3 Intrductin Welcme t TQUK. TQUK is an Awarding Organisatin recgnised by the Office f Qualificatins and Examinatins Regulatin (Ofqual) in England and by the Welsh Gvernment. TQUK ffers qualificatins n the Qualificatins and Credit Framewrk (QCF). Qualificatins regulated by Ofqual are listed n the Register f Regulated Qualificatins ( We aim t prvide qualificatins that meet the needs f industry which are designed by leading prfessinals and delivered t centres and learners with integrity and cmpliance in mind. T accmpany the qualificatin, TQUK will prvide centres with wrld class custmer service t supprt the delivery f ur qualificatins. Please visit ur website fr news f ur latest develpments. Qualificatin Specificatins Each qualificatin which TQUK ffers is supprted by a specificatin that includes all the infrmatin required by a centre t deliver a qualificatin. Infrmatin in the specificatin includes unit infrmatin, assessment and learning utcmes. The aim f the Qualificatin Specificatin is t guide a centre thrugh the prcess fr delivering the qualificatin. Please read alngside the TQUK Centre Handbk. Further details f TQUK s prcedures and plicies can be fund n ur website and accessed via a centre s hmepage in the Management Suite. TQUK expects all centres t familiarise themselves with the specificatin and the Centre Handbk as they will assist in the administratin, preparatin, delivery and assessment f the qualificatin. All TQUK literature will be prvided thrugh the medium f English. On request, materials can be supplied in Welsh r Irish. Qualificatin specificatins can be fund n the TQUK website Please check the website regularly t ensure that yu are using the mst up t date versin. This qualificatin may be eligible fr public funding. Use f TQUK Lg, Name and Qualificatins TQUK is a prfessinal rganisatin and use f its name and lg is restricted. TQUK s name may nly be used by apprved centres t prmte any TQUK qualificatins. 3
4 When using TQUK s lg, there must be n changes r amendments made t it, in terms f clur, size, brder and shading. Only the lg given as part f centre apprval shuld be used. Apprved centres must nly use the lg fr prmtinal materials such as n crprate/business letterheads, pages f a centre's web site relating t TQUK qualificatins, printed brchures, leaflets r exhibitin stands. If a centre n lnger has TQUK apprved centre status, it must immediately discntinue the use f TQUK s lg. Intrductin t the Qualificatin The TQUK Level 2 Award in Equality and Diversity (QCF) is regulated by Ofqual. Qualificatin Purpse The TQUK Level 2 Award in Equality and Diversity (QCF) develps learners knwledge and understanding f diversity and an appreciatin f its value t sciety; steretyping and the underlying assumptins and generalisatins; the cncept f equal pprtunities and hw t recgnise psitive appraches that prmte equality and diversity. Entry Requirements There are n specific entry requirements hwever learners shuld have a minimum f Level ne in literacy and numeracy r equivalent. The qualificatin is suitable fr learners pre - 16 and abve. Prgressin Equality and diversity are key values in sciety and therefre underpin many aspects f life and wrk. Learners can apply the knwledge and understanding in a variety f vcatinal areas when prgressing t qualificatins such as: Level 2 Certificate in Preparing t Wrk in Adult Scial Care (QCF) Level 2 Diplma in Health and Scial Care (Adults) fr England (QCF) Level 2 Certificate in Principles f Business and Administratin (QCF) Level 2 NVQ Certificate in Business and Administratin (QCF) Level 2 Certificate in Team Leading Principles (QCF) Level 2 NVQ Certificate in Team Leading (QCF) r apprenticeships in these and ther sectrs. 4
5 Structure Learners must achieve ne credit frm ne mandatry unit t be awarded the TQUK Level 2 Award in Equality and Diversity (QCF). Mandatry Unit Unit(s) Unit ref. Level Guided Learning Hurs Credit value Valuing Equality and Diversity in Sciety M/503/ Guided Learning Hurs The credit value f a qualificatin can be used t determine hw lng it will take a learner t achieve, as ne credit crrespnds t 10 hurs f learning. These hurs are made up f cntact time with a teacher/assessr, referred t as guided learning hurs (GLH), and nn-cntact time fr study and assessment activities. Assessment This qualificatin is assessed thrugh activities, which are develped by the centre, internally marked and sampled as part f quality assurance/ internal verificatin prcedures. Recrding dcuments fr the assessments can be fund n the TQUK Management Suite. The assessment and quality assurance prcess will be subject t external quality assurance/verificatin by TQUK. The recmmended assessment methds fr this qualificatin are:- Grup Discussin Case study Written assignment Questin and answer sessins All learning utcmes must be met t achieve a Pass - there is n grading 5
