3 The Arlingtn Cunty Cntinuum f Care Request fr Prpsals: NEW PERMANENT SUPPORTIVE & RAPID RE-HOUSING PROJECTS FY2016 HUD NOFA Applicatin This is the applicatin fr the Arlingtn Cunty Cnsrtium (ACC) Cntinuum f Care (CC) new permanent husing prjects, including bth permanent supprtive husing and rapid re- husing. HUD annunced that all CCs may create new prjects thrugh the permanent husing bnus at up t 5 percent f the CC s FPRN ($2,406,667). This amunts equals $120,333 fr Arlingtn Cunty, VA. Additinal funds may als be available thrugh the reallcatin prcess but this has nt yet been determined by the ACC s Executive Cmmittee. Bnus and any reallcatin funds will be available fr the fllwing types f new prjects thrugh the FY 2016 CC Prgram Cmpetitin NOFA: New permanent supprtive husing (PSH) prjects that will serve 100 percent chrnically hmeless individuals and families including yuth/yung adults 1 experiencing chrnic hmelessness. New rapid rehusing (RRH) prjects that will serve hmeless individuals and families, including yuth, cming directly frm the streets r emergency shelters, r meeting the criteria f paragraph (4) f the HUD definitin f hmeless. (See Appendix fr Definitin f Categry 4 - fleeing dmestic vilence, dating vilence, sexual assault, stalking r ther dangerus situatins). New prjects t be put frward with the ACC 2016 applicatin t HUD will be selected by the Pririties Cmmittee. Final decisins regarding awards will be made by HUD via the natinal cmpetitin. Please nte that this applicatin is based n the best infrmatin that is currently available and the ACC may need t revise the requirements described belw and/r request additinal infrmatin after the NOFA is released. The applicant is expected t initiate the apprved prjects prmptly in accrdance with the requirements f the NOFA. Grant terms, and assciated grant peratins, may nt extend beynd the availability f funds. Applicants must plan accrdingly and nly submit applicatins that can start peratins in a timely manner with sufficient time t cmplete pst award prcess within the awarded grant term. In additin, HUD will take actin if the grantee fails t satisfy the timeliness standards fund in 24 CFR HUD strngly encurages all rental assistance t begin within 12 mnths f award. The ACC CC reserves the right t change requirements related t timeliness f expenditures fr final applicatins submitted t HUD based n NOFA requirements and/r strategic pririties such as thse aimed at rapid prject start-up. All prjects must participate in the annual hmeless cunt(s), and any applicable crdinated access system, and cmply with the ACC Written Standards (See Appendix) and all ther ACC CC Plicies and Prcedures. Applicatins must demnstrate: A plan fr rapid implementatin f the prgram; the prject narrative must dcument when the prject will be ready t begin husing the first prgram participant, when the prject will achieve full ccupancy, and a detailed plan fr hw the prject will ensure timely implementatin. A cnnectin t mainstream service systems, specifically: 1. that activities are in place t identify and enrll all Medicaid-eligible prgram participants; 2. whenever pssible, that the prject includes Medicaid-financed services, including case management, tenancy supprts, behaviral health services, r ther services imprtant t supprting husing stability. Prject applicants may include Medicaidfinanced services either by the recipient receiving Medicaid cverage payments fr services prvided t prject participants r thrugh frmal partnerships with ne r mre Medicaid billable prviders (e.g., Federally Qualified Health Centers). Medicaid- financed health services prvided in a hspital setting d nt qualify. Where prjects can demnstrate that there are barriers t including Medicaidfinanced services in the prject, they must demnstrate that the prject leveraged nn-medicaid resurces available in the CC s gegraphic area, including mainstream behaviral health system resurces such as mental health r substance abuse preventin and treatment blck grants r state behaviral health system funding. Experience in perating a successful husing first prgram and a prgram design that meets the definitin f Husing First as adpted by the ACC CC (see Husing First Practices in the Appendix). A plan fr utreach t the eligible ppulatin. That the prject is cst-effective, including csts f cnstructin, peratins, and supprtive services with such csts nt deviating substantially frm the nrm in that lcale fr the type f