1 STAFF REPORT SAUSALITO CITY COUNCIL AGENDA TITLE: Annual Review of City Council Priority Calendar Step One: Reviewing the Projects RECOMMENDED MOTION: Move to approve the items to be Considered for the Priority Calendar and approve Priority Calendar setting process as outlined in the Staff Report. SUMMARY Six years ago Staff introduced the Priority Calendar to the City Council as a tool to prioritize City projects. The Priority Calendar was effective identifying City projects including, Capital Projects, City Ordinances, enhanced community services and addressing State and Federal mandates. The City did not have the resources to tackle all the projects at one time, but over the course of six years made significant progress on identified priority items and completing them. During the initial years the Priority Calendar focused on "Back to the Basic" items such as EPA compliance, Disaster Preparedness, Certifying the City's Housing Element and building the Public Safety Facilities. The last three years, the community and the Boards and Commissions introduced projects that expanded the number of Priority Calendar items for City Council's review, such as the Historic Guidelines regulations, the Single Use Bag Ordinance, the Dunphy Park Master Plan, the Down Town Parking Plan and landscape beautification projects. The success of the Priority Calendar has effectively focused Staff time and financial resources to the highest prioritized projects, and by doing so has helped the City complete many of the Priority Calendar projects. Last fall the City Council began aligning the Priority Calendar items with the City's Strategic Plan. This action allowed Staff, over the course of the year, to review the Priority Calendar and move projects from the Priority Calendar on to the Department list of ongoing projects that require dedicated Staff time. This action will continue to give the City Council the ability to align the Priority Calendar projects at its annual update of the City's Strategic Plan As the City begins the Priority Calendar process, Staff is recommending that we transition to a new process as depicted in the accompanying diagram. The remaining Priority Calendar will be items that are either new projects introduced by the community or items that remain on the Calendar that have not been identified as ongoing projects. With this change it is recommended that the Priority Calendar be limited to no more than twenty five items. During this transition, it is worth noting that eighteen (18) Priority Calendar items have been moved to the Department's projects list and will continue to require significant Staff time. Examples include the EPA compliance order, Disaster Preparedness, and the Update of the Housing Element. Discussion Back in 2008 Staff recommended that the City Council adopt a new administrative tool to prioritize projects that do not reflect routine provisions of City services as part of the budget process. The goal of this process is for the Council to clearly state the priority for study, and to ensure there is effective workload planning. Last year, the City Council identified fifty six (56) priority calendar projects and ranked thirty-one (31) of those projects above the line. Staff is recommending that the City Council review the proposed twenty four (24) Priority items and move items off the calendar that now fall into standard City business. This change will significantly reduce the number of items placed on the Priority Calendar and the number of items that can be placed above the line. It is important to note, that the items that are removed from the Priority Calendar may continue to remain as work load items but will no longer appear as Priority Calendar items. Staff divided the proposed Priority Calendar projects into three categories: Community generated Page #: 2Page 2 of 7

