Hansen, P.E., Public Works Director.?t:p- Subject: Resolution No. 476 Amending 2016 Special Event Permit Fees Date: 03/01/2016 ISSUE: Shall the City Council adopt Resolution No. 476 to amend the 2016 Special Event Permit Fees to include fees for special event permits in City parks and special expressive events? RECOMMENDATION: To adopt Resolution No. 476, as presented. BACKGROUND/DISCUSSION: On February 16, 2016, the City Council passed first reading of Ordinance No. 616, amending the Woodinville Municipal Code to allow non-city-sponsored special events to be held in certain City parks with an appropriate special events permit. This new code requires that permit fees need to be established by Resolution. Fees are based on estimated staff time for application review, preparation of park facilities, staffing during park special events, and cleanup, and are assessed based on the number of attendees at the event. Additionally, the Resolution adds a permit fee for special expressive events, and provides for a significantly discounted fee for youth-based organizations who desire to use City park facilities for fundraising sales of merchandise (i.e. Girl Scout cookies). The recommended Special Event Permit fees are shown on Attachment A of the proposed Resolution. The fees are determined by estimating the number of City hours to process the permit, and to set up for and clean up after the event, with allowances for City supplies used and general City overhead. 2 ATTACHMENT 1 RESOLUTION NO. 476 A RESOLUTION OF THE WOODINVILLE CITY COUNCIL, AMENDING FEES FOR SPECIAL EVENTS PERMITS. and WHEREAS, the City Council desires to establish fees and charges for services by resolution; WHEREAS, the City Council has reviewed the fees and charges to ensure that the fees and charges are appropriate for the service provided; and WHEREAS, the City Council has determined that fees for special events permits for use of City parks and for special expressive events should be established to support the administration and materials necessary to provide a permit requirement for applicants for special event permits for events held in City parks and for special expressive events; and WHEREAS, existing fees for special events permits for events not held in City parks are already established; WHEREAS, the City Council has supported a review of fees and charges to ensure that the fees and charges are appropriate for the service provided; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF WOODINVILLE, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: Section 1. Amending the 2016 Special Events Permit Fee. Effective March 1, 2016, the Woodinville City Council hereby amends the Special Event Permit Fee as set forth in Attachment A of this resolution. 6 Tonight Council is/has adopted Ordinance No. 616 allowing Special Events (and Special Expressive Events) in City Parks: Woodin Creek Park Wilmot Gateway Park Rotary Park DeYoung Park Woodinville Sportsfields A section of this new code (WMC ) requires that the permit fees be established by Resolution. The proposed Resolution would establish these fees.