structure r kind f activity. That they meet HUD s match requirements. Written cmmitments f cash and/r in-kind value f leveraged cmmitments is at least 150% f the ttal request t HUD. Eligible lcalities: Prjects must be lcated within the 26 square miles f Arlingtn Cunty. Prject applicants must demnstrate that they will first serve the chrnically hmeless accrding t the rder f pririty established in Ntice CPD : Priritizing Persns Experiencing Chrnic Hmelessness and Other Vulnerable Hmeless Persns (SEE APPENDIX). Disabilities: All prjects must serve exclusively disabled husehlds as defined by HUD (See Appendix) RRH: All prjects must serve 100% literally hmeless families and/r single adults cming frm emergency shelters and/r unsheltered lcatins r meeting the criteria f paragraph (4) f the HUD definitin f hmeless. (See Appendix fr Definitin f Categry 4 - fleeing dmestic vilence, dating vilence, sexual assault, stalking r ther dangerus situatins). Persns in transitinal husing are nt eligible fr either prject type, even if they met the criteria described abve prir t entering the transitinal husing prgram. Eligible applicants: Eligible prject applicants fr the CC Prgram Cmpetitin are nnprfit rganizatins, States, lcal gvernments, and instrumentalities f State and lcal gvernments, and public husing agencies. Applicatins shall nly be cnsidered frm prject applicants in gd standing with HUD, which means that the applicant des nt have any pen mnitring r audit findings, histry f slw expenditure f grant funds- utstanding bligatin t HUD that is in arrears r fr which a payment schedule has nt been agreed upn, r histry f serving ineligible prgram participants, expending funds n ineligible csts, r failing t expend funds within statutrily established timeframes. 11 DEFINITIONS OF KEY TERMS: APPENDIX Categry 4 HUD Hmeless Definitin. HUD defines fur categries under which individuals and families may qualify as hmeless. Categry fur is individuals and families wh are fleeing, r are attempting t flee, dmestic vilence, dating vilence, sexual assault, stalking, r ther dangerus r life-threatening cnditins that relate t vilence against the individual r a family member. Chrnically Hmeless. A chrnically hmeless individual is defined t mean a hmeless individual with a disability wh lives either in a place nt meant fr human habitatin, a safe haven, r in an emergency shelter, r in an institutinal care facility if the individual has been living in the facility fr fewer than 90days and had been living in a place nt meant fr human habitatin, a safe haven, r in an emergency shelter immediately befre entering the institutinal care facility. In rder t meet the chrnically hmeless definitin, the individual als must have been living as described abve cntinuusly fr at least 12 mnths, r n at least fur separate ccasins in the last 3 years, where the cmbined ccasins ttal a length f time f at least 12 mnths. Each perid separating the ccasins must include at least 7nights f living in a situatin ther than a place nt meant fr human habitatin, in an emergency shelter, r in a safe haven. Chrnically hmeless families are families with adult heads f husehld wh meet the definitin f a chrnically hmeless individual. If there is n adult in the family, the family wuld still be cnsidered chrnically hmeless if a minr head f husehld meets all the criteria f a chrnically hmeless individual. A chrnically hmeless family includes thse whse cmpsitin has fluctuated while the head f husehld has been hmeless. Recipients and sub-recipients f Cntinuum f Care Prgram funds are required t maintain and fllw written intake prcedures t ensure cmpliance with the chrnically hmeless definitin. 13 Arlingtn Cntinuum f Care Written Standards As required by HUD, the ACC has adpted written standards. All CC Prgram funded prjects must cmply in full with the applicable standards. Husing First Practices Husing First is a prven methd f ending all types f hmelessness and is the mst effective apprach t ending chrnic hmelessness. Husing First appraches quickly cnnect peple experiencing a husing crisis with permanent husing withut precnditins (e.g., sbriety, treatment r service participatin requirements) and the supprts needed t maintain husing. Evidence frm cmmunities and prgrams that fllw a Husing First apprach shws that Husing First can reduce the length f time peple are hmeless, increase cnsumer chice, and increase husing stability. Husing First is an alternative t appraches