DESCRIPTION OF PAYMENT Total annual registration charges of Rs GST (18%) = 1,180/- only to be paid to the Tender Wizard (Non-Refundable) in the shape of e-payment, payable at Delhi. 4 Page After registration, bidder has to submit request electronically through their login user ID. 1.3 Bid must be accompanied by earnest money deposit (EMD) of Rs. 41,120/- only for work in the shape of demand draft drawn in favour of Addl. SE/Sr. Executive Engineer, Electrical Division, Solan payable at Solan on any scheduled bank payable at Solan. And also upload the Scanned Copy of EMD in e-tender. 1.4 All amounts, except EMD, are non refundable. 5 Page -4 A. CATEGORY-I:- Bidder / Joint Venture Firms having A Class License from Chief Electrical Inspector of any other state/ Union Territory of India other than Himachal Pradesh. B. CATEGORY-II:- Bidder / Joint Venture Firms having A Class License from Chief Electrical Inspector of Himachal Pradesh having their registered office in Himachal Pradesh. C. CATEGORY-III:- Bidders in a Co-Operative Society having 100% membership of retired employees of HPSEB having A Class License from Chief Electrical Inspector of Himachal Pradesh. JOINT VENTURE:- FOR CATEGORY-I & II: - Means two or more parties who jointly qualify the eligibility criteria and enter into a registered agreement to execute the work jointly. FOR CATEGORY-III: - Same as above except that all should be Ex-HPSEB Employees and evidence in support of qualifying requirements stipulated hereinafter is required to be submitted. Before issue of the tender documents, the bidder shall have to furnish adequate documentary evidence in support of pre-qualifying requirements stipulated as below:- 3.0 PRE-QUALIFYING REQUIREMENTS: The essential minimum Pre Qualifying Requirements are as under: 3.1 TECHNICAL:- A. CATEGORY-I:- B Bidder/Firm/ Joint Venture Consortium should have designed, erected and commissioned 11 KV line at least 30 KM. H.T, L.T line or 10 DTR s or 5 km Overhead AB Cables/underground H.T/L.T cables/ Prov. and Erection of Auto Re-Closure in HPSEBL or whichever applicable and it should be in successful operation at the time of sale of Bid Documents. CATEGORY-II for works above Rs Lac:- Bidder/Firm/ Joint Venture Consortium should have designed, erected and commissioned at least have or above substations or have constructed/erected 30 kms H.T, L.T line or 10 DTR s or 5 km Overhead AB Cables/underground H.T/L.T cables/ Prov. and Erection of Auto Re-Closure in HPSEBL or whichever applicable and it should be in successful operation at the time of sale of Bid Documents. 6 Page -5 C. CATEGORY-III:- Each member of the society should have been in technical services of the HPSEB for at least 20 years. In this regard a certificate from HPSEB Ltd. serving engineer not less than the rank of Superintending Engineer / Equivalent shall have to be produced along with list of works operated. However, the members of the bidder society should not have been retired within two years of active service of the Board from the date of bidding. D. REGISTRATION AS A CLASS CONTRACTOR:- The bidders should have A-Class license from the Chief Electrical Inspector Himachal Pradesh State. The bidders from outside H.P. should also be registered with Chief Electrical Inspector anywhere in the country, but they have to register themselves with the Chief Electrical Inspector to H.P. within 2 Months of the award letter/ L.O.I. 3.2 COMMERCIAL:- The essential minimum Pre Qualifying Requirements are as under:- A. CATEGORY-I:- The bidder should be financially sound and average annual turnover of the bidder for past two years out of last five years should be Rs Lac. In case of Multi Tenders by the bidder against one press tender, the average annual turnover should be Rs Lakh plus Rs Lac for each additional bid. B. CATEGORY-II for works above Rs Lac:- Annual turnover of the bidder for the past two years, out of the last five years should be Rs Lakh. In case of Multi Tenders by the bidder against one press tender, the average annual turnover should be Rs Lakh plus Rs Lakh for each additional bid. C. CATEGORY-III:- The bidder shall supply an asset statement of the society or its members duly pledged in favour of the society equivalent to 30% of the estimated cost at the time of purchase of tender duly certified by the scheduled/ Co-Op. Bank or C.A. At the time of purchase of tender, the bidders shall have to produce documentary proof from the scheduled Bank / Co-Op. Bank / C.A. in regard to financial turnover/ capability. Contd. 7 Page -6 D. STATUTORY REGISTRATIONS:- The bidders should have PAN/ TAN/ TIN/ Income Tax/ CST/GST/ EPF Registrations etc. as required under applicable Rules. E. DECLARATION OF NON BLACK LISTING:- The bidder will declare on Non Judicial Stamp Papers of appropriate value (Charges to be borne by the bidder) that he is not black listed by any State Govt. Agency/ Department in last five years. Bidder shall also furnish a list of such works executed in HPSEBL within scheduled period and should be countersigned by the concerned Engineer-in-charge (Senior Executive Engineer). The bidder having been Bankrupt / Blacklisted / Debarred by any Government Department / Power Utility / Instrumentality / Discom / Govt. Agency to do any business shall not be eligible to participate in the bidding process. 1. Liquid Assets: The bidder(s) should have credit facilities extended by any Nationalized or State Co-Operative Bank equivalent to 25% of the estimated cost of NIT. The bidders shall have to produce documentary proof from the scheduled Bank / Co-Op. Bank in regard to evidence of access to limits of credit & availability of other financial resources.
