Leahy, City ManagerPKV By: Alexandra Sheeks, Assistant to the City Manager-A- Subject: Woodinville Annexation Update Date: 12/13/2011 ISSUE: Shall the City Council receive a status report about annexation efforts? RECOMMENDATION: To receive the report and provide comments or direction as necessary. BACKGROUND/DISCUSSION: On April 5, 2011, the City Council approved Resolution 399 to formally designate Potential Annexation Areas (PAA) in King and Snohomish Counties, and authorized staff to begin to investigate the tasks necessary to further evaluate these areas for annexation. This evening, we will provide a status report about our efforts in this area, including an update of the Annexation Work Plan schedule the Council approved on September 13, King County Potential Annexation Areas In early November, staff sent letters and surveys to the property owners and residents of all three King County PAAs; responses are still being received. Staff has also met with representatives of two of the three identified PAAs in King County to confirm their interest to annex to Woodinville; desired zoning; development intentions; and timing. For two of the three PAAs in King County, the King County Council will need to amend its Urban Growth Boundaries (UGB) to add these properties to Woodinville's PAA. A draft of the 2012 King County Comprehensive Plan, including the County's analysis about amending the UGB, has been released for public comment. Depending upon the City Council's position on these areas, the City may wish to transmit our official position to King County when this matter is discussed. King County is scheduled to decide this matter in early We have recently sent surveys to these affected properties/parties asking their opinion about being annexed to Woodinville. On Tuesday evening, we will present the results of those surveys. Snohomish County Potential Annexation Areas There has been little work on these areas, as the City Council identified that the King County PAAs were a higher priority. Work Plan Schedule The attached schedule shows currently identified steps/tasks that need to be completed for each PAA. Staff will provide an update on these tasks.
