3 THE PURPOSE OF PLANNING Planning helps communities envision their future through research, analysis, education, data, and other tools to enable residents, businesses, and civic leaders to make informed choices toward the future of their community. Planning.. helps to ensure a high quality of life. creates meaningful roles for input from a wide spectrum of the community. helps communities meet the challenges of growth and change. helps communities envision new possibilities and solutions to community problems.

4 ROLE OF THE PLANNING COMMISSION Key Illinois Statutes 55ILCS/ shall make a plan of said region to include all matter which it may deem necessary for the development of the region 55ILCS/ shall encourage the cooperation of the political subdivisions within their respective territories.as an aid toward coordination of municipal plans with county and regional plans

Planning and Development Committee Committee of the County Board Is the official land use committee for Madison County Provides liaison with Zoning Board of Appeals and County Planning Commission Recommends needed amendments to the County's Zoning Ordinance, Environmental Regulations, Subdivision Regulations, Mobile Home Regulations and Building/Housing Codes Review and approve subdivision plats Review and recommend action on Zoning Board of Appeals decisions Board committee for County s solid waste inspection and recycling programs Provide liaison between County Board and Illinois Environmental Protection Agency Board committee for County's involvement in regional, State, and Federal storm water control programs Approves or recommends Board approval of expenditures according to purchasing ordinance

Provides the public policy basis for making planning and development decisions. Provides a framework for future growth. A guide for future decision making.

9 MADISON COUNTY COMPREHENSIVE PLAN What is a Comprehensive Plan Why Have a Comprehensive Plan Process How a Plan is Implemented Approval Process and Adoption Schedule for Updating the Madison County Comprehensive Plan The Comprehensive Plan is NOT a zoning ordinance, subdivision regulation, a budget, a capital improvement program or other regulatory document. It is meant to be the basis for the preparation of those documents.

10 Facility Planning Area (FPA) Facility planning area is the area where a community may offer centralized sewer service. Adjustments to boundaries are reviewed by SIMAPC for ILEPA. Planning Jurisdiction Municipal planning jurisdiction over property within 1 1/2 mile of corporate limits. Land use planning and subdivision regulations. Zoning is still County
