1 Alberta Indigenus Cmmunity Energy Prgram Guidelines The Alberta Indigenus Cmmunity Energy Prgram (AICEP) is a prgram that prvides tls and funding t help Indigenus cmmunities and Indigenus rganizatins understand hw energy is used in their cmmunity r rganizatin buildings and identify pprtunities t save energy and financial resurces. A detailed energy assessment will supprt cmmunity decisin making, estimate energy savings, and reduce greenhuse gas (GHG) emissins if building retrfits are cmpleted in the future. This baseline analysis prir t cmpleting energy efficiency retrfits has many benefits, including: Accurately assessing the efficiency f existing buildings. Assessing ptential energy and cst savings if retrfits are cmpleted. Making infrmed decisins n building retrfits. Helping Indigenus cmmunities maintain and imprve building perfrmance and peratins. Wh is Eligible? First Natins, Aseniwuche Winewak Natin, Metis Settlements. Indigenus cmmunity-wned businesses and develpment crpratins. Tribal Cuncils, Treaty Organizatins, Metis Settlements General Cuncil. Métis Natin f Alberta (including Regins and Lcals). Indigenus nt-fr-prfit rganizatins, including Friendship Centres with prjects related t AICEP bjectives. Applicants must be in cmpliance with the terms and cnditins f any previus Indigenus Relatins funding. Applicant cmmunities r rganizatins must be lcated in the prvince f Alberta. Nte: If an rganizatin that serves yur cmmunity applies t AICEP, yur cmmunity is still eligible t apply. As an example, bth a Tribal Cuncil and a cmmunity served by said Tribal Cuncil are eligible t receive AICEP funding during the same funding year. What Types f Prjects are Funded? The Alberta Indigenus Cmmunity Energy Prgram prvides funding fr detailed energy assessments fr Indigenus rganizatin r cmmunity wned buildings as fllws: Office and administrative buildings Fire halls and plice statins Elders Centres Cmmunity centres (e.g. libraries, museums, cmmunity halls, etc.) Arenas and curling rinks Multiplexes 1

2 Dry sprt centres Public wrks buildings Buildings that huse cmmunity-wned businesses Cmmunity-wned residential buildings. Buildings must be wned by the cmmunity r rganizatin itself, r by a cmmunity-wned business. Funding is nt available fr prjects that are: Buildings perated by a fr-prfit business r rganizatin nt wned by the Indigenus cmmunity. Privately-wned residential buildings. Prvincially r federally perated buildings lcated n Indigenus cmmunity lands. Detailed Energy Assessment Requirements The requirements fr the detailed energy assessments are as fllws: The assessment f cmmunity-wned public buildings must be cmpleted t a level f rigur cmparable t ASHRAE Level II audit guidelines, and sufficient t prvide the data necessary t perfrm all required quantificatin calculatins detailed in the AICEP Detailed Energy Assessment Requirements (DEAR). The assessment and quantificatin must be cmpleted by a qualified prfessinal with a legal right t wrk in Canada. A qualified prfessinal will be a Prfessinal Engineer (P. Eng), Certified Energy Manager (CEM), and/r a Certified Energy Auditr (CEA). This individual is bund by legal respnsibility and the prfessinal cde f cnduct f their respective assciatins. The assessment f cmmunity-wned residential buildings must be cnducted by a qualified hme energy auditr that prvides a cmprehensive energy assessment including recmmendatins n retrfits. Hw much Funding is Available? The prgram can prvide 100 per cent f the eligible expenses, up t a maximum f $200,000 per applicatin. There is n limit n the number f buildings t be cnsidered fr detailed energy assessments within an applicatin, and funding amunts will be merit based and determined n cmmunity/rganizatinal need. What Prject Expenses are Cvered? Applicants must utline all (bth eligible and ineligible) expenses in the AICEP applicatin budget. Eligible expenses Expenses related t cmmissining a detailed energy assessment by a prfessinal cnsulting firm fr each building t be cnsidered fr future retrfit prjects. 2

