescribe the nly supprts funded by the NDIS. Prviders are able t make Payment Requests fr ther nn-specified supprts. It includes item descriptrs t assist prviders t make Payment Requests using a best-fit apprach and t assist participants in engaging and negtiating with disability supprt wrkers and service prviders. A cmprehensive listing f supprt line items will be kept up t date n the NDIS website. 54. Hw many separate Price Guides are there? There are fur Price Guides, ne fr each f the fllwing areas: NSW/Vic/Qld/Tasmania WA/SA/ACT/NT Remte areas Very remte areas The nly differences between the Guides are price limits fr sme supprts and services. 55. This is an imprtant measure fr many participants, especially in disability supprt markets that are immature r where there are few ptins fr participants t chse frm. It is a business decisin as t whether yu prvide supprts that cannt be fully recvered accrding t the maximum prices set ut in the Price Guide. The NDIA encurages rganisatins t develp a sustainable mdel f service delivery 56. D price limits in the Price Guide apply t self-managing participants? N. As per the NDIS Terms f Business, self-managing participants can negtiate the prices they pay fr services. 57. Can I uplad new prices and supprt reference numbers in bulk t my ICT system? Yes. The NDIA will supply.csv files with prices and new supprt item cdes, fr easy uplad t prviders ICT systems. 58. Will the NDIS pay me the same as I was getting under state r territry funding? Nt necessarily. The Agency will make payments t a prvider based n a participant s assessed needs and accrding t the NDIS price guide. This means that there may be a difference in what a supprt is called and the amunt f funding frm previus states and territries. As a result, prviders will need t understand the Price Guide and manage the cst f their services under the NDIS. 59. Why is there a price difference between the funding I was previusly receiving frm the state gvernment and the NDIS accepted qute? This culd be fr three reasns. 1. Sme services previusly prvided may have been split-ut frm the NDIS supprt item and may r may nt still be prvided by the same (single) prvider (e.g. therapy, transprt, SDA etc.) 2. Sme services r csts may have been funded by the State that are nt included in the NDIS plan 3, Sme services may have been funded at different prices (e,g, repayment fr verheads). Sme delays may be experienced by prviders where a qute is greater than the amunt specified in the Price Guide. In the majrity f ccasins this is because the prvider has included in the qute supprts that are brader than assistance with and supervisin f tasks f daily life. These ther supprts need t be unbundled frm the qute. Fr instance, sme prviders include within their qutes supprts such as crdinatin, transprt and therapy. Where these types f supprts are reasnable and necessary they are funded separately under the participant s plan and nt part f supprted independent living. 62. Hw can I speed up the prcess s I can claim successfully? Yu can reduce the timeframe fr qute apprval by unbundling all the services yu have agreed t deliver t the participant and including in the qute the services that meet the definitin f the supprt item yu have been requested t prvide Fr supprted independent living, prviders shuld detail their service fferings in the qute alng with the prices fr each service ffering t the Agency t help speed up the prcess. 63. Will there be mre infrmatin abut hw t prvide a NDIS qute fr supprted independent living? The Agency is develping a tl t assist prviders. The Supprted Independent Living (SIL) Benchmark Guide Tl has been designed t allw users t cmpare prvider qutes t an expected price range, cnsisting f the NDIS benchmark and a standard SIL service. The purpse f the tl is t fast track a cmmn understanding f the SIL service where participants and prviders can create service agreements that meet the needs f bth parties.
