Cnstructin Metrics: Actual cmpletin date cmpared t schedule.* DASNY cmpleted 20 f 49 full service cnstructin prjects that were ver $1 millin in value by the prjected cmpletin date. Additinal infrmatin: The 20 n-time prjects were delivered up t 7 mnths early. Additinal infrmatin: 11 f the prjects were delivered within 3 mnths f the prjected cmpletin date. Additinal infrmatin: The remaining 18 prjects were delivered between 5 and 40 mnths after the prjected cmpletin date. Delays were the result f such things as design errrs and cntractr s failure t perfrm, design changes that underwent lengthy review by the client, wrk being dne in ccupied facilities which caused frequent dwn time and extended the schedule, and a fire which delayed cnstructin cmpletin until the insurance claim was settled. Actual cst cmpared t authrized budget. Fr prjects cmpleted with a value ver $1 millin, DASNY cmpleted 35 f 49 full service cnstructin prjects within the authrized budget. Additinal infrmatin: Ttal authrized budget fr the Advanced Science Research Center (ASRC) & City Cllege s Center fr Discvery and Innvatin was $685.5 millin. The prject was delivered fr an estimated cst at cmpletin f $687.1 millin, which is $1.6 millin r.2% ver budget. Additinal infrmatin: Ttal authrized budget fr the remaining 48 prjects was $272.4 millin. These 48 prjects were delivered fr an estimated cst at cmpletin f $268.8 millin, which is $3.6 millin, r 1.3%, under budget. 2 Additinal infrmatin: One 2015B bnd issue fell utside f the benchmark gal perid as the financing prcess did nt begin until the 2015A financing was nearly cmplete. The 2015B private placement was apprved at the same time as the publicly ffered 2015A bnds. Actual Days t Market frm the kick-ff call fr the 2015B bnds was 37 days, which meets the benchmark gal. Additinal infrmatin: The bnd issue fell utside f the benchmark gal perid due t a delay encuntered as the result f a change in the purchaser f the bnds requested by the brrwer. Additinal time was required t structure the financing fr the new purchaser. Pled financings: (Reslutin t Prceed t clsing): days. Five f seven bnd issues that clsed during the reprting perid fr pled financing clients met the day gal. Additinal Infrmatin: One f the remaining tw bnd issues fell utside f the benchmark gal perid as the transactin was part f an initial $500 millin authrizatin apprved by the DASNY Bard in April The actual days t market frm the kick-ff call was 57 days, which meets the benchmark gal. The secnd bnd issue fell utside f the benchmark perid due t delays encuntered as the result f the brrwer s prcess as well as the timing f the intercreditr agreement executin by prir bnd hlders. State-supprted debt financings: Did DASNY meet the DOB calendar/timeline fr pricing and clsing? Yes/N. Yes, the fur state-supprted debt financings that clsed during the reprting perid met the DOB calendar/timeline fr pricing and clsing. Pricing Cmpare bnd price/yield at initial sale t bnd price/yield in secndary market trading (taking int cnsideratin any market mves). DASNY reviews every negtiated pricing t determine whether r nt the transactin was fairly priced. This review invlves reviewing all trades frm the time the bnds are free t trade fr a perid f three cnsecutive business days. The review includes each maturity f the transactin. DASNY is lking fr large trades, $1 millin r mre where the price f the trade is higher than the initial ffering price. A higher price wuld result in a lwer yield and may indicate that the transactin was unfairly priced. The review and determinatin takes int cnsideratin market fluctuatin, credit spreads and any ther factrs that might affect the price frm the time f sale thrugh the end f the review perid. Fr the fiscal year , price/yield at initial sale was cmpared t price/yield in the secndary market fr all 22 DASNY bnd issues that were issued thrugh a public negtiated ffering. After evaluating against the abve criteria, DASNY determined that all 22 negtiated transactins were fairly priced. One f the 22 transactins included multiple series f bnds which clsed n tw different days. It shuld be nted that, in additin t the 22 negtiated fferings, 2 transactins were priced using a cmpetitive bid prcess and 6 transactins were privately placed. *Scheduled Cmpletin Date is a cntractual date, set at the time the cntract is awarded and represents date the cntractr is bligated t cmplete all f the wrk required in the cntract. DASNY measures as n time any prject that cmpletes within a mnth f the date established as Scheduled Cmpletin Date. Fr all SUNY residence hall prjects, we establish a Scheduled Cmpletin Date that is cnsistent with when the campus needs t ccupy the building by rather than the actual cntract cmpletin date. Adjustments are made t the Scheduled Cmpletin Date fr any client apprved prgram change that impacts the schedule. 2

