Preamble In accrdance with paragraph 5.9 f the Wrld Bank Prcurement Regulatins fr IPF Brrwers (July 2016) ( Prcurement Regulatins ) the Bank s Systematic Tracking and Exchanges in Prcurement (STEP) system will be used t prepare, clear and update Prcurement Plans and cnduct all prcurement transactins fr the Prject. This textual part alng with the Prcurement Plan tables in STEP cnstitute the Prcurement Plan fr the Prject. The fllwing cnditins apply t all prcurement activities in the Prcurement Plan. The ther elements f the Prcurement Plan as required under paragraph 4.4 f the Prcurement Regulatins are set frth in STEP. II. Bank s Standard Prcurement Dcuments: The Bank s Standard Prcurement Dcuments shall be used fr all cntracts subject t internatinal cmpetitive prcurement and thse cntracts as specified in the Prcurement Plan tables in STEP. III. Natinal Prcurement Arrangements: In accrdance with paragraph 5.3 f the Prcurement Regulatins, when appraching the natinal market (as specified in the Prcurement Plan tables in STEP), the cuntry s wn prcurement prcedures may be used. When the Brrwer uses its wn natinal pen cmpetitive prcurement arrangements as set frth in The Public Prcurement Act, 2011, The Public Prcurement (Amendment) Act, 2016 and the Regulatins, 2016, such arrangements shall be subject t paragraph 5.3 and 5.4 f the Prcurement Regulatins and the fllwing cnditins: 1

When ther natinal prcurement arrangements ther than natinal pen cmpetitive prcurement arrangements are applied by the Brrwer, such arrangements shall be subject t paragraph 5.5 f the Prcurement Regulatins. In accrdance with paragraph 5.4(c) and 5.5 f the Prcurement Regulatins, the request fr bids/request fr prpsals/request fr qutatins dcument shall require that Bidders/Prpsers submitting Bids/Prpsals/qutatins present a signed acceptance at the time f bidding, t be incrprated in any resulting cntracts, cnfirming applicatin f, and cmpliance with, the Bank s Anti-Crruptin Guidelines, including withut limitatin the Bank s right t sanctin and the Bank s inspectin and audit rights.
