1 CANTON COMMUNITY REQUEST FOR BOARD ACTION MEETING DATE: March 22, 2016 AGENDA ITEM #G-10 ITEM: Consider Approval of a Budget Amendment & Award of a Contract Asphalt Repairs to Hutch Paving, Inc. the Wayne County Township Roads Initiative Program PRESENTER: Tim Faas, Municipal Service Director INDIVIDUALS IN ATTENDANCE: None anticipated. EXECUTIVE SUMMARY: In July 2014, Wayne County announced a residential road repair program specifically the Townships, dedicating up to $1,500,000 to Canton Township the repair of public roads within residentially zoned properties the 2015 fiscal year. These funds were available under an 80/20 matching program, thus a 20% match of $375,000 must be provided by the Township to access the $1,500,000 in funds. In 2014 and 2015 Canton Township developed a Residential Road Repair Partnership Program and solicited projects consideration directly from established Homeowner Associations (HOAs). On August 11, 2015 the Board approved the Intergovernmental Agreement (IGA) with Wayne County that included full funding of the program over two years (i.e. 2014/2015 and 2015/2016) a total project of $3,750,000 including the local match. Twenty HOAs responded to our request and contracts have been put in place with these HOAs to utilize all of the 20% match this program. In addition, on November 10, 2015, Canton modified these contracts with the HOAs to utilize all additional available funds from the Wayne County program, and some additional, 100% HOA-funded construction within this program. Three of the 20 HOAs have asphalt roads, and these three projects were combined into a single bid asphalt repairs. In February 2016, Canton Township Engineering and our engineer, NCI, solicited public bids the asphalt projects, and on March 3, 2016 Canton Township received ten bids. The ten bids were evaluated by NCI and Hutch Paving, Inc. was determined to be the lowest responsive bidder. In addition, their bid was below the budget established the asphalt project. For this reason we recommend award of a contract the asphalt repairs to Hutch Paving, Inc, in the amount of $692, A budget amendment is needed to establish the account to charge the construction costs to and to provide the revenue appropriation. STRATEGIC PLAN/GOALS: Provide quality roads in the community. ACTION REQUESTED: Consider award of a contract and purchase order Hutch Paving, Inc. in the amount of $692, the 2016 asphalt paving program and authorize the Township Supervisor to sign the contract on behalf of Canton Township.

2 BUDGET IMPLICATIONS: Funds to pay the contractor come from either the HOA or Wayne County, and will not include any Township funds. A budget amendment is necessary to increase both the revenues and expenditures associated with the construction cost. IMPLEMENTATION PLAN: Upon approval, the contract will be executed, a purchase order created, the notice to proceed will be issued and construction will commence in the coming months.
