The EMD shall be made payable to the purchaser without any conditions whatsoever. Thus, Bid must be accompanied by earnest money deposit (EMD) for an amount ofrs. sin Lacs, in the following manner: I. 5 3.0 CLASSIFICATION OF BIDDERS:. A. CATEGORY-I:- Bidders / Joint Venture Firms having "A" Class License from Chief Electrical Inspector of any other state/ Union Territory of Ind ia other than Himachal Pradesh. B. CATEGORY-II:- Bidders / Joint Venture Firms having "A" Class License from Chief Electrical Inspector of Himachal Pradesh having their registered office in Himachal Pradesh. C. CATEGORY-III:- Bidders in a Co-Operative Society, having 100% membership of retired employees of HPSEB, having "A" Class License from Chief Electrical Inspector of Himachal Pradesh. 4.0 JOINT VENTURE: FOR CATEGORY-I&II: - Means two or more parties who jointly qualify the eligibility/pre Qualifying criteria (as per Clause No. 5.0 below) and enter into a registered agreement to execute the work jointly. FOR CATEGORY-III :- Same as above except that all should be Ex-HPSEB Employees and evidence in support of qualifying requirements stipulated hereinafter (Clause No. 5.1 B) is required to be submitted. NOTE:-The Bidders shall furnish the Joint Consortium Agreement on prescribed format as per Section VI-Annexure of Tender Documents. 5.0 PRE-QUALIFYING REQUIREMENTS: The essential minimum Pre Qualifying Requirements are as under: 5.1 TECHNICAL: A. CATEGORY-I&II: The Bidder/Firm/Joint Venture Consortium should have designed, erected and commissioned at least 1 (one) No. Sub-Station of 33/11 KV Voltage Class or higher Voltage Class Sub-Station for any Electricity BoardlDistribution Company/Govt. agency including PSUs during the last five years and it should be in successful operation for at least one year as <m tlw date of Bid Opening (Part-I) for which performance certificates shall be furnished by the Bidders. B. Cf\TEGORY-III:, Each member of the society should have been in technical services of the HPSEB for at least 20 years. In this regard, a certificate from HPSEB Ltd. serving engineer not less than the rank of Superintending Engineer / Equivalent shall have to be produced along with list of works o~erated. However, the members of the bidder society should not have been retired within two years of active service of the Board from the date of bidding. The works erected & commissioned on turnkey basis after taking some or all equipments from the authority owning/ awarding the works shall also be considered as the works designed, erected and commissioned for the respective category.

6 C. REGISTRATION AS "A" CLASS CONTRACTOR: The bidders should have A-Class license from the Chief Electrical Inspector, H.P. The bidders from outside H.P. should also be registered with Chief Electrical Inspector anywhere in the country. but they have to register with Chief Electrical Inspector of H.P. within 3 Months of the award letter/ L.O COMMERCIAL: The essential minimum Pre Qualifying Requirements are as under: A. CATEGORY-I&I1: The Bidder/Firm/Joint Venture Consortium should be financially sound and the annual turnover of the bidder during any two years out of last five years would be considered and for these two years the annual turnover of each year should not be less than 50.0% of the NITlEstimated Cost. B. CATEGORY-III: The bidder shall supply an assets statement of the society or its members duly pledged in favour of the society equivalent to 30% of the amount put to tender at the time of purchase of tender duly certified by the scheduled/ Co-Op. Bank or C.A. At the time of purchase of tender, the bidders shall have to produce documentary proof from the Scheduled Bank/Nationalized Bank / C.A. in regard to financial turnover/ capability. 6.0 STATUTORY REGISTRATIONS: The bidders should have PAN/ TAN/ TIN/ Income Taxi Sales Taxi CST/Service' Taxi EPF Registrations etc. as required under applicable Rules. 7.0 DECLARATION OF NON BLACK LISTING: The bidder will declare on Non Judicial Stamp Papers of appropriate value (Charges to be borne by the bidder) that they are not black listed by any State Govt. Agency/ Department in the last five years. The bidder having been Bankrupt / Blacklisted / Debarred by any Government Department / Power Utility / Instrumentality / Discom / Govt. Agency to do any business shall not be eligible to participate in the bidding process. 8.0 CREDIT FACILITY: The bidder(s) should have credit facilities extended by any Nationalized/Scheduled Bank or State Co-Operative Bank equivalent to 25% of the amount put to the Tender. The bidders shall have to produce documentary proof from the ScheduledlNationalized/Co-Op. Bank in regard to evidence of access to lines of credit & availability of other financial resources. 'T{~.,?
