Intrductin and Purpse. The Sufflk Cunty Landbank Crpratin ( SCLBC ) is sliciting qualified nn-prfit cmmunity husing develpment partners ( CHDP ) t prvide husing maintenance, security, prperty management, rehabilitatin, and dispsitin services in cnnectin with the redevelpment and rehabilitatin f vacant, abandned, and freclsed hmes within Sufflk Cunty ( The Cunty ). Please prepare and submit a statement f yur rganizatin s qualificatins (hereinafter Qualificatin Statement ) in accrdance with the prcedure and schedule in this RFQ. SCLBC intends t qualify the rganizatin(s) that (a) pssess the prfessinal, financial, and administrative capabilities t prvide the prpsed services, and (b) will agree t wrk under the cmpensatin terms and cnditins determined by SCLBC Backgrund. In 2013 the New Yrk State Empire State Develpment Crpratin apprved the Cunty s applicatin t establish the SCLBC, a nt-fr-prfit, Land Bank Crpratin which gives the Cunty discretin t acquire, dispse f r redevelp tax delinquent, tax freclsed, vacant r abandned prperties lcated thrughut the Cunty. Since 2015, it has been a strategic gal f the SCLBC t acquire and either rehabilitate r facilitate the redevelpment f vacant, hmes in areas highly affected by the subprime mrtgage crisis, and subsequent freclsure crisis. This prgram, nicknamed the ARBOR prgram (Acquire and Renvate Bank Owned Residences), seeks t stabilize neighbrhds and prevent decline in prperty values, while als revitalizing neglected cmmunities, with an emphasis n wner ccupancy f quality, mdernized, rehabilitated, and affrdable hmes. The SCLBC redevelps these prperties in a respnsible by manner utilizing qualified rganizatins fr purpses that benefit the surrunding cmmunities, prviding wrkfrce husing t eligible and qualified hmebuyers within certain incme limits as established by the SCLBC.

2 [2] The SCLBC is currently seeking additinal CHDPs which can successfully implement all prgram administratin requirements in assciatin with this effrt and facilitate cmmunity revitalizatin and neighbrhd stabilizatin Cntact Infrmatin. All answers which pertain specifically t this prject will be cmpiled and distributed t the list f respndents prir t the submissin due date. Qualificatin statements must be submitted t, and received by SCLBC, t the attentin f Andre Bermudez listed abve, via regular mail r hand delivery, by 5:00 p.m. n Wednesday, Nvember 22, Qualificatin statements shuld be submitted in tabbed and labeled binders, nt permanently bund. Respndents must submit five (5) printed and bund cpies f the prpsal and ne cmplete, electrnic cpy n a USB Thumb Drive in PDF frmat. SCLBC may mdify, supplement r amend the prvisins f this RFQ as deemed necessary r apprpriate by and in the sle judgment f SCLBC. Cnditins Applicable t RFQ. Yur submissin f the qualificatin statement is deemed t be cnsent t the fllwing: This dcument is an RFQ and des nt cnstitute an RFP. This RFQ des nt cmmit SCLBC t issue an RFP. This RFQ is nt intended, and shall nt be cnstrued, t cmmit SCLBC t pay any csts incurred in cnnectin with respnding t this RFQ r t prcure r cntract fr any services.

