The program is further divided into two contracts with one focusing on concrete roads and other one focusing on asphalt roads. The program was advertised for a two-year contract to capture unit prices and lower the logistical costs of bidding and design. This process allows the City flexibility with regards to the scheduling of different project areas. The Neighborhood Roads Program work includes concrete rehabilitation and reconstruction of local roadways in an effort to preserve the longevity of the existing roadways. The 2019 selected roads are planned to be constructed in The roads selected for 2018 Concrete Neighborhood Roads Program are South Lake Drive, Sterling Drive, Serenity Drive, North Hills Court, Darcey Court, and Broadmoor Park Boulevard. The roads that were selected for the 2019 Concrete Neighborhood Roads Program are Rossdale Court, Woodside Court, Addington Lane, Cheyenne Drive, and Cody Lane.

2 AECOM assisted the Engineering Division with developing the engineering design plans for this project. The plans were advertised for public bids on April 26, Ten (10) bids were received and opened on May 9, 2018 following the solicitation period. Mattioli Cement Company s bid is recommended in the best interest of the City, as it is responsive and complies with all of the requirements of the bidding instructions. The award recommendation letter including the bid tabulation is attached. Ten bids were received and opened. This bid is under the latest Engineer s Estimate. The following irregularities were noted in the bids: The bid for HMC LLC was written in pencil. L. Anthony Construction and Koala-T Construction did not submit a Bidder s Qualification and Experience Statement. L. Anthony Construction did not acknowledge Addendum 1. There were no errors in the low bid estimate. The other bids also had minor arithmetic errors and different unit prices in the 2018 Bids and 2019 Bids. These errors did not affect the outcome of the bidding. Mattioli Cement Co., the low bidder, has successfully completed similar projects for the City of Novi and City of Fraser. The bonding company listed in the Statement of Qualifications has an AM Best rating that exceeds the minimum requirements. The City's intent is to award to the lowest responsible bidder. Funding for the project is limited and the City may elect to eliminate roadways from the contract, reduce the length of roadways included in the project, or potentially add roadways with similar work to the project in order to match the available budget. If the foregoing Bid shall be accepted by the OWNER, the undersigned agrees to enter into the attached form of Agreement within ten (10) days after receiving notice of such acceptance, will furnish the OWNER satisfactory bonds and certificates of insurance coverage, and will complete the Project, at the price and within the time stated in this Bid. The undersigned further agrees that if the foregoing Bid shall be accepted, work will commence immediately after the Contract has been awarded, the Agreement executed, and a Notice to Proceed received. No work may begin prior to June 18, No work may begin prior to the formal award of contract.
