RECOMMENDATION: To award the construction contract; authorize a contingency; and authorize the City Manager to take other actions necessary to complete the project within approved levels. POLICY DECISIONS: Formal bids exceeding $35,000 require approval of the City Council. DISCUSSION: Bids for the Woodinville-Duvall Road Widening project are scheduled to be opened on March 12, 2014 at 10:00 AM (after this report was prepared). Staff intends to present bid information for your consideration prior to your March 18, 2014 Meeting. Because this project is in great part funded by grant funds from other agencies, those granting agencies (WSDOT and Transportation Improvement Board) need to approve the bids prior to the City awarding the construction contract for this project. It is staff's intent to obtain these approvals before the March 18, 2014 Council meeting. Work performed under this contract will widen a 1.25-mile section of Woodinville-Duvall Road to provide a two way center turn lane; curb, gutter, and sidewalks on both sides of the road; bike lanes; rebuilt traffic signals at h Ave NE and h Ave NE; and new traffic signals at h Ave NE and Ave NE. ALTERNATIVES: 1. Award the contract as presented. 2. Reject all bids and provide direction to staff. RECOMMENDED MOTION- To be provided with an amended staff report on or befoe March 18, Attachment A -Vicinity Map

Six bids were received ranging from $8,575, to $10,548, Stan Palmer Construction of Bremerton, WA submitted the lowest responsive bid of $8,575, This bid includes the City work to widen the roadway (Schedule A) and the Woodinville Water District 0JVWD) work (Schedule B) to install a new 12-inch water line as shown below: City of Woodinville, Washington Woodinville Duvall Road Widening Project - Summary of Apparent Low Bid Schedule Bid Received Engr's Estimate Difference % Difference A $7,698, $7,430, $268, % over B $877, $1,245, ($367,787.50) 29.5% under Total $8,575, $8,675, ($99,275.50) (1.14%) The City Council previously approved a Budget of $10,219,000 for this project. The revised project cost, based upon final construction plans and the low bid, is now estimated to be $11,044,000, which is about $712,000 more than previously approved (the total project increase in now estimated to be $825,000, however, the Woodinville Water District is paying for $113,000 of the increase, leaving $712,000 of the increase to be funded by the City). 1

8 Staff recommends that the $712,000 increase be funded as follows: 1. Uncommitted Capital Reserve Funds: $512,000 a. REET $304,000 b. Utility Tax: $113,000 c. Street Reserve $ 62,000 d. SWM Reserve $ 33, Reduction in 2014 Street Overlay Project: $200,000 Recommended Funding Increase: $712,000 ALTERNATIVES: 1. Award the contract as presented. 2. Reject all bids and provide direction to staff. RECOMMENDED MOTIONS - 1) I MOVE THAT THE CITY COUNCIL INCREASE THE BUDGET OF THE WOODINVILLE DUVALL ROAD WIDENING PROJECT BY $712,000, UTILIZING THE FUNDING SOURCES AS OUTLINED IN THE STAFF REPORT, AND DIRECT THE CITY MANAGER TO TAKE ANY AND ALL ACTIONS TO IMPLEMENT THIS ACTION. 2) I MOVE THAT THE CITY COUNCIL AWARD THE CONSTRUCTION CONTRACT FOR THE WOODINVILLE-DUVALL ROAD WIDENING PROJECT TO STAN PALMER CONSTRUCTION INC. OF BREMERTON, WA IN THE AMOUNT OF $8,575,977.95; AUTHORIZE A $450,000 CONTINGENCY; AND AUTHORIZE THE CITY MANAGER TO TAKE ANY OTHER ACTIONS NECESSARY TO IMPLEMENT THIS ACTION.
