(HMDC) & ExxnMbil Canada Prperties is in the prcess f pre-qualifying cmpanies wh can supply recvery services fr drilling tls and pipe (fishing) and/r wellbre/bop cleanut tls fr their ffshre Newfundland and Labradr requirements. Cntractr shall prvide all management, persnnel, prcesses, materials, tls, equipment, applicable certificatins and facilities as may be required t ensure all equipment cvered by this (these) pending Cntract(s) shall be fabricated and supplied t meet all statutry requirements, cdes f practice and applicable specificatins. The intentin is t have this scpe f wrk cver the requirements f the Hibernia Prject and the Hebrn Prject. Fr clarity, the scpe f wrk includes nt nly the freging but may als include, at ExxnMbil and/r HMDC s discretin, additinal wrk related t minr changes t the scpe f wrk described herein. While nt planned, it shuld be nted that the resulting RFP and cntract(s) may require inclusin f and/r extensin t ther peratrs in the area, prject c-venturers, cntractrs and/r affiliated cmpanies. Fr wrk related t the Hibernia Prject, HMDC supprts prviding pprtunities t Canadian, and, in particular, Newfundland and Labradr cmpanies and individuals, n a cmmercially cmpetitive basis. Cntractrs expressing interest in prviding services r materials, if they are selected t bid, will be required t cmplete a Canada-Newfundland and Labradr Benefits Questinnaire at the bid stage. The increased visibility t three majr prjects and ther nted industry participants may be f value t yur rganizatin as it has the ptential t increase future prcurement pprtunities. Scpe f Wrk Overview: The scpe f wrk/supply includes, but is nt limited t, the supply f labur, equipment, and materials t perfrm the fllwing: 1. Prvisin f Fishing, Cut & Pull, and Pipe Recvery Services a. Pipe recvery and assciated casing / pilt milling services, b. Whipstcks and assciated services, c. Fishing and assciated services fr cased hle and pen hle applicatins and drilling jars, d. Assciated miscellaneus equipment and labur required t prvide these services. 2. Prvisin f Wellbre and BOP Cleanut Services: a. Wellbre and casing, cleanut and debris recvery equipment. b. BOP Cleanut and debris recvery equipment. c. Assciated miscellaneus equipment and labr required t prvide these services (nshre & ffshre). Page 2 f 5

3 Additinally, the selected cntractr will be required t meet all technical and Safety, Health, Envirnmental, and Security (SHE&S) specificatins and safe wrk practices f ExxnMbil and its affiliates as apprpriate. Minimum Technical Requirements 1. Prvisin f Fishing, Cut & Pull, and Pipe Recvery Services a. Minimum f 10 years f experience in pipe recvery, whipstck and fishing peratins in ffshre envirnment. b. Sufficient warehuse and maintenance shp space t supprt the wrk summary shwn in the Scpe f Wrk Overview abve. This warehuse and maintenance shp shuld be in St. Jhn s, NL r the surrunding area. c. An inventry f fishing equipment lcated in St. Jhn s, NL, r the surrunding area. It is HMDC and ExxnMbil s expectatin that this inventry f fishing equipment will be in place within ne mnth f cntract award. d. Demnstrated experience and tls that will allw the selected cntractr t cut & retrieve casing (340mm, 273mm, 244mm, 178mm r 140mm) in ne trip and cut and retrieve 762mm & 508mm casing strings. Demnstrated experience and tls t run and set whipstck and mill the casing windw in ne trip. 2. Prvisin f Wellbre and BOP Cleanut Services a. A demnstrated high level f expertise in wellbre and BOP cleaning services. b. Sufficient warehuse and maintenance shp space t supprt the wrk summary shwn in the Scpe f Wrk Overview abve. This warehuse and maintenance shp shall be lcated in NL and preferably lcated in St. Jhn s r the surrunding area. c. An inventry f wellbre and BOP cleaning equipment lcated in St. Jhn s, NL, r the surrunding area. It is HMDC and ExxnMbil s expectatin that this inventry f equipment will be in place within ne mnth f cntract award. d. Prvisin f cleanut