Purpse Apprval f Cmpnent Guaranteed Maximum Price (CGMP) will allw Ls Angeles Wrld Airprts (LAWA) t btain cnstructin services required t develp the Prject Management Office (PMO) site fr the Midfield Satellite Cncurse (MSC) Nrth Prject Management team. 2. Prir Related Actins December 17, Reslutin N (DA -4779) The Bard f Airprt Cmmissiners awarded a cntract t Turner Cnstructin Cmpany (Turner) fr the prject titled "Cnstructin f Central Terminal Area Imprvements" at Ls Angeles Internatinal Airprt (LAX). The cntract has a maximum nt -t- exceed limit f $300,000,000 and a budgeted wner's cntingency f $75,000,000. December 18, Reslutin N (DA-4971) The Bard awarded a cntract t Turner ( PCL, A Jint Venture (TPJV) fr Design -Build services assciated with the MSC Nrth prject and apprved a ttal prject budget in the amunt f $1,248,650, Current Actin CGMP will allw Turner t develp a PMO site which will huse persnnel wrking n the MSC Nrth Prject and then cntinue in use as cnstructin team husing fr ther prjects nce the MSC prject ends. The riginal PMO budget was $24,200,000. This included an allwance in the TPJV cntract (DA -4971) f $9,200,000 and a $15,000,000 allwance fr PMO- assciated cnstructin activities (nt part f the TPJV cntract). 3 current estimated cst f the PMO is $16,100,000 which includes the PMO structure, finishes, site imprvements, utilities, infrmatin technlgy cmpnents, and furniture. Backgrund Turner was awarded DA fr the Central Terminal Area (CTA) Imprvements prject, which includes infrastructure imprvements and renvatin wrk fr all LAX terminals. Staff had nt anticipated using this cntract fr MSC enabling wrk, hwever it is allwed. After investigating and cnsidering ther ptins, staff cncluded that using DA is the mst resurce- and time -efficient methd f accmplishing this task. DA allws fr prject implementatin under either a Cnstructin Manager at Risk (CMAR) r Design -Build (DB) delivery methd. The selectin f CMAR r DB is based primarily n the nature f wrk t be perfrmed. Under this cntract, CMAR and DB wrk is prcured under CGMP wrk packages. The packages identify specific wrk t be perfrmed at a maximum nt -t- exceed price. Turner cmpetitively bids the scpe f wrk and any cst savings are returned t LAWA. Each wrk package is presented t the Bard befre it is bid. CGMP One f the key cmpnents f the MSC Prgram is develpment f a PMO t c- lcate the LAWA prject team with the MSC Nrth Design -Build team. This is a cntractual biligatin between LAWA and TPJV, and will prmte and facilitate team cllabratin and partnership fr chesively designing and cnstructing the MSC Nrth facility. Having the prject team c- lcated will greatly enhance efficiency, imprve cmmunicatin between all parties, and reduce administrative delays. Staffing fr the MSC Prgram will significantly increase as the prject prgresses, further cnstricting available LAWA staff ffice space. This space is already limited due t the numerus capital prjects underway at LAX. Currently, LAWA is husing the MSC Nrth Design -Builder in temprary trailers alng 8100 Westchester Parkway. As the prject prgresses, this space will n lnger be sufficient. The wrk tasked t Turner under CGMP will include, but is nt limited t: Site "A" PMO Develpment - This scpe will allw Turner t develp a site at the sutheast crner f the intersectin f Pershing Drive and Westchester Parkway as a lcatin t huse a 25,000 square -ft mdular PMO building. This wrk includes: Prus pavement n apprximately 1/3 f the paved prtin f the site Perfrated pipe t manage drainage Increased grading t accmmdate runff Prviding and cnnecting utilities and infrastructure required fr the mdular building, including electrical, sewer, dmestic water, and telecmmunicatins Paving and striping an area t supprt ver 200 parking spts fr PMO staff and visitrs Installing fencing and gates t prtect and secure the site, trailers, and equipment hused in the facilities Wrk Package Cst Staff estimates the ttal cst fr the CGMP wrk package t be $5,304,428. This includes cnstructin csts, prject cntingency, and sft csts. Since funding fr PMOassciated wrk was previusly apprpriated under Reslutin 25595, staff nly requests apprval f this CGMP wrk package. N additinal funding is required. The participatin level identified in the Standard Prvisins is based n wrk that has been inviced. While the Standard Prvisins currently reflect 9.53% participatin, Turner has actually achieved 16.9% participatin based n cnstructin which has yet t be inviced. Page 5 CGMP Turner -- PMO Site A

