2 General Instructins The Ck Cunty Eligibility Requirements set furth that: The municipality in which such real estate is lcated must, by lawful reslutin r rdinance, expressly state that it supprts and cnsents t the filing f a Class 6B Applicatin and that it finds Class 6B necessary fr develpment t ccur n the subject prperty. Befre submitting fr apprval frm Ck Cunty, the Village f Schiller Park must supprt and endrse the prpsed 6B classificatin. In prviding incentives the Village lks at numerus items prir t its decisin, including what the cmpany brings as an asset t the Village. This can include new jbs, majr imprvements t the building, and even new cnstructin. In rder fr the applicatin t be reviewed and a Reslutin passed in supprt, the fllwing steps must be fllwed: 1. Ck Cunty Eligibility Bulletin Please review the Ck Cunty Assessr s Office Class 6B Eligibility Bulletin befre drafting an applicatin fr the Village f Schiller Park. The Eligibility Bulletin will help applicants t determine if yu qualify fr the prperty tax incentive. PLEASE NOTE THAT AN APPLICATION TO COOK COUNTY MUST BE MADE PRIOR TO OCCUPANCY OF THE BUILDING OR COMMENCEMENT OF CONSTRUCTION OR REHABILATION. FAILURE TO DO SO MAY JEOPARDIZE THE APPLICANT S ABILITY TO QUALIFY FOR CLASS 6B. 2. Pre-Applicatin Staff Meeting Befre beginning the Village f Schiller Park 6B applicatin yu MUST schedule a meeting with Village Staff t g ver yur intended use fr the prperty and t ensure cmplete understanding f the applicatin prcess. 3. Applicatin Submissin Please cmpile all f the required applicatin materials, as listed belw, and submit tw draft versins t the Schiller Park Department f Cmmunity Develpment. 4. Applicatin Revisin Village staff will review the draft applicatin and prvide feedback n the infrmatin. A final applicatin WILL NOT g befre the Schiller Park Bard f Trustees until staff is satisfied with all materials. 5. Applicatin Fee The applicant must submit a $5,000 nn-refundable applicatin fee, due when the final 2
3 applicatin is submitted. The fee cvers administrative Village csts. Please make checks payable t Village f Schiller Park. 6. Village f Schiller Park Department f Cmmunity Develpment The Village f Schiller Park Department f Cmmunity Develpment reviews all 6B applicatins. After meeting with the applicant, the department prvides a nn-binding recmmendatin t be given t the Village President and Bard f Trustees ( Crprate Authrities ) fr final review and cnsideratin fr a Reslutin in supprt f the 6B classificatin. The petitiner will have the pprtunity t make a brief presentatin cncerning the merits f the applicatin at the cmmittee f the whle meeting preceding the village bard meeting at which the reslutin will be cnsidered by the Crprate Authrities. 7. Final Applicatin All final applicatins are sent t the mayr and bard f trustees at least ne week in advance f the anticipated cmmittee f the whle meeting that the petitiner will appear at. The applicant will be respnsible fr delivering eleven (11) cpies f the final applicatin package t the Department f Cmmunity Develpment fr distributin t the Crprate Authrities as prvided herein. 8. Prperty Tax Classificatin Agreement In rder t induce the Village t adpt the reslutin in supprt f the 6B classificatin, the prperty wner will be required t enter int a Prperty Tax Classificatin Agreement with the Village f Schiller Park. The agreement will utline the acknwledged terms and cvenants, including the details f the prpsed investments, including rehabilitatin and/r new cnstructin t take place, ttal csts f prject, number f jbs t be created as result f the incentive and any ther negtiated cvenants that the Village deems necessary. 9. Crprate Authrities The Crprate Authrities are the sle authrity t vte fr a reslutin in supprt f a 6B classificatin. The Village Bard relies heavily n the recmmendatin frm the Department f Cmmunity Develpment n 6B petitins. If an applicatin fr a 6b is mved t the Village Bard f Trustees, the applicant and prperty wner must attend the meeting in rder t answer any ptential questins abut the applicatin and specific intentins as a result f the incentive. The reslutin in supprt f the 6B classificatin will be cnsidered fr apprval by the Village Bard f Trustees. Please refer t the Village calendar at All meeting dates and times are subject t change. 10. Reslutin A certified cpy f reslutin frm the municipality will be granted upn majrity vte f apprval by the Crprate Authrtities. The signed reslutin will nt be granted t 3
4 the petitiner until the tax classificatin agreement has been executed and recrded against the prperty. 11. Filing Submit the cmpleted Ck Cunty 6b Eligibility Applicatin, alng with any required supprting dcuments, including a certified cpy f the Village s apprval Reslutin, t the Ck Cunty Assessr s Office with the apprpriate payment. Develpment Incentives Office f the Ck Cunty Assessr 118 Nrth Clark Street, Rm 312 Chicag, IL The Cnstructin, expansin and/r rehabilitatin must begin within ne (1) year f the date Ck Cunty apprves the applicatin. If an applicatin has been apprved and nt acted upn within the required ne (1) year, re-applicatin is necessary, using the riginal Reslutin, alng with a letter frm the Village indicating that the apprval Reslutin is still valid. With respect t abandned prperty, the eligibility applicatin must be made t the Assessr prir t the cmmencement f the reccupatin f the vacant and unused prperty. 13. When Cnstructin is finished r when re-ccupancy takes place, all applicants must cmplete the Real Estate Assessed Valuatin Appeal (frm 4819 btained frm Ck Cunty) and file it with the Ck Cunty Assessr s Office. 14. Final actin by the Ck Cunty Bard n a request fr reclassificatin t Class 6B will nt be taken until the Eligibility Applicatin and all supprting dcumentatin, including the Village Apprval Reslutin and the Real Estate Assessed Valuatin Appeal frm are cmpleted and filed with the Ck Cunty Assessr s Office. Please refer t the Ck Cunty Class 6b Eligibility Bulletin fr mre infrmatin n filing requirements r cntact the Develpment Incentives Department f the Ck Cunty Assessr s ffice directly at (312) Intentinally Left Blank 4