3 Gal 2: Emply a prfessinal, highly-trained, and expert wrkfrce. Educatin Track number f emplyees with (highest degree): undergraduate degrees. As f March 31, 2016, 284 f the 470 permanent DASNY salaried emplyees pssess an undergraduate degree. graduate degrees. As f March 31, 2016, 109 f the 347 prfessinal level, permanent, salaried emplyees pssess a graduate r advanced/prfessinal degree. Licenses Track number f emplyees with: licenses/certificatins (including, but nt limited t, architects, engineers, LEED prfessinals, accuntants, internal auditrs and attrneys). As f March 31, 2016, ut f 347 prfessinal level, permanent, salaried emplyees, DASNY had 112 emplyees with a ttal f 159 prfessinal licenses/certificatins. Bard Member and Emplyee Develpment and Training Track number f hurs devted t Bard Member and emplyee: Prfessinal develpment training. DASNY staff received 9, hurs f prfessinal develpment training during the reprting perid. NYS required training. DASNY Bard members received 5.25 hurs f NYS required training during the reprting perid. DASNY staff received 2, hurs f NYS required training during the reprting perid. Ethics Training Track number f hurs Bard Members and emplyees are trained in ethics. DASNY Bard Members received 4.5 hurs f annual ethics training during the reprting perid. DASNY staff received hurs f ethics training during the reprting perid. Gal 3: Seek t advance the public plicy gals f New Yrk State. Meet r exceed MWBE Utilizatin Gals. ** 30% MWBE Crprate Gal n cntracts issued after 3/31/2015: 18% MBE; 12% WBE. In additin, DASNY shall retain the ptin t utilize a cmbined MWBE gal f 30%. Cntinue tracking applicable Cnstructin Gal n cntracts issued thrugh 3/31/2015. DASNY s MWBE utilizatin fr the fiscal year was 25.2%. DASNY achieved 15.57% fr MBEs and 9.63% fr WBEs. 3

4 Additinal infrmatin: Prir t 4/1/2015, MWBE utilizatin gals n cnstructin cntracts were 20%. The vast majrity f expenditures in were made n lder cntracts carrying 20% gals. Prcurements issued after 4/1/2015 included gals f 30%; hwever, the expenditure vlume n the new cntracts was nt material relative t the verall expenditures during the reprting perid. Establish DASNY as a leading sustainability public builder. Track number f LEED- registered prjects and number that achieved silver, gld, r platinum status. During the reprting perid, a ttal f 5 prjects were registered in the LEED system. In additin, ne prject achieved a rating f gld and ne prject achieved a rating f silver. 100% cmpliance with executive rders related t sustainability and energy efficiency. DASNY maintained 100% cmpliance with applicable executive rders related t sustainability during the reprting perid. Initiate new prgrams in supprt f DASNY s Missin. A prgram ceases t be a new prgram the fiscal year after the fiscal year in which a prgram becmes part f DASNY s cre missin. Health Care Facility Transfrmatin Prgram T further advance the State s health care transfrmatin gals, $1 billin in new grant funding was authrized in the FY 2016 State Budget fr capital investments t make infrastructure imprvements and prvide additinal tls t stabilize health care prviders in Kings and Oneida Cunties. This investment includes $700 millin in capital funding t stabilize the health care delivery system f Kings Cunty (including central and eastern Brklyn), and $300 millin t create an integrated health care delivery system in Oneida Cunty t reduce unnecessary inpatient beds and expand primary care services. This prgram is als jintly administered by DASNY and DOH, and will be financed thrugh bnds issued by DASNY and/r Urban Develpment Crpratin. DASNY cntinues t wrk with DOH n the implementatin f these new capital grant prgrams. Cmmunity