6 Actin Requested Staff requests the Bard apprve CGMP in the amunt f $4,500,000 t Cntract N. DA (Cnstructin f Central Terminal Area Imprvements) with Turner. Fiscal Impact The MSC Nrth is an apprved capital prject at LAX. Prject csts will be recvered thrugh aernautical user terminal rentals and fees and terminal area cncessin revenues. 4. Alternatives Cnsidered Lease Cmmercial Office Space Staff cnsidered leasing cmmercial ffice space near LAX t huse the MSC Nrth prject team. Hwever, lease csts were between $22 -$25 millin and LAWA wuld nt wn the space at the end f the prject. A lng -term benefit f cnstructing an nsite PMO is that it will cntinue t be used fr husing cnstructin teams ver at least the next decade, even nce the MSC Nrth prject is cmpleted. Use the TPJV cntract Staff cnsidered using the TPJV cntract. Hwever, they are currently nly perfrming design wrk and a Ntice t Prceed fr cnstructin services has nt yet been issued. This wuld als require a change rder since PMO site develpment was nt included in that cntract. Use the Skanska W.E. O'Neil, a Jint Venture (SOJV) cntract LAWA currently has SOJV under cntract fr MSC enabling prjects. Hwever, they can nt cmplete the wrk in the time required by LAWA. APPROPRIATIONS: Funds fr this wrk package have been apprpriated under previus Bard actins. STANDARD PROVISIONS: 1. Any activity (apprval f bids, executin f cntracts, allcatin f funds, etc.) fr which the underlying prject has previusly been evaluated fr envirnmental significance and prcessed accrding t the requirements f the Califrnia Envirnmental Quality Act (CEQA) is exempt frm further review pursuant t Article II, Sectin 2.i. f the Ls Angeles City CEQA Guidelines. The Midfield Satellite Cncurse Envirnmental Impact Reprt (EIR) was certified by the Bard f Airprt Cmmissiners fr this prject n July 21, 2014 (Reslutin N ). 2. The underlying cntract was apprved as t frm by the City Attrney. 3. Actins taken n this item by the Bard f Airprt Cmmissiners will becme final pursuant t the prvisins f Ls Angeles City Charter Sectin 245. Page 6 CGMP Turner - PMO Site A

7 4. Turner Cnstructin is required by cntract t cmply with the prvisins f the Living Wage Ordinance. 5. Prcurement Services Divisin has reviewed this actin (File N ) and established a 15% cmbined Minrity/Wmen Business Enterprise level f participatin fr the Cnstructin Phase and established a 0% cmbined Minrity/Wmen Business Enterprise level f participatin fr the Pre -Cnstructin Phase f this prject. Turner Cnstructin cmmitted t 15% M/WBE fr the Cnstructin Phase and has achieved 9.53% t date. 6. Turner Cnstructin is required by cntract t cmply with the prvisins f the Affirmative Actin Prgram. 7. Turner Cnstructin has been assigned Business Tax Registratin Certificate number Turner Cnstructin is required by cntract t cmply with the prvisins f the Child Supprt Obligatins Ordinance. 9. Turner Cnstructin has apprved insurance dcuments, in the terms and amunts required, n file with the Ls Angeles Wrld Airprts. 10. As this is a cnstructin prject, the CAO has determined that this actin is exempt frm the prvisins f Charter Sectin 1022 (Use f Independent Cntractr). 11. Turner Cnstructin has submitted the Cntractr Respnsibility Prgram Pledge f Cmpliance and will cmply with the prvisins f the Cntractr Respnsibility Prgram. 12. Turner Cnstructin has been determined by Public Wrks, Office f Cntract Cmpliance t be in cmpliance with the prvisins f the Equal Benefits Ordinance. 13. Turner Cnstructin will be required t cmply with the prvisins f the First Surce Hiring Prgram fr all nn -trade Airprt jbs. 14.
