1 SANTA CRUZ COUNTY HOMELESS ACTION PARTNERSHIP Summary f 2016 HUD CC NOFA Backgrund The CC Prgram (24 CFR part 578) is designed t prmte a cmmunity-wide cmmitment t the gal f ending hmelessness; t prvide funding fr effrts by nnprfit prviders, States, and lcal gvernments t quickly re-huse hmeless individuals, families, persns fleeing dmestic vilence, and yuth while minimizing the trauma and dislcatin caused by hmelessness; t prmte access t and effective utilizatin f mainstream prgrams by hmeless; and t ptimize self-sufficiency amng thse experiencing hmelessness. Each year the U.S. Department f Husing and Urban Develpment (HUD) releases a Ntice f Funding Availability (NOFA), signifying the beginning f a funding cmpetitin amng apprximately 450 Cntinuums f Care (CC), the cmmunity stakehlder grups that guide lcal respnses t hmelessness. The 2016 CC NOFA was released n June 29, 2016, pening the cmpetitin making available apprximately $1.9 billin t serve hmeless peple natinally. The infrmatin in the NOFA sets frth the cmpetitin rules and prcesses fr This summary includes the highlights f the NOFA; additinal infrmatin will be shared as it is made available by HUD. Befre the applicatin is submitted t HUD, ur CC, the Hmeless Actin Partnership (HAP), is required t hld a lcal cmpetitin t determine which prjects will be included in the cnslidated applicatin, alng with their relative pririty. The results f the lcal cmpetitin dictate fr which prjects the CC will seek funding. Additinal infrmatin abut prject applicatin requirements and standards will be available at the upcming Applicant Technical Assistance Sessin. Additinal details abut anything in this summary can be fund in the NOFA, available at: Summary Available Funding fr the Santa Cruz Cunty CC HUD determines the maximum award fr which each CC is eligible, determined by a cmbinatin f factrs. This year, in ur CC, ur eligible applicatin amunts are as fllws: Estimated Annual Renewal Demand (ARD): $1,808,587 (Can be used t fund eligible renewal prjects, in whle r in part, r can be reallcated t new prjects. Mre infrmatin abut reallcated prjects is prvided belw.) Estimated Permanent Husing Bnus Funding: = $90,429 (5% f ARD) Estimated Planning Funding: = $54,257 (3% f ARD) Estimated Tier 1 Funding: = $1,681,986 (93% f ARD) Estimated Tier 2 Funding: = $217,030 (7% f ARD + 100% f Estimated PH Bnus Funding). 1

2 Highlights f the 2016 CC NOFA The CC applicatin is similar t last year s, fcusing heavily n HMIS and ther data, using system level perfrmance measures. Again, the NOFA and scring criteria are very fcused n HUD s plicy pririties, including making strng prgress n ending chrnic, veteran, yuth, and family hmelessness and implementing Husing First system-wide. This year the Permanent Husing Bnus is smaller (5% f ARD cmpared t 15% last year), but as with last year, is available t create multiple prjects and can be used fr either new: Permanent supprtive husing prjects that will serve 100% chrnically hmeless individuals and families, r Rapid re-husing prjects that will serve individuals and families cming directly frm the streets, emergency shelters, r are fleeing dmestic vilence r ther persns wh meet the criteria f paragraph 4 f the definitin f hmeless. As in past years, the funding that CCs can apply fr is divided int tiers, with prjects priritized in Tier 1 being mre likely t be funded than prjects f lwer pririty that fall int Tier 2. Tier 1 is bigger than last year (up frm 85% t 93% f ARD), s mre prjects can be prtected. As detailed further belw, prjects in Tier 2 will be selected based n a 100-pint scale: The verall CC scre (up t 50 pints), The prject s ranking rder (up t 35 pints), The prject type (up t 5 pints), and Husing First implementatin (up t 10 pints). But, the weighting f factrs has changed, with an increased emphasis n lcal ranking. CCs are expected t critically evaluate prjects fr ranking purpses. Tier 2 will be equal t 7% f annual renewal demand plus Permanent Husing Bnus amunt (last year it was equal t 15% f annual renewal demand plus Permanent Husing Bnus amunt). Bnus prjects will be ranked and reviewed in the same way as ther prjects. Key Changes Frm Last Year s NOFA While the 2015 CC NOFA and the 2016 CC NOFA are similar in frm and cntent, there are sme changes, highlighted in this sectin. The FY 2016 Apprpriatins Act requires that fr this NOFA: CCs cannt receive grants fr new prjects, ther than thrugh reallcatin, unless the CC cmpetitively ranks prjects based n hw they imprve system perfrmance. HUD must base an increasing share f the CC scre n perfrmance criteria. HUD must priritize funding fr CCs that have demnstrated the ability t reallcate resurces t higher perfrming prjects. 2