5 Required Applicatin Materials The applicant is required t present the infrmatin in the frmat that is suggested in the applicatin belw. The applicatin shuld be used as a guide t prvide adequate infrmatin t the Village. The Infrmatin requested is substantially similar t that required by the Cunty. Supplemental infrmatin may be required shuld the Village determine necessary. Any final applicatin that is submitted with missing infrmatin will nt be cnsidered fr a Reslutin in supprt f a 6B classificatin until the infrmatin is prvided. Furthermre, any prperty r related entity pursuing the 6B classificatin that has utstanding Village Cde vilatins r utstanding payments due t the Village will nt be cnsidered fr a Reslutin in supprt until they are in full cmpliance. A. Cver Letter Please prvide a cver letter describing the applicant s backgrund, prperty cnditin, and the applicant s plans fr the prperty, including any plans fr imprvements r expansin. The narrative shuld als describe the user s peratins, current emplyment and future emplyment prjects, and any prjected benefits t the cmmunity if the incentive shuld be granted. If the end users have nt been identified, please prvide infrmatin n current marketing effrts. B. Ck Cunty 6B Applicatin The Ck Cunty 6B applicatin shuld be fully cmpleted and cntain all supprting dcuments, including: Applicant Infrmatin (page 1) Prperty Descriptin (page 1) Legal Descriptin (page 1) Site Dimensins and square ftage (page 1) Building Dimensins and square ftage (page 1) Identificatin f persns having an interest in prperty (page 2) Industrial Use (page 2) Nature f Develpment (page 2-6) Emplyment Opprtunities (page 7) Living Wage Ordinance Affidavit (page 8) Please see the Ck Cunty Class 6b Eligibility Applicatin fr cmplete requirements. C. Zning Apprval and Prperty Inspectin 5
6 Prvide the current zning f the subject prperty. Specify if zning amendments, variatins, and/r ther relief relative t the prpsed plans fr imprvement are being sught. Prvide a cpy f the mst recent Village f Schiller Park inspectin reprt. If the prperty is being purchased, a new pre-sale inspectin is required t ccur befre transfer f prperty can take place. The seller needs t cntact the Building Department at (847) If the prperty is nt being sld, an Occupancy Inspectin will be scheduled after Zning apprves any Occupancy and Business License applicatin fr prspective tenants. Occupancy and Business License applicatins are available n line at r at the Department f Cmmunity Develpment. A business cannt begin perating in the facility until they have been issued a Certificate f Occupancy by the Building Department. D. Prf f Interest Prvide a cpy f the executed sales cntract and/r lease. Make sure that bth dcuments include cntingencies fr zning and 6b apprval (if necessary). E. Current Plat f survey Prvide a current plat f survey that shwcases the entire prperty requesting 6B status. F. Emplyment Infrmatin Attach estimates f the fllwing emplyment infrmatin: Temprary emplyment psitins (emplyed during cnstructin) Permanent emplyment, bth full-time and part-time emplyment that will ccur at the facility upn ccupatin. Differentiate between current emplyees, if any, which will be transferred frm the applicant s existing facilities and new emplyment psitins that will be created. Prjected emplyment in three, five and ten years after ccupatin f prperty The ptential jb creatin infrmatin shuld include the wage rates and ptential benefits ffered. G. Tax Bills Prvide cpies f the mst recent three years prperty tax bills fr the subject prperty H. Fiscal Impact 6
7 Reprt the prjected fiscal impact that the prpsed facility will have n the Village ver the life f the incentive. In the prjectin, prvide an analysis f the prperty taxes under the fllwing scenaris: The subject prperty is fully ccupied and receives n incentive The subject prperty is ccupied and receives the Class 6b The subject prperty remains vacant and receives vacancy relief Use the attached pr frma template t frmat yur fiscal impact analysis. Be sure t accunt fr any increased assessments as a result f imprvements made t the facility in analysis. Als in the exhibit, include a descriptin f sales tax generatin and any ther State and/r lcal revenues that are anticipated t be generated. I. Prperty Imprvements Prvide a cmplete descriptin f the ttal cst and extent f the rehabilitatin and/r new cnstructin, including: Itemized statements f all direct and indirect csts Cntracts and Estimates Site Plan and/r Flr Plan, identifying prpsed imprvements Architectural plans r schematic drawings (if applicable) Analysis f anticipated increase in real estate taxes as a result f any stated imprvements t prperty (increased assessed value) J. Prjected Grwth Identify what the cmpany s prjected grwth will be thrughut the life f the 6B classificatin. K. Financial Statements Attach audited financial statements fr the previus three years. In additin attach the mst current prfit/lss statement f the applicant. Please include any financial statements and banking infrmatin in a separate dcument apart frm the applicatin fr Village Staff review. L. Ecnmic Disclsure Statement Cmplete the attached Ecnmic Disclsure Statement and include in the applicatin submittal. The prperty will nt be cnsidered fr a Reslutin in supprt f a 6B classificatin withut it. M. Any Additinal Materials Prvide any ther supprting materials which help t cmmunicate this prject s verall benefit t the cmmunity (narratives, marketing materials, site pictures, etc.) 7