SCLBC reserves the right (in its sle judgment) t reject fr any reasn any and all respnses and cmpnents theref. SCLBC reserves the right t select ne r mre rganizatins t prvide cmmunity husing develpment services as described in this RFQ. SCLBC reserves the right t enter int cntracts n a yearly r ther basis with ptins t extend at SCLBC discretin. All qualificatin statements shall becme the prperty f SCLBC and will nt be returned. All qualificatin statements will be made available t the public in accrdance with law. SCLBC reserves the right t cnduct in-persn interviews f any, r all, respndents. Neither the SCLBC, nr its respective staff, cnsultants, r advisrs shall be liable fr any claims r damages arising ut f r in cnnectin with the slicitatin r preparatin f the qualificatin statement. SECTION 2 SCOPE OF SERVICES 2.1. Overview The SCLBC is currently seeking qualificatin statements frm CHDPs that pssess the ability and experience t acquire, maintain, rehabilitate, and sell t eligible, incme qualified hmebuyers, vacant and freclsed hmes lcated within the Cunty. The Respndent must state in its prpsal if it can prvide the Services including but nt limited t thse set frth belw in Sectin 2.2 (Scpe f Services). The Respndent must affirmatively state if it is unable t prvide a particular service. The Respndent must prvide detailed infrmatin as t hw the Respndent will prvide the listed services set frth in paragraph 2.2. The Scpe f Services des nt include the selected Respndent taking title t the prperties acquired. Title t such prperties shall be held by the SCLBC. The Respndent(s) selected shall be required t execute a written agreement with the SCLBC in accrdance with the Scpe f Services set frth herein Scpe f Services SCLBC seeks a cmprehensive prpsal that describes the full prcess necessary t implement specific requirements which include but are nt limited t the fllwing:

4 [4] Prperty Rehabilitatin and Maintenance Perfrm r prcure all services necessary t implement prgram activities relating t the maintenance, and rehabilitatin f residential prperties acquired, including, withut limitatin, the fllwing (as agent f the SCLBC): Rehabilitatin Interir and Exterir Cnstructin, Rehabilitatin and General Cntracting, including but nt limited t: Engineering Inspectin and determinatin f eligible imprvements. Architectural design Preparatin f prject budgets, plans, specificatins and wrk scpes fr each prperty, subject t the apprval f the SCLBC. Securing f permits, variances, r ther municipal apprvals that may be necessary. Interfacing with Twn Building Cde Officials as necessary. Assessment and remediatin f envirnmental hazards such as asbests, lead based paint, undergrund il tanks, and mld. Cnstructin cmpliance with Enterprise Green Cmmunities Criteria r ther Green building standards as may be apprved by SCLBC Mnitring f rehabilitatin prgress and prject management. Reprting prgress t SCLBC fficials. Maintenance Lawn and/r Snw Remval Services befre, during, and after cnstructin, as requested by the SCLBC and in accrdance with apprved specificatins and applicable cdes, until sale f the prperty. Implement and maintain security measures thrughut the hlding perid such as lcks, alarms, and security fencing, t prevent break-ins, squatters, vandalism, and/r theft. Activatin f Utilities / Hme Heating / Electrical / Water Service. Apprpriately insuring real estate n behalf f the SCLBC (Hazard, Liability, Cnstructin Risk, Vacant Prperty Implementatin f a Lcal Hiring Prgram as may be specified by the SCLBC Interface with SCLBC and Sufflk Cunty Department f Labr t surce lcal wrkers Incrprate Lcal Hiring Preferences int subcntractr/general cntractr agreements Incrprate ther prgramming elements as may be designated by the SCLBC Prperty Marketing and Dispsitin Perfrm r prcure fr all services necessary t implement prgram activities relating t the dispsitin f prgram prperties. Hmebuyer Subsidies Assist prspective hmebuyers by prviding access t mrtgages and subsidy prgrams, including but nt limited t: New Yrk State Affrdable Husing Crpratin (AHC) Subsidies. HOME Investment Partnerships Prgram. Prgrammatic Cmpliance Maintain cmpliance with any and all lcal, state and federal laws in the executin f SCLBC prjects, including but nt limited t: Article 16 f the NY State Nt-Fr-Prfit Crpratin Law ( The Land Bank Act ) New Yrk State M/WBE regulatins Lcal municipal cdes Building cdes Other regulatins as may be required by funding prviders (i.e. HUD, New Yrk State) Maintain prgrammatic cmpliance with the fllwing relevant plicies and guidelines including but nt limited t: Cntractual restrictins impsed by Enterprise Cmmunity Partners and the NYS Office f the Attrney General. SCLBC Crprate Plicies (available at Acquisitin Plicy Dispsitin Plicy Prcurement Plicy All ther relevant SCLBC plicies Prgram Management and Reprting Interface with SCLBC regarding rutine prgram administratin issues, keep current n federal, state and lcal plicy changes that may impact prgram requirements, and prvide reprts upn request t the SCLBC and/r the Cunty regarding prgram prgress and fund expenditures. CHDP must, with 7 days ntice, be available t attend SCLBC Bard meetings and staff meetings and ther meetings r presentatins related t the State f New Yrk Office f the Attrney General s Cmmunity Revitalizatin Initiative Prgram.