equipment; casing cleaning, BOP cleaning, circulating tls, debris recvery, riser cleaning, wellhead cleaning. e. Demnstrated experience and tls t clean BOPs/wellheads/risers and recver debris, while maintaining well cntrl. f. Demnstrated experience and tls t clean casing/wellbre, recver debris, while maintaining well cntrl; in sizes 762mm, 508mm, 392mm, 288mm, 340mm, 273mm, 244mm, 178mm, 140mm. Cntractrs can respnd with the intentin t prvide either prtin f the scpe r the entire scpe based upn their capability. HMDC and ExxnMbil will cnsider cmpanies wh can prvide either the fishing, cut & pull and pipe recvery services r the wellbre and BOP cleanut services r bth. Submissin Requirements Vendr submissins in respnse t this Expressin f Interest must include the afre-mentined reference number, as well as the fllwing infrmatin: 1. Infrmatin demnstrating qualificatin fr the Scpe f Wrk detailed abve. 2. Infrmatin demnstrating vendr can meet minimum technical requirements detailed abve, including: Dcumentatin prving at least 10 years f relevant experience n ffshre peratins. This shuld include resumes f ffshre wrkers, supervisrs and nshre supprt staff that will be assigned t the prject. Page 3 f 5

4 Prvide staffing plan fr the prject. This shuld include but is nt limited t: Organizatinal chart identifying which persnnel will reside in Newfundland. Identify number f persnnel required bth nshre and ffshre t supprt the wrk scpe. Identify which persnnel will permanently wrk frm and be lcated in Newfundland fr the prject. 3. Describe yur experience perating under and familiarity with, the benefits prvisins f the Canada- Newfundland and Labradr Atlantic Accrd Implementatin Acts and yur experience with any similar regimes in ther parts f Canada r internatinally. At the RFP/ITT stage, bidders will be required t indicate hw they cmply with the abve. 4. Please acknwledge that respnsible management persnnel have read, understand and will supprt requirements t cmply with the fllwing where applicable i) Sectin 45 f the Canada-Newfundland and Labradr Atlantic Accrd Implementatin Act ii) The Hebrn Benefits Agreement and Hebrn Benefits Plan wrk requirements iii) The HSE Benefits Agreement and HSE Benefits Plan wrk requirements The data submitted will be used t d a preliminary evaluatin f yur cmpany s ability t perfrm these services. Additinal evaluatin in the frm f a prequalificatin shuld be anticipated in advance f ExxnMbil and/r HMDC finalizing a bidders list. It will fcus primarily n: past safety perfrmance applicable experiences prject executin skills prject management skills & integratin skills available technlgies with prven perfrmance current capability system lifecycle supprt capabilities and prven lifecycle prgrams wrk-lad persnnel qualificatins financial capacity We will evaluate this data and develp a final grup f vendrs wh will be asked t submit frmal cmpetitive bids. We reserve the right t make the final determinatin f which cntractrs will receive the Request fr Prpsals (RFP) r Invitatin t Tender (ITT) and which cntractr(s) will be awarded the final cntract(s). This Expressin f Interest is nt a pre-qualificatin f cntractrs fr ther ExxnMbil/HMDC wrk areas/prjects, but is limited t the scpe afrementined. In additin, participatin in this Expressin f Interest (including pre-qualificatin), including any statements whether ral r written between ExxnMbil/HMDC and yur cmpany, shall nt create r be deemed t create any binding legal relatinship r cntract, r be cnstrued t d s between ExxnMbil/HMDC and yur cmpany. All csts assciated with the preparatin f yur respnse t this expressin f interest shall be at yur expense. This Expressin f Interest (including pre-qualificatin) may r may nt result in the issuance f an RFP/ITT and may r may nt result in the award f (a) cntract(s). If yu respnd t this Expressin f Interest (including pre-qualificatin) and yur cmpany is selected t be n the bidders list, yur cmpany name and cntact infrmatin may be psted n public websites.
