1 HVAC Variable Frequency Drives Applicatin Prgram Details & Instructins AEP-PSO s High Perfrmance Business Prgram (HPB) is designed t help nn-residential custmers replace aging, inefficient equipment and systems with energy-efficient technlgies by prviding rebates and technical assistance that will facilitate the installatin f premium efficiency equipment. Details f the prgram, including rebate levels and technical requirements, are subject t change withut prir ntice. Eligible Equipment Eligible equipment and rebate amunts are listed n page 4 f this applicatin frm. These measures are subject t the assciated technical eligibility criteria. All equipment must be new; used r refurbished equipment is nt eligible. This applicatin frm is fr installatin f variable frequency drives (VFDs) n existing HVAC equipment nly. Replacement f failed VFDs r thse installed in new cnstructin d nt qualify fr rebates. Pre-Apprval Requirements Prjects with ttal rebates less than r equal t $5,000 d nt require pre-apprval frm PSO. The applicant must purchase the qualifying equipment and then submit a cmpleted applicatin frm and supprting dcumentatin within 60 days f the invice date. Prjects with ttal rebates greater than $5,000 require preapprval frm PSO prir t purchasing and installing any equipment t guarantee rebate availability. After the applicatin has been pre-apprved by PSO, the applicant will be ntified in writing, assigned a prject identificatin number, and given any specific instructins. The applicant may then purchase and install the pre-apprved equipment. Terms & Cnditins Please review the prgram Terms and Cnditins n the last page f this applicatin. Any changes in the prpsed equipment, quantities, r perating cnditins must be apprved by PSO prir t implementatin. Step 4 Upn prject cmpletin, please review yur pre-apprved applicatin and nte any changes t the prject that ccurred during installatin. Submit the pre-apprval letter, with the authrized custmer signature, and prf f purchase fr rebate payment. VFD EQUIPMENT ELIGIBILITY AND TECHNICAL REQUIREMENTS General VFD Equipment Requirements It is gd engineering practice t ensure that the applicatin f variable frequency drives (VFDs) within a facility des nt cause excessive facility harmnic distrtin. See IEEE 519 fr further infrmatin. If the cable length between a VFD and cntrlled mtr is greater than 50 feet, additinal mtr winding insulatin n the first few winding r the installatin f an LC filter n the utput f the inverter may be required. The VFD shuld be grunded in accrdance with manufacturer s grunding requirements fr nise as lng as their requirement cmplies with applicable electric cdes. The facility wner may want t cnsider: VFD startup by manufacturer representative, vercurrent trip prtectin, critical frequency lckut. VFD Equipment Eligibility Prescriptive rebates will be prvided fr the installatin f variable frequency drives frm hp fr ONLY the HVAC applicatins listed in Table 1. Fr chilled water and heating pump installatins, at least 75% f pump capacity must be cntrlled by 2-way valves. The fllwing HVAC VFD applicatins are nt eligible t use this applicatin: Frward curve fans with inlet guide vanes; Variable pitch vane-axial fans; Replacement f a failed VFD; VFD used slely fr balancing a cnstant flw; Cntrl f existing 2-speed cling twer fan; 2-speed cntrl f a fan r pump; mitigatin f versized mtr installatin. All VFD applicatins nt eligible t use this applicatin may apply using PSO s Custm prject applicatin. VFDs must be cntrlled by an autmatic signal in respnse t varying air r water flw. Cntrlled mtrs must perate a minimum f 2,000 hurs per year. 6 VIII. TERMS & CONDITIONS Nte: The term cntractr includes service prviders. 1. Eligibility: Rebates are available t PSO nn-residential electric custmers fr the purchase and installatin f qualifying energy-savings measures in the PSO service territry, subject t these Terms and Cnditins (T&Cs). High vlume electric usage Custmers that have elected t pt ut f energy efficiency prgrams, by ntifying PSO in writing using the PSO prvided Opt-Out frm, are nt eligible t participate. PSO reserves the right t deny any applicatin that may result in PSO exceeding its prgram budget. Rebates are limited, ffered n a first-cme/first-served basis, and are subject t prject and Custmer eligibility and funds availability. 2. Prgram Dates: Rebates are available fr energy-savings measures purchased after January 1, 2016, and befre December 31, Authrizatin, Prgram Changes, Suspensin, r Cancellatin: PSO may change the prgram requirements, rebates r T&Cs, including suspending acceptance f applicatins r terminating the prgram, at any time and withut ntice. In the event f a prgram change, preapprved applicatins will be prcessed t cmpletin under the T&Cs in effect at time f pre-apprval. Fr prjects requiring pre-apprval, entitlement t prgram participatin and PSO s bligatin t pay rebates may ccur nly after PSO has granted written authrizatin, which PSO may grant r nt at its sle discretin. 4. Prject Apprval: Pre-apprval is required fr all prescriptive prjects qualifying fr a ttal rebate f mre than $5,000, and fr all custm prjects, regardless f ttal rebate. Sme measures may require preapprval regardless f rebate amunt, as specified in the technical requirements. PSO reserves the right t inspect any prject prir t preapprval. Fr prjects requiring pre-apprval, n prject-related energysavings measures may be rdered r installed prir t the date f PSO s pre-apprval. Vilatin f this prhibitin will disqualify the energysavings measures fr rebates. Prjects must be cmpleted by the date listed n the pre-apprval ntificatin letter (within 180 calendar days fr retrfit prjects and 365 calendar days fr new cnstructin prjects). Applicatins fr prjects nt requiring pre-apprval must be submitted within 60 days f the invice date (fr retrfit prjects) r the certificate f ccupancy (fr new cnstructin prjects). 