where peple experiencing hmelessness must demnstrate their readiness fr permanent husing r therwise participate in a linear set f time-limited husing and services befre btaining permanent husing. By cntrast, Husing First is premised n the understanding that everyne is husing ready, that peple experiencing a wide variety f barriers can successfully find and maintain husing with the right supprts, and that peple are better able t address their cncerns and gals when stably hused. In line with Husing First, prviders shuld eliminate eligibility requirements that prevent higher need families and individuals frm accessing their prgrams, especially requirements related t emplyment, minimum incme, rental histry, r substance use histry. Prviders wh dn t have the skills t serve these families and individuals shuld be increasing their capacity either internally r thrugh partnerships. A prject that adheres t a Husing First apprach fcuses n ensuring rapid placement and stabilizatin in permanent husing. This means helping clients find r directly ffering permanent husing withut precnditins, such as sbriety r incme, aviding requirements that are nt nrmally included n a lease, and cnnecting clients t supprts mst critical t nging husing stability. Husing First is nt husing nly, hwever, as many peple wh experience hmelessness need and want assistance with increasing their incme, accessing medical care, addressing mental health and/r substance abuse issues, and dealing with ther persnal prblems that may directly r indirectly cause them t becme hmeless again. Overwhelming evidence nw shws that peple are best able t address their persnal needs when they are nt n the street r in a shelter, Page 13 f 16

14 but are instead in their wn husing with the right amunt f temprary r permanent financial and service supprts necessary t stay hused. This als means that prjects shuld strive t ffer assistance in a prgressive manner ffer mre nly when mre is needed and desired t btain permanent husing quickly and maintain it, and als less when such help is nt needed. Husing First practices are required t be used in all CC Prgram funded PSH, RRH, TH and SH prjects unless therwise prhibited by ther prject funding surces r therwise indicated in these standards. Data Cllectin and HMIS Participatin: All prviders receiving CC Prgram funding are required t participate in the CC s Hmeless Management Infrmatin System (HMIS). Prviders must execute an HMIS Participatin Agreement with the Arlingtn Department f Human Services (CC designated HMIS lead). Prgrams must fllw the Arlingtn CC HMIS Plicies and Prcedures and remain in gd standing with HMIS participatin requirements. Prviders that serve survivrs f Dmestic Vilence nly have t meet the basic HUD HMIS requirements fr DV prgrams.- (i.e cllect all f the data elements an HMIS cllects, hwever victim service prviders are directed t stre that data in a cmparable database and reprt n aggregate level and nt client level specific data). Prgram Evaluatin and Cntinuus Imprvement: CC prgram funded prjects are evaluated each year in preparatin fr HUD s CC Prgram cmpetitin. Evaluatin results are used t infrm prject selectin and ranking, as well as t identify any perfrmance issues that may need t be addressed. Permanent Supprtive Husing: CC Prgram funding fr permanent supprtive husing is designed t prvide the services necessary t help hmeless persns maintain stability in permanent husing after experiencing hmelessness. In line with the HUD s natinal hmelessness plicy as utlined in Opening Drs: Federal Strategic Plan t Prevent and End Hmelessness, federal prgrams aimed at ending hmelessness have shifted twards prviding stable, permanent husing pprtunities fr the hmeless and at-risk hmeless and less twards transitinal husing. Rapid Re-Husing CC Prgram rapid re-husing funds are designed t prvide the services necessary t help hmeless persns quickly regain stability in permanent husing after experiencing hmelessness. In line with the HUD s natinal hmelessness plicy as utlined in Opening Drs: Federal Strategic Plan t Prevent and End Hmelessness, federal prgrams aimed at ending hmelessness have shifted twards prviding stable, permanent husing pprtunities fr the hmeless and at-risk hmeless and less twards transitinal husing. Rapid Re-Husing prgrams funded thrugh the CC will be required t meet HUD defined husing first standards as described here: Husing-Brief.pdf Rapid Re-Husing prjects must als fllw the ACC written standards fr RRH fund in the Centralized Assessment System (CAS) plicy and prcedure manual. 