5 Grant Terms and Renewal Grant Term : Because State ESG funds are awarded annually, fr planning purpses the descriptin f activities, gals, and budget submitted under this NOFA shuld be fr ne, 12-mnth perating year beginning in Grant Renewal: Cnditinal n Bard f Supervisrs apprval, activities selected fr funding under the 2018 State ESG Prgram will autmatically be renewed fr the 2019 State ESG Prgram subject t the fllwing: Demnstratin f adequate prgram and administrative capacity; Demnstratin f adequate prgram perfrmance; Cntinued participatin in the Santa Barbara Cunty HMIS r cmparable database; Adjustments necessary based n the 2019 State ESG allcatin fr the Santa Maria/Santa Barbara Cntinuum f Care; and Apprval by the Cunty f Santa Barbara Bard f Supervisrs. It is anticipated that a Ntice f Funding Availability will be issued fr the 2020 State ESG Prgram. 5

10 Participatin in CES The Santa Maria/Santa Barbara Cunty Cntinuum f Care implemented a CES in January 2018 after mnths f cmmunity-wide planning. Federal and State regulatins require that ESG recipients participate in CES as fllws: Emergency Shelter and Street Outreach Prgrams must participate as an entry pint, cnducting standard assessments fr all clients; Rapid Rehusing prjects must nly accept referrals fr new clients thrugh the Crdinated Entry System. 11 Rapid Rehusing Priritizing vulnerable individuals and families fr services has implicatins fr planning yur prject services, perfrmance measures and budgets, particularly in Rapid Rehusing (RR) prgrams: Serving a mre vulnerable ppulatin may mean serving fewer husehlds verall HUD s gal fr placing husehlds int permanent husing via a RR prgram is days This may mean the husehlds served will require lnger perids f Shrt- and Medium-Term Rental Assistance (up t 24 mnths) The intensity f husing lcatin and pst-placement husing stabilizatin services may increase Husing placement and retentin gals are a key measure f RR prgram perfrmance 11