3 In accrdance with the Apprpriatins Act, the NOFA has a few changes in scring t the CC applicatin, with increased fcus n review and rank prcesses and tw new scring factrs: Reallcatin (4 pints), System Perfrmance Measure reprting (10 pints), and A few thers changed a bit. As nted abve, Tier 2 scring was recnfigured t put less weight n CC scre and prject type and mre weight n ranked rder within Tier 2. New this year, HUD will prvide a debriefing t a requesting applicant after awards are annunced. Details can be fund in the NOFA. New permanent husing prjects will be evaluated using the same criteria regardless f whether the CC has identified them as bnus r reallcatin prjects. HUD may reclassify permanent husing prjects if warranted. Prgram incme may be used as a surce f match. The NOFA included a nte that HUD encurages all applicants t ensure public decisin-making and meaningful participatin by residents f affected areas and cmmunities traditinally marginalized frm planning. Applicants shuld ensure cmpliance with all relevant laws related t disability r limited English prficiency. HUD s Hmeless Plicy & Prgram Pririties CCs and Prject Applicatins will be evaluated based n the extent t which they further HUD s plicy pririties. Aligned with Opening Drs: The Federal Strategic Plan t Prevent and End Hmelessness, the plicy pririties set frth in the NOFA are: 1. Creating a Systemic Respnse t Hmelessness by develping systemic supprts that assure hmeless assistance is well crdinated, well managed, inclusive, transparent, and achieves psitive utcmes, by: Measuring system perfrmance Creating an effective crdinated entry system Prmting participant chice Planning as a system Making the delivery f hmeless assistance mre pen, inclusive, and transparent. 2. Strategic Resurce Allcatin based n perfrmance evaluatin and data f all resurces, including: Cmprehensive review f prjects & reallcatin when it wuld reduce hmelessness Maximizing the use f mainstream resurces Leveraging resurces thrugh partnerships (PHAs, philanthrpy, etc.) Reviewing the efficacy f transitinal husing Administering prgrams in the mst integrated setting apprpriate fr individuals with disabilities (added since CC Registratin Ntice). 3

Ending Chrnic Hmelessness by: Targeting permanent supprtive husing beds t chrnically hmeless peple by priritizing fr entry within each prject s structure cnsistent with Ntice CPD Increasing units fr chrnically hmeless peple Imprving utreach. 4. Ending Family Hmelessness by: Ensuring access t husing resurces fr families, such as rapid rehusing, affrdable husing units, permanent supprtive husing. 5. Ending Yuth Hmelessness by: Understanding the unique needs f hmeless yuth and reaching ut t yuth-serving rganizatins t help them fully participate in the CC Meeting the needs f hmeless yuth, including Lesbian, Gay, Bisexual, Transgender, and Questining (LGBTQ) yuth and victims f trafficking When evaluating the perfrmance f yuth prgrams, taking int accunt the specific challenges faced by hmeless yuth. 6. Ending Veteran Hmelessness by: T the extent pssible, priritizing veterans and their families wh cannt be effectively assisted with Department f Veterans Affairs (VA) services fr CC-funded services Crdinating CC resurces with VA-funded husing/services (e.g., HUD-VASH, SSVF). 7. Using a Husing First Apprach thrugh: Using data t quickly and stably huse hmeless persns Engaging landlrds and prperty wners Remving barriers t entry, such as pr credit histry, lack f incme r emplyment, r sbriety Adpting client-centered service methds. HUD Deadlines & Timeline June 29, 2016: 2016 CC NOFA is released On r after July 6, 2016: applicatins will be made available in e-snaps On r after July 8, 2016: HUD will issue a Preliminary Annual Renewal Demand (ARD) Reprt that lists each CC s Preliminary Pr Rata Need (PPRN) and ARD amunts By July 22, 2016, 5:00 PM lcal time: All changes t the FY2016 Grants Inventry Wrksheet (GIW) after the final HUD apprval prcess must be submitted fr apprval by the lcal HUD CPD Field Office, in cnsultatin with HUD Headquarters By August 1, 2016: CCs must submit 2016 System Perfrmance data in HDX On r after August 5, 2016: HUD will issue a Final ARD Reprt that will include each CC s PPRN, ARD, CC Planning, and Permanent Husing Bnus amunts available By August 15, 2016 (30 days befre applicatin deadline): All prject applicatins must have 4

