1 Notice to Bidders: The Board of Education of South Colonie Central School District, Albany, New York hereby invites the submission of sealed bids for: ASPHALT MILLING AND PAVING Pursuant to Chapter 472 of the 1998 Session Laws of New York, the South Colonie Central School District hereby requests sealed bids for asphalt milling, paving and striping of parking lots and roadways within the school district. Sealed bids will be accepted at the District Office of South Colonie Central Schools,, until 10:00 AM on Friday, May 4, 2018 at which time and place they will be publicly opened and read aloud. The identity of those responding to such offer will be publicly disclosed. The Board of Education reserves the right to reject any or all bids. Specifications and bid forms may be obtained at the same address or by calling (518) between 8:30 AM and 4:00 PM, Monday through Friday. SOUTH COLONIE CENTRAL SCHOOL DISTRICT BOARD OF EDUCATION 1

2 The South Colonie Central School District is soliciting bids from qualified contractors for Asphalt Milling and Paving work. 1. It will be the responsibility of the contractor to measure and verify the project areas. 2. An optional pre-bid meeting may be arranged by contacting Mr. Michael O Neil, Director of Facilities, at (518) The following areas are proposed for milling, paving and striping: A. Colonie Central High School, 1 Raider Boulevard, Albany, NY Approximately 40,500 square feet of roadway. B. Lisha Kill Middle School, 68 Waterman Avenue, Albany, NY Approximately 77,000 square feet of roadway and parking area. C. Transportation Facility, 2 Winston Place, Albany, NY Approximately 19,108 square feet of parking area (plus additional 456 square feet of paving only). Maps of the subject areas in 3A, 3B and 3C are included in Appendices A, B and C. 2

3 D. Other roadways and parking areas as designated by the District. 4. The deadline for completion of the milling, paving and striping work outlined in 3A, 3B and 3C is June 30, The deadline for the completion of milling, paving and striping work outlined in 3D shall be mutually agreed upon by the District and the Contractor. 5. The anticipated duration of this contract is one (1) year from the effective date of the contract. The District may extend the contract beyond the initial term for two (2) additional one (1) year periods, at the sole discretion of the District. The District shall exercise its option to extend the contract in writing prior to the end of the previous contract term. 6. Technical questions may be referred to Mr. Michael O Neil, Director of Facilities,, Albany, NY 12205, by at oneilm@scolonie.org or by phone at (518) Workers Compensation and Insurance: Contractor(s) receiving award will be required to provide the school district with satisfactory proof of Workers Compensation and General Liability Insurance Coverage before the work can commence. 3

4 Certificate should show proof of effective dates, limits of liability, policyholder and name of insurance company. South Colonie will determine whether limits are sufficient. SOUTH COLONIE CENTRAL SCHOOL DISTRICT MUST BE NAMED AS AN ADDITIONAL INSURED ON A PRIMARY AND NON-CONTRIBUTORY BASIS. 8. Prevailing Wage: In order for the successful bidder to receive payment for services rendered, the district must be in possession of sufficient proof that wages were paid to the vendor s employees at the NYS prevailing wage rate as set forth, in accordance with Section 220, Subdivision 3, and Section 220-D of the Labor Law by the NYS Dept. of Labor. 9. Subcontracting of any part of this bid is not allowed without prior District approval. 10. General Conditions: Bidder must meet all applicable requirements as per the General Conditions statement included in this packet as Appendix D. 11. Submission of Bids: Sealed bids will be received at the South Colonie Central School District no later than 10:00 a.m. on Friday, May 4, 2018 at which time the bids will be opened and read aloud. Bids should be submitted in duplicate to in a sealed envelope clearly marked Asphalt Milling and Paving Bid with the name of the bidder, date and time of the bid opening. The bidder shall provide all material, labor and equipment necessary to perform the work as required by this agreement. 2. All services under this Scope of Work shall be performed under the direction of and subject to the approval of the 5

6 Director of Facilities or designee. 3. Services shall be performed during weekdays in eight hour scheduled shifts coordinated with the District. Some Saturday or weekend work may be required to ensure safety and avoid disruption when school is in session. 4. Asphalt and Milling Specifications: Two and one-half (2 1/2) inch mill and full preparation. Furnish and install two and one-half (2 1/2) inch top course of NYSDOT Type 6 Top. Stripe pavement. The District shall approve the striping layout prior to commencement of the striping work. 5. Warranties: The District shall be provided with full manufacturer s warranty for materials as a condition of award. The contractor shall warranty all defects in materials and workmanship for a period of one year. 6