15 Guidance n Match and Leverage CC Prgram Cmpetitin Match and Leverage are tw distinct categries f prgram funds that are acquired frm surces ther than yur CC grant request. Match and Leverage cannt be duble cunted (i.e., yu may nt apply the same resurce t bth match and leverage; each dllar can be cunted as ne r the ther, nt bth). The Match and Leverage infrmatin shuld be based n the current cmmitment at time f prject applicatin and NOT based n prjectins. Match Per the HEARTH Interim Rule (24 CFR ), match must equal 25 percent f the ttal grant request including admin csts but excluding leasing csts (i.e., any funds identified fr Leased Units and Leased Structures). Fr example, if the ttal assistance requested is $100,000, and the prject applicant did nt request csts fr Leased Units r Leased Structures, then the prject applicant must secure cmmitments fr match funds equal t n less than $25,000. Fr example, if the ttal assistance requested is $100,000, f which $50,000 is fr Leased Units r Leased Structures, then the prject applicant must secure cmmitments fr match funds equal t n less than $12,500 (i.e., (100K-50K)*.25). HUD expects that the full match amunt cmmitted in the applicatin is met and wuld mnitr based n that amunt. A recipient r sub-recipient may use funds frm any surce, including any ther federal surces (excluding Cntinuum f Care prgram funds), as well as State, lcal, and private surces, prvided that funds frm the surce are nt statutrily prhibited t be used as a match. The recipient must ensure that any funds used t satisfy the matching requirements f this sectin are eligible under the laws gverning the funds in rder t be used as matching funds fr a grant awarded under this prgram. The recipient may use the value f any real prperty, equipment, gds, r services cntributed t the prject as match, prvided that if the recipient had t pay fr them with grant funds, the csts wuld have been eligible. Any such value previusly used as match, may nt be used again. If match is prvided thrugh in-kind surces frm a third party, it must be dcumented by an MOU between the recipient r sub-recipient and the third party that will prvide the services. Services prvided by individuals must be valued at rates cnsistent with thse rdinarily paid fr similar wrk in the recipient s r sub-recipient s rganizatin. If the recipient r sub-recipient des nt have emplyees perfrming similar wrk, the rates must be cnsistent with thse rdinarily paid by ther emplyers fr similar wrk in the same labr market. The MOU must establish the uncnditinal cmmitment, except fr selectin t receive a grant, by the third party t prvide the services, the specific service t be prvided, the prfessin f the persns prviding the service, and the hurly cst f the service t be prvided. During the term f the grant, the recipient r sub-recipient must keep and make available, fr inspectin, recrds dcumenting the service hurs prvided. T qualify as match, funds must cme t and be disbursed by the grantee. If benefits are paid directly t prgram participants, the funding is nt ging thrugh the agency's bks and it cannt be cunted as match. Tenant rent payments r public benefits participants receive may nt be used as match. When the rents Page 15 f 16

Similarly, rent paid directly t a private landlrd des nt cme t the grantee and s cannt qualify as match. Benefits received by tenants such as SSI, GA d nt g t the grantee and cannt be used as match. Leverage Leverage funds can be used fr any prgram related csts (i.e., unlike match, it is nt restricted fr use nly fr csts defined as eligible under the HEARTH Interim Rule) The Arlingtn Cunty CC requires dcumentatin f leverage f at least 150% f the ttal assistance requested Leverage must be abve and beynd the required match amunt. Fr example, a $100,000 renewal grant must shw $25,000 in match PLUS $150,000 in leveraging. Any financial assistance that cmes frm public r private resurces can be cunted as cash leverage as lng as it is used fr prgram related csts. Services (cunseling, legal advcacy, etc.) and physical gds (fd, furniture, clthing, etc.) can be cunted as in-kind leverage. Leverage must be dcumented in writing and dated within 60 days preceding the CC Applicatin. HUD expects the amunt(s) listed n frm 7H in the prject applicatin t be accurate, with a cmmitment letter with the amunt listed in place.