5 been submitted t CCs, in accrdance with their lcal timelines By August 30, 2016 (15 days befre applicatin deadline): CCs must ntify all prject applicants, in writing utside f e-snaps, regarding whether their prject applicatins wuld be accepted (and ranked n the CC Pririty Listing), rejected, r reduced. When a prject applicatin is rejected r reduced, the CC must indicate the reasn(s) By September 12, 2016: Fr full pints, each CC must pst the CC Cnslidated Applicatin (i.e., the CC Applicatin and CC Pririty Listing) n its website (r a partner website) and ntify cmmunity members that it is available, in a manner that is accessible fr persns with disabilities and persns with limited English prficiency By September 14, 2016, 7:59:59 p.m. eastern time: Deadline fr submissin t HUD. Ranking & Tiering CCs are required t rank all prjects submitted by prject applicants in e-snaps, except CC planning prjects. Ranked prjects must include renewal prjects, new prjects created thrugh reallcatin, and permanent husing bnus prjects. CCs shuld cnsider the plicy pririties established in the NOFA in cnjunctin with lcal pririties t determine the ranking f prjects. The Cllabrative Applicant will be required t certify that there is a demnstrated need fr all ranked permanent husing renewal prjects n the Renewal Prject Listing. The CC must place all accepted prjects int Tier 1 r Tier 2 as described belw. Tier 1 The amunt f funding available fr Tier 1 is equal t 93 percent f the CC s ARD. HUD will cnditinally award prjects frm the highest scring CC t the lwest scring CC. Prjects shuld be placed in pririty rder, as in the event that HUD is require t drastically reduce the ttal amunt f funds available, the Tier 1 amunt per CC will be reduced prprtinately amng all CCs, which culd result in sme Tier 1 prjects falling int Tier 2. Tier 2 The amunt f funding available fr Tier 2 is equal t the difference between Tier 1 and the CC s ARD plus any amunt available fr the permanent husing bnus. Funding will be determined by the pint value f each prject applicatin based n a 100-pint scale. All Tier 2 prjects will be funded in pint rder starting with the highest scring CCs. As summarized earlier, Tier 2 pints are awarded as fllws: CC Scre: Up t 50 pints in direct prprtin t the CC scre CC Ranking: Up t 35 pints fr the CC s ranking f the prject applicatin(s), with the 35 pints spread evenly acrss the Tier 2 funding amunt. Higher ranked prjects get mre pints, hwever the frmula used t award pints gives a disincentive t large prjects. Calculatin- Pints fr a given prjects= 35 * (1- (the cumulative funding requests fr all prjects r prtins f prjects ranked higher by the CC in Tier 2 plus ne half f the funding f the prject f interest/ Tier 2 amunt). Prject Type: Up t 5 pints will be based n type f prject and the ppulatin served. 5

Prjects Straddling Tiers 1 & 2 Fr any prjects that straddle the tw tiers, the prcess fr funding them is the same as last year. The Tier 1 prtin will be funded in accrdance with Tier 1 prcesses and the Tier 2 prtin will be funded in accrdance with Tier 2 prcesses. HUD may award prject funds fr just the Tier 1 prtin, prvided the prject is still feasible with the reduced funding (e.g., is able t cntinue serving hmeless prgram participants effectively). 7 Eligible Planning Prject As with last year, applicatins fr CC planning csts will be unranked. CCs may nly submit ne applicatin fr CC planning csts. Planning prjects that pass threshld review will be cnditinally selected frm the highest scring CC t the lwest scring CC. Selected Reminders & Hints fr Prject Applicants DUNS/SAM Registratin: Prject applicants are required t register with Dun and Bradstreet t btain a DATA Universal Numbering System (DUNS) number, if they have nt already dne s, and cmplete r renew their registratin in the System fr Award Management (SAM) Required Reading: Prject applicants shuld read the CC NOFA, CC Prgram Interim Rule, and the General NOFA. Up fr Renewal: All CC-funded prjects (1) that expire in Calendar Year 2017 r (2) that were riginally awarded in the FY 2010 Hmeless Assistance Prgrams Cmpetitin and, ntwithstanding the expiratin date, have nt renewed in a previus cmpetitin, shuld be n the GIW and be applying fr renewal funding this year. Match: Prgram incme may nw be used as a surce f match. Adjustments t Husing Line Items: As has ccurred in recent years, after submissin, HUD is required t adjust awards fr leasing, perating, and rental assistance budget line items based n changes t the Fair Market Rents (FMR). Cnslidatin: HUD encurages the cnslidatin f renewal grants when the grants are with the same recipient, have the same cmpnent and expire in the same year, hwever, prjects that have nt yet been cnslidated must submit separate prject applicatins. Cnslidatin can typically ccur at grant agreement executin. CC Technical Review: Again this year, HUD expects each CC t implement a thrugh review and versight prcess at the lcal level fr bth new and renewal prject applicatins. Specifically, HUD requires that each CC review all applicatins t ensure that: prgram participants and prpsed activities are eligible, each prject narrative is fully respnsive, the data in the applicatin is internally cnsistent, and all required attachments are accurate, cmplete and dated crrectly. Indirect Csts: Applicants may charge indirect csts t the award. Applicants with an apprved federally negtiated indirect cst rate must submit with their applicatin a cpy f their apprved Indirect Cst Rate Prpsal. Applicants withut an apprved indirect cst rate may charge a maximum rate f 10 percent f mdified ttal direct csts. Priritizatin: Renewal prjects that indicated they wuld priritize chrnically hmeless persns in beds that becme available thrugh turnver in nn-dedicated permanent supprtive husing prjects must cntinue t d s. Clarificatin abut Categry 4 Eligibility: Persns wh are fleeing r attempting t flee human trafficking, including sex trafficking, may qualify as hmeless under paragraph 4 f the hmeless definitin (fleeing dmestic vilence). 7