3 Expenses related t identifying Energy Cnservatin Measures (ECMs) that reduce GHG emissins. Expenses related t develping a business case that quantifies all csts, simple payback perid (i.e. when the reduced energy csts exceed the initial investment), estimated cst savings and estimated GHG reductins fr future building retrfits. Expenses incurred by the Indigenus cmmunity/rganizatin related t meetings between the cmmunity/rganizatin and the prpsed cntractr befre prject start-up. Justifiable administratin csts f up t 15% fr ttal requested amunt f grant, which culd include csts related t financial reprting, travel, elder fees/elder hnrarium etc. Administratin csts typically include the administrative activities that supprt the develpment f the applicatin and implementatin f the prject. Securing a cntractr and ensuring the prject is carried ut accrding t the cntract develped with the prcured cntractr. Expenses incurred by the rganizatin t prepare dcuments, prcess invices r ther administrative r internal csts. Als csts specifically incurred t ensure grant agreement deliverables are prvided t Indigenus Relatins. Ineligible expenses In kind expenses can be included in the budget but will nt be part f the eligible csts. Payments fr services that wuld nrmally be prvided withut charge (i.e. hnraria fr a cmmunity service). Expenses fr the implementatin f prpsed ECMs. Expenses incurred by the Indigenus cmmunity fr permanently-emplyed staff. When t Apply? Applicatins may be submitted nline thrugh the prtal n the prgram webpage indigenus.alberta.ca/aicep r thrugh r prgram staff can prvide a fillable applicatin frm. Applicants must be able t demnstrate: All applicatins must demnstrate supprt fr the prject t be cnsidered fr funding, which at a minimum will include a: Band Cuncil Reslutin (BCR) fr applicatins frm a First Natin. Cuncil Reslutin fr applicatins frm a Metis Settlement. Bard Reslutin frm a cmmunity-wned cmpany, develpment crpratin, etc. Bard Reslutin frm a nt-fr-prfit Indigenus rganizatin. 3

4 Equivalent demnstratin f supprt fr applicatins as discussed with the prgram manager. Supprting technical details related t the prject: A list f cmmunity-wned buildings where a detailed energy efficiency assessment is being undertaken. A List f cntractr(s) engaged t cmplete the detailed energy assessment, and cnfirmatin that the cntractr meets the prgram s prfessinal designatin requirements (P.Eng, CEM r CEA). A full prject budget, including all expenses and revenue fr the prject. A minimum f tw different service prviders qutes is required with any applicatin fr funding t this prgram. This shuld include (amngst ther details) prject scpe, pricing per building, and acknwledgement f cmmitment fr an in-persn meeting between the prpsed cntractr and cmmunity/rganizatin representative. What are the Reprting Requirements? Grant recipients are expected t reprt n the use f the funding received as fllws: A cpy f the energy assessment reprt(s) prvided by the cntractr t the cmmunity. A signed statement that the energy assessment reprt has been cmpleted as per the DEAR dcument. A financial statement with an authrized signature, stating the infrmatin reprted is accurate. What des an ASHRAE Level 2 Audit lk like? A prgram final reprt and a prgram survey that helps indicate hw will the cmmunity implement the prpsed ECMs mving frward. All energy audits must include Energy Cnservatin Measures (ECM) that are identified thrugh an ASHRAE (American Sciety f Heating Refrigerating and Air-cnditining Engineers) level 2 audit fr public r cmmercial use buildings. 5 Electrical systems Light fixtures Faucets and tilets Others if applicable. Residential Facility A blwer dr is a machine used t measure the airtightness f buildings. It can als be used t measure airflw between building znes, t test ductwrk airtightness and t help physically lcate air leakage sites in the building envelpe. Fllw-up Indigenus Relatins reserves the right t fllw up with the applicants t evaluate the prject effectiveness, including discussins f best practices and prgress n a prject. Hw are Applicatins Assessed? Once an applicatin is received, the fllwing prcess is implemented: A preliminary assessment f the applicatin will be cnducted by prgram staff t ensure that each submissin cntains the required infrmatin. Additinal infrmatin may be requested if an applicatin is incmplete. Applicants will be infrmed f any deficiencies. Only crrectly and fully cmpleted applicatins, with all required dcumentatin, that are submitted during the intake perid will be reviewed fr eligibility and cnsidered fr funding. Applicatins will be evaluated by staff against the prgram s pririties and scring criteria, which include: Sci-ecnmic benefits and impacts; Number f peple anticipated t be impacted; Descriptin f need fr the prject; Prject planning, readiness and due diligence; Described utcmes related t GHG reductin, energy efficiency, jbs and ecnmic impacts; Pririty will be given t applicants wh have nt received funding frm the prgram in previus years. Nte: Prjects utilizing external cnsultants will require the submissin f a minimum f tw qutes frm at least tw different duly qualified gds and/r service prviders, fr any gds and/r services prcured by the cnsultants.