Health Care Revlving Lan Capital Fund The FY 2016 State Budget includes a new, DASNY-administered $19.5 millin Cmmunity Health Care Revlving Lan Capital Fund t make lans t eligible cmmunity health care prviders, imprve access t affrdable capital financing, and expand and imprve the State s health care capacity. DASNY cntinues t wrk with DOH n the implementatin f this new revlving lan prgram. Public Husing Supprt (NYCHA) The FY 2016 State Budget includes a new $100 millin apprpriatin fr a public husing mdernizatin and imprvement prgram benefitting husing develpments wned r perated by the New Yrk City Husing Authrity (NYCHA). The apprpriatin requires that a capital revitalizatin plan be develped by the Cmmissiner f the New Yrk State Divisin f Husing and Cmmunity Renewal, in cnsultatin with the Chair f NYCHA, fr the use f such funds, and that NYCHA enter int a cnstructin management agreement with DASNY fr the scpe, prcurement and administratin f all cntracts assciated with this funding. 5 Nnprfit Infrastructure Capital Investment Prgram (NICIP) The FY 2016 State Budget includes a new $50 millin capital grant prgram t make targeted investments in capital prjects that will imprve the quality, efficiency, accessibility, and reach f nnprfit human services rganizatins that serve New Yrkers. Grants will be awarded thrugh a cmpetitive prcess t eligible nnprfits that prvide direct services t New Yrkers thrugh state cntracts, state authrized payments, and/r state payment rates. DASNY and/r the UDC are authrized t issue up t $50 millin in new bnds t supprt this prgram. Wrk n this prgram is cntinuing thrugh New Yrk Rising Strm Recvery Prgram (GOSR/HTFC) DASNY cntinues t wrk with the Gvernr s Office fr Strm Recvery (GOSR) and Husing Trust Fund Crpratin (HTFC) t prvide services fr the New Yrk Rising Strm Recvery Prgram. DASNY cntinues t receive new prject services requests related t the Cmmunity Recnstructin Prgram. DASNY is prviding direct design and cnstructin services fr varius prjects in bth the upstate and dwnstate regins. GOSR has prvided DASNY with an initial funding allcatin f $25 millin t cmmence these prjects thrugh varius stages f design and cnstructin. Overall prject budgets fr the apprximately 60 prjects that have either been frmally authrized r are being planned fr assignment ttal apprximately $166 millin. In additin, DASNY is als perfrming design review services n ther Cmmunity Recnstructin prjects that are being directly managed by the varius lcalities in the prgram. Service-Disabled Veteran-Owned Businesses (SDVOB) In January 2015, in accrdance with Executive Law Article 17B, DASNY was selected t participate in the pilt prcess t assist in maximizing cntractual pprtunities fr NYS Certified Service-Disabled Veteran-Owned Businesses in the areas f Cnstructin, Cnstructin Related Prfessinal Services, Cmmdities and Services, and Financial Services. DASNY is dedicated t assisting SDVOB s t cmpete successfully in its building services and prcurement prgrams. T that end, in the fiscal year ending March 31, 2016, DASNY has emplyed numerus strategies/prgrams designed t identify, ntify, educate and supprt SDVOB enterprises in DASNY s cmplete platfrm f services. Accrdingly based n the Divisin f Service-Disabled Veterans Business Develpment Annual Reprt, December 31, 2015, DASNY ranked 2nd amng 19 Agencies and Authrities in dllar value f awards t SDVOB firms. Prvide supprt t ther public agencies and the Legislature in the interest f New Yrk State. Track number f emplyee hurs spent n develpment and implementatin f prgrams that supprt ptential and actual NYS prgrams and initiatives ancillary t DASNY s cre financing and cnstructin prgrams. Hurs are tracked and reprted whether r nt the prgram is implemented and/r becmes part f DASNY s cre missin. During the reprting perid, DASNY staff spent 34, hurs supprting ther public agencies and the legislature in the interest f NYS. Prgrams include, but are nt limited t, Grants Administratin, NYS Cntract System fr MWBE certificatin, Capital Restructuring Finance Prgram, and the NYS Fellwship Prgram. ** MWBE utilizatin gals are subject t adjustment in accrdance with applicable law, including the prcedures at 5 NYCRR Part 140 which permit under certain circumstances mdificatin f applicable utilizatin gals. 5