5. Prf f Purchase: Prir t PSO s verificatin f the energy-savings measure installatin, Custmer must prvide cpies f all invices r ther apprpriate dcumentatin that clearly verifies the csts f purchasing and installing the measure(s), including all material, labr, and equipment discunts. Invices must indicate a verifiable breakut f all measures purchased fr installatin under the prgram applicatin, including mdel numbers and quantity. 6. Prject Verificatin: PSO may cnduct an inspectin f Custmer s facility t verify pre- and pst-installatin cnditins r verify dcumentatin prir t rebate payment at any time after receipt f an applicatin. PSO is nt bligated t pay any rebate until it has perfrmed a satisfactry pst-installatin inspectin. Shuld PSO determine that energy-savings measures were nt installed in accrdance with the apprved applicatin, r if an unapprved measure was installed, r if the installatin was nt cnsistent with generally accepted engineering/cnstructin practices, changes may be required befre payment is issued. PSO s sle bligatin is limited t paying prperly qualified rebates as specified herein. PSO shall nt be liable either t Custmer r t any ther party fr any special, indirect, cnsequential, r incidental damages, regardless f the thery f recvery, caused by r arising frm any activities assciated with this prgram. 7. Custmer Tax Obligatin: Custmer r Custmer s designated cntractr is respnsible fr declaring and paying any and all applicable federal, state, and lcal taxes that may be wed n any rebate payment. PSO shall nt be liable fr any federal, state, and lcal taxes that may be wed n r as a result f any rebate payment. 8. Cmpliance: Custmer is respnsible fr btaining any and all necessary licenses and permits related t the installatin f energysavings measures. Custmer als agrees t cmply with all federal, state, and lcal laws, cdes, and regulatins related t the installatin and dispsal f all equipment. 9. Remval f Equipment: Custmer agrees t remve and dispse f the equipment being replaced by the energy-savings measures in accrdance with all legal requirements. Custmer agrees nt t reinstall any f this equipment in the PSO service territry r transfer it t any ther party fr such installatin. 10. Replacement f Failed Equipment: Custmers wh install energysavings measures are expected t replace any f the measures that fail with similar r superir energy savings equipment at Custmer s expense. 11. Evaluatin Fllw-up Visits: With advance ntice, PSO reserves the right t make r t have its cntractr(s) make fllw-up visits t Custmer facilities during the 36 mnths fllwing cmpletin f the prject t prvide PSO with an pprtunity t review the peratin f the energy-savings measures fr prgram evaluatin purpses. Custmer agrees t cperate with this effrt. 12. Cntractr Selectin: Custmer may select any Oklahma licensed cntractr t perfrm the wrk cntemplated by the applicatin, even after the applicatin is pre-apprved by PSO. Hwever, PSO reserves the right, in its sle discretin, t prhibit specific cntractrs frm prgram participatin. 13. N Warranties: PSO des nt endrse, guarantee, r warrant any particular manufacturer r prduct and PSO prvides n warranties, express r implied, fr any prducts r services, and herein specifically disclaims any such guarantees r warranties. PSO is nt liable r respnsible fr any act r missin f any cntractr hired by Custmer. Custmer s reliance n warranties is limited t any warranties that may arise frm, r be prvided by cntractrs, vendrs, etc. Custmer acknwledges that neither PSO nr any f its cnsultants are respnsible fr ensuring that the design, engineering, and cnstructin f the facility r installatin f the energy-savings measures are prper r cmply with any particular laws (including patent laws), cdes, regulatins, r industry standards. PSO makes n representatins f any kind regarding the results t be achieved by the measures r the adequacy r safety f such measures. 14. Limitatin f Liability: PSO s sle bligatin is limited t paying the prperly qualified rebates specified herein. PSO shall nt be liable t Custmer r any ther party fr any special, indirect, cnsequential, r incidental damages, regardless f the thery f recvery, caused by r arising frm any activities assciated with this prgram. 15. Obligatins between the Parties: Custmer acknwledges that any cntractr selected by Custmer is nt an agent, cntractr, r subcntractr f PSO and is an independent cntractr engaged by Custmer, and that PSO des nt manage r cntrl the cntractr s perfrmance. PSO shall have n bligatin t maintain, remve, r perfrm any wrk whatsever n the energy-savings measures installed. PSO shall have n liability fr a cntractr s failure t perfrm, fr failure f the energy savings measures t functin, fr any damage t Custmer s premises caused by the cntractr, r fr any and all damages t prperty r injuries t persns caused by r assciated with the energy savings measures. 16. AEP/PSO/Prgram Lg: Custmers r market prviders may nt use the AEP, PSO, r Prgram lg in any marketing, advertising, r prmtinal materials withut PSO s prir written permissin. 17. Miscellaneus: These T&Cs and this applicatin, f which these T&Cs are an integral part, cnstitute the entire agreement between the parties and supersede all ther cmmunicatins, representatins, and understandings.