3 projects that do not reflect routine City services, Staff generated projects that do not reflect routine City services, and updating or establishing New Ordinances or Policies as determined by the City Council The proposed program is a three step process, as outlined below: On April 22, 2014, the City Council will review all proposed projects, ask for clarification, add new projects that are not listed and solicit input from the public. A majority vote is taken by the Council to remove or modify any current or new project(s) that is listed as a priority for consideration. Prior to the May 6th Council meeting, Staff will review the proposed list and determine how many of the existing and new items can be taken on given existing budgets, staffing and workloads and what timelines are realistic for achieving them. Staff will report on the proposed priority calendar and provide recommendations to the City Council. The City Council will review the proposed projects, ask for clarification, and solicit input from the public. A majority vote is taken by the Council to remove or modify any current or new project(s) that is listed as a priority for consideration. Prior to May 20th the Council will individually rank all the remaining and new projects. Staff will tabulate the Council priorities and distribute the individual tallies and produce the collective ranking for Council's review at the May 20th meeting. The Council will then review the final ranking and by majority vote identify where to draw the line for "below the line" projects and approve the Priority Calendar. Priority Calendar items are projects that: Require significant staff time Generally are placed on the Council agenda for action. Are one time in nature Do not reflect the routine provisions of City Services To insure the system captured all issues, a "below the line" category of projects was created. These are items that are not expected to be started within the next year. These items are usually not acted on unless funding is identified, but are kept on the master list for the next annual review by the Council. This ranking process goes hand in hand with the City Budget process. Staff is recommending with the new process that the City Council limit the number of Priority Calendar projects to no more than ten (10). Proposed Projects to Rank Staff is recommending that the City Council consider Twenty Four (24) projects. The projects have been divided into three categories: 1. Community generated projects that do not reflect routine City services 2. Staff generated projects that do not reflect routine City services 3. 4 Community Projects: 1. Central Waterfront Master Plan 2. Downtown/Caledonia Street Beautification Project (Sausalito Beautiful) 3. Dunphy Park Schematic Master Plan (Friends of Dunphy Park) 4. Friends of a park program - Funding for maintenance and park enhancement (Parks & Rec Commission) Ice House Plaza Project (Sausalito Foundation) Shoreline restoration, protection and habitat creation program (Friends of Dunphy Park, Galilee Harbor) Staff Projects: 1. Study asset in ventory and replacement costs for city infrastructure (Admin) 2. Heath Way, street, sewer and flooding improvements (DPW) 3. South City Limits to Ferry Landing Pedestrian and Bike Improvements (DPW) 4. Prepare Climate Action Plan per Assembly Bill AB 32 Updating or Establishing Ordinance or Policies: 1. Downtown Historic Overlay Zoning District National Register Nomination 2. Fire House #2 - Develop council policy for use/disposition of City property 3. Local Economic Development incentives program, to retain and preserve designated businesses 4. Machine Shop Restoration and Preservation 5. Marinship Historic District and Historic Register Nomination 6. Mills Act - State Legislation that grants local government the ability to participate in an historic preservation and economic incentive programs (Historic Landmarks Board addition) 7. Muni Code Amend: Lower the threshold for requiring undergrounding of overhead utilities 8. Noteworthy Structures - survey and document the existing buildings listed in the City's Noteworthy Structure list to determine if the building s are eligible for the Local Historic Register (Historic Landmarks Board addition) 9. Right-of-way (easements/encroachments) - Develop Policy for purchase or use 10.Trees and Views - Update the regulations (35) and enforcement (Trees and Views Committee) 11. Underwater Streets - develop policy and implement legislation 12.Zoning Ord. Amend: definition of "Formula Retail" should be clarified. 13. Require Design Review for new commercial and industrial projects 14. Update regulations for Nonconforming uses and structures Item 6B Page 4 of 7

5 List of City Department - Nineteen (19) Projects: Staff recommends that the following items be removed from the Priority Calendar list of projects and moved to a NEW list of ongoing department projects: Administration: 1. Financial Planning includes 5 year plan and strategies to stabilize revenues 2. MLK Property Long term Operation Plan - to address maintenance, rehabilitation and leases 3. Marinship Specific Plan - review and update Community Development: 1. Zoning Ord. Amend.: Omnibus Muni Code Amendments - Policy amendments - In progress 2. Noteworthy Structures - survey and document the existing buildings listed in the City's Noteworthy Structure list to determine if the building s are eligible for the Local Historic Register 3. Update the Housing Element Parks and Recreation: 1. Age Friendly Sausalito Task Force - Develop an Age Friendly Strategic Plan 2. Playground Park Improvement Plan - Cazneau, Cloud View, Langendorf, 3. Robin Sweeny Park - Forward Project to the Planning Commission for Design Review Police: 1. Disaster preparedness Program, including producing a Disaster Preparedness Evacuation Map, coordinating a Disaster Awareness Day and facilitating a Community Disaster Preparedness Drill Public Works: 1. ADA plan - Phase II implementation in progress 2. City Hall Rehabilitation and Space Utilization Plan, including energy efficiencies, office space, public meeting space, ADA compliance and circulation plan 3. Downtown Parking Plan Phase II includes evaluating parking meter technology, and pay for display enhancement 4. Downtown Transit and Traffic Circulation Master Plan 5. EPA Order-On going 6. Mooring Field - working with the RBRA evaluate the existing mooring field and explore opportunities to improve existing regulations 7. Private Sewer Lateral Program 8. Revise the protected/undesirable trees list 9. Vegetation Management, Defensible Space Policy and Urban Wild Land Prevention program Page #: 5Page 5 of 7

6 Staff is recommending, at the discretion of the City Council, to remove the following projects from the Priority Calendar: Projects Proposed To Be Removed nine (9) 1. Adopt Building Code Update - Completion by Summer Construction and Demolition Waste Recycling Ord.-Completion by Summer Citywide Historic Context Statement - Completion by Summer Community Garden - No community action in Single Use Carry-Out Bag Ordinance - Completed 6. Historic Preservation Regulations - Completion by December of Mixed Use Zoning Requirements in Commercial Districts - Amendment of the Zoning Ordinance to add the Horizontal Mixed Use and Vertical Mixed Use - Completion by Fall State Density Bonus Provisions - Amendment of the Zoning Ordinance to comply with State Density Bonus law requirements - Completion by Summer Zoning Ord. 7 FISCAL IMPACT There is no direct fiscal impact to this report. Individual projects have a cost estimate associated with them, which will be incorporated into the budget as feasible.
