2 QUESTIONS - Does the City of Boise (COB) want to include a master planning process prior to or in parallel with the establishment of an urban renewal district? - Is the COB agreeable to leading the effort? - Can the COB pay for the district creation consulting expenses? - How best do we consider the University of Utah graduate planning work in advising strategies for revitalization in the COB planning process? - How best do we consider the ULI Vista Avenue corridor planning work that has been done? - How much public engagement is desired with neighborhood stakeholders? - How much collaboration is anticipated with overlapping taxing districts in forming a new urban renewal district? - Should the initial assumption be that the urban renewal plan area is a more focused area (toolkit) within the master plan area as was the case with the successful 30 th Street District formation? - Should a steering committee be formed to assist with visioning, strategies, goals, capital project improvements? If so who should be represented? - What is the desired timeframe for the effort based on answers to the above questions? 2

3 STEPS 1. A COB Steering Task Force is assembled to guide the effort of revitalizing the Boise Bench. 2. Boise City hires consultant to draft the Bench Area Master Plan to submit for consideration by Planning and Zoning Commission then Boise City Council for approvals 3. Boise City hires an urban renewal consultant to help draft the Bench Area Specific Plan (Urban Renewal Plan) as guided by the Bench Area Master Plan (neighborhood plan) 4. The work of the consultants will consider Blueprint Boise and related city/achd/vrt land use and transportation plans in drafting the Bench Area Master and Bench Area Specific Plans. The COB and CCDC, working with these initial consultants, will follow several subsequent steps to complete the effort 5. Boise City public works identifies infrastructure deficiencies and improvements needed for Bench Area Specific Plan 6. Boise City parks and recreation identifies park and open space deficiencies for Bench Area Specific Plan 7. CCDC Board and City Council hold work sessions to review Bench Area Master and Specific Plans and to determine best geographic area of the Bench Area Specific Plan 8. Boise City hires a public engagement consultant to coordinate public outreach and neighborhood plan input efforts 9. Boise City hires an urban renewal consultant to conduct an Eligibility Study (assesses deteriorating conditions) and Economic Feasibility Study (includes redevelopment strategies and uses) for the Bench Area Specific Plan 10. CCDC Board recommends to Boise City Council approval of the Eligibility Report for Bench Area Specific Plan 11. Boise City Council approves Eligibility Report for Bench Area Specific Plan 12. CCDC Board recommends to Boise City approval of the general boundary the Bench Area Specific Plan 13. Boise City Council approves general boundary of the Bench Area Specific Plan 14. Design charrettes on the Bench Area Specific Plan are conducted by consultants and staff as part of public engagement process for neighborhood, business, and property owner outreach 3

Boise City/CCDC organize an Advisory Task Force which would include neighborhood and taxing district representation to assist with creation of revitlization strategies and for project identification 16. CCDC Board adopts Bench Area Eligibility Report, for Bench Area Specific Plan to be forwarded to the City Council for consideration 17. Boise City Council approves Eligibility Report of the Bench Area Specific Plan 18. Boise City/CCDC conduct next phase of communications and outreach on Bench Area Specific Plan which includes meetings with Neighborhood Association, property owners, residents, businesses, the Advisory Task Force and taxing districts not otherwise represented 19. The Bench Area Specific Plan is finalized which includes the Economic Feasibility Study and Boundary Survey 20. Stakeholders are notified of the proposed Bench Area Specific Plan which identifies redevelopment strategies and planned improvement projects 21. CCDC Board considers and approves the Bench Area Specific Plan and forwards Plan to City Council for referral to the Boise Planning & Zoning Commission 22. Boise Planning & Zoning Commission reviews Bench Area Specific Plan for consistency with Blueprint Boise (the comprehensive plan), and recommends to Boise City Council 23. COB/CCDC/consultants present the Bench Area Master Plan and Bench Area Specific Plan to Boise City Council 24. Boise City Council approves Bench Area Master Plan by Resolution 25. Boise City Council approves Bench Area Specific Plan by Ordinance with three required readings 26. Boise City submits notice to taxing districts and property owners of public hearing on Bench Area Specific Plan by Boise City Council 27. Boise City publishes ordinance and notice of public hearing regarding the adoption of the Bench Area Specific Plan which creates the new urban renewal district not later than December 31 of year district is to be formed 28. Boise City sends official notice of urban renewal district to Ada County Auditor, Assessor, other taxing entities, and Idaho State Tax Commission not later than December 31 of year district is to be formed 29. Bench Area Specific Plan is in place. Example: Approved in calendar year 2016; first tax year 2017; first collection year is fiscal for 20 year term 4