6 [6] SECTION 3 SUBMISSION REQUIREMENTS 3.1. General Requirements. Yur qualificatin statement must meet r exceed the prfessinal, administrative and financial qualificatins set frth in this Sectin Administrative Infrmatin Requirements. Please prvide the fllwing infrmatin: a. An Executive summary (nt t exceed tw (2) pages) f the infrmatin cntained in all the ther parts f the qualificatin statement. b. Name, address, telephne number, and address f the cntact persn respnsible fr answering any and all questins regarding the qualificatin statement. c. An executed Public Disclsure Statement. d. An executed Prpsal/Bid Certificatin. e. Prf f rganizatin incrpratin and nn-prfit status. f. The number f years yur CHDP has been in business under the present name. g. The number f years yur CHDP has been under the current management. h. Any judgments, claims r suits within the last three (3) years in which yur rganizatin has been adjudicated liable? If yes, please explain. i. Lcatin(s) frm which services will be perfrmed. j. Identify and prvide resumes f key staff yu prpse assigning t this matter. k. Cnfirm apprpriate prfessinal and/r state licenses t perfrm activities. l. Whether yur rganizatin is nw r has been invlved in any bankruptcy r rerganizatin prceedings in the last ten (10) years. If yes, please explain. m. Describe ther accunts invlving similar services, in particular identify any gvernmental, public authrity, public agency, and/r ther quasi-gvernmental entities in New Yrk fr which yu serve, r have served in a similar capacity. Eligible Ttal Develpment Csts will be apprved by the SCLBC and paid by the SCLBC upn cmpletin f cnstructin in accrdance with all applicable specificatins and municipal cdes. Ttal Develpment Csts will be based upn hard and sft csts incurred by the Cntractr and may include maintenance, cnstructin, and ther transactinal csts. i. Please nte that pursuant t Nt-fr-Prfit Crpratin Law 1617, the SCLBC shall nt award any cnstructin, demlitin, renvatin r recnstructin cntract greater than $10,000 except t the lwest bidder wh, in its pinin, is qualified t perfrm the wrk required and wh is respnsible and reliable. b. The Cntractr shall be entitled t a Develper Fee based upn the eligible Develpment Csts fr each prperty acquired and rehabilitated. The identified develpment fee will be based n a percentage f Ttal Develpment Csts, but may include incentives and/r penalties relating t the timely and accurate cmpletin f services. c. Althugh prpsed fees will be taken int accunt, SCLBC reserves the right t negtiate a different fee structure with any rganizatin selected. Please nte that pursuant t its prcurement plicy, SCLBC will nt necessarily select the firm with the lwest rates fr services r select the same firm fr all services listed abve.

8 [8] SECTION 4 EVALUATION SCLBC s bjective is t select an rganizatin, r rganizatins, that will prvide high quality and cst effective services. Pursuant t its prcurement plicy, Prcurement cntracts fr prfessinal services shall be selected based upn the Best Value t the SCLBC, which takes int cnsideratin ther factrs in additin t csts, such as quality and efficiency. SCLBC will cnsider qualificatin statements nly frm firms that demnstrate the capability and willingness t prvide high quality services t SCLBC in the manner described in this RFQ.
