RECOMMENDATION: Discuss the process for conducting phase 1 of the feasibility study related to the creation of a mountain bike park located on the West Sammamish Valley View Park property. BACKGROUND/DISCUSSION: The West Sammamish Valley View Park is located in the southwest section of the City of Woodinville. It received its name by the Parks & Recreation Commission on September 9, The Parks and Recreation Commission previously recommended to City Council that a mountain bike park be considered for construction on the property. Staff prepared an estimate regarding scope and costs of a feasibility study for such a project. It was prepared with support from consultants with experience in similar type projects. The estimate amounted to $100,000 for the complete feasibility study. The Parks and Recreation Commission is being asked to review the feasibility study scope and cost estimate and then to recommend items for phase 1 to be complete. Four particular areas of concern have been identified for this project: 1) Access; 2) Cultural Resources; 3) Geo Technical Analysis; and ) Critical Areas. Staff r~commends the following for consideration by the Parks and Recreation Commission regarding the phasing of conducting a feasibility study related to the project. (Note that the Commission can recommend a different order if so desired.) Phase 1: Access and Cultural Resources Phase 2: Geo Technical Analysis and Critical Areas Phase 3: Proceed with completion of the other areas Staff is looking to receive feedback from the Parks and Recreation Commission regarding two areas 1) Should Phase 1 of the feasibility study be conducted? and 2) Which two of the four identified particular areas of concern should be addressed first? RECOMMENDED MOTION: Item is for discussion with possible action to recommend proceeding with phase 1 of a feasibility study related to the creation of a mountain bike park located on the West Sammamish Valley View Park property.