6 Centre Apprval T ffer any TQUK qualificatin each centre must be registered with TQUK and meet centre and qualificatin apprval criteria. Apprval must be cnfirmed prir t any assessment f learners taking place. It is essential that centres prvide learners with access t apprpriate supprt in the frm f specialist resurces. Apprved centres must seek apprval fr each qualificatin they wish t ffer. The apprval prcess requires centres t demnstrate that they have the resurces, including staff, t deliver and assess the qualificatin. Centre Plicies In rder t btain centre apprval frm TQUK, an apprved centre must have a range f plicies in place. A full list f these plicies can be fund n the centre s hmepage f the TQUK Management Suite in the dwnlads sectin. It is a centre s respnsibility t ensure that all emplyees are aware f the plicies and prcedures and that they are adhered t at all times. Learners shuld als be infrmed, by the centre, f plicies that are relevant t them such as cmplaints and appeals. Failure t enfrce r adhere t these plicies culd result in a centre s apprval status being withdrawn. TQUK has plicies and prcedures in place t supprt centres. Definitins and details can be fund in the Centre Handbk and n the TQUK website. These include: Equality and Diversity If a centre des nt have an Equality and Diversity Plicy, TQUK can prvide ne. Learners shuld be made aware that this plicy is available t them shuld they chse t view it. Reasnable Adjustments and Special Cnsideratins TQUK is cmmitted t cmplying with all current and relevant legislatin in relatin t the develpment and delivery f ur qualificatins which at the time f writing includes, but is nt limited t, the Equality Act We seek t uphld human rights relating t race relatins, disability discriminatin and special educatinal needs f ur learners and t prvide equal reasnable adjustments and special cnsideratins fr all learners registered n ur qualificatins. TQUK expect all apprved centres t have in place an Equality and Diversity Plicy, which includes the fllwing principles and guidelines: Assessment shuld be a fair test f learners knwledge and what they are able t d. Fr sme learners the usual frmat f assessment may nt be suitable. We ensure that ur qualificatins and assessments d nt bar learners frm taking ur qualificatins. 6
7 We recgnise that reasnable adjustments r special cnsideratins may be required at the time f assessment where:- learners have a permanent disability r specific learning needs learners have a temprary disability, medical cnditin r learning needs learners are indispsed at the time f the assessment. The prvisin fr reasnable adjustments and special cnsideratin arrangements is made t ensure that learners receive recgnitin f their achievement prvided that the equity, validity and reliability f the assessments can be assured. Such arrangements are nt cncessins t make assessment easier fr learners, r t prvide any learner with unfair advantage. Appeals Plicy TQUK s Appeals Plicy is aimed at ur custmers, including learners, wh are delivering, enrlled n r have taken a TQUK apprved qualificatin r unit. It sets ut the prcess a centre shuld fllw when submitting appeals t TQUK and the prcess TQUK will fllw when respnding t enquiries and appeals. It is imprtant that staff invlved in the management, assessment and quality assurance f TQUK s qualificatins are aware f the cntents f TQUK s plicy. Fr details f TQUK's plicy and prcedure n appeals, please refer t the hmepage n the TQUK Management Suite. T be apprved by TQUK, a centre must have in place an internal Appeals Plicy that is shared with learners. Cmplaints Fr details f TQUK's plicy and prcedure n cmplaints, please refer t the hmepage n the TQUK Management Suite. Supprt frm TQUK Apprved centres will be able t access supprt frm TQUK whenever necessary. External Verifier visits will be undertaken n a regular basis. TQUK als ffer apprved centres the service f an Accunt Manager. An Accunt Manager s rle is t supprt centres with any administratin queries r qualificatin supprt. Curse Delivery Pre-Curse Infrmatin All learners shuld be given apprpriate pre-curse infrmatin regarding any TQUK qualificatins. The infrmatin shuld explain abut the qualificatin, the fee, the frm f the assessment and any entry requirements r resurces needed t undertake the qualificatin. 7
8 Initial Assessment Centres shuld ensure that any learner registered n a TQUK qualificatin undertakes sme frm f initial assessment. The initial assessment shuld be used t infrm a teacher/trainer n the level f the learner s current knwledge and/r skills. Initial assessment can be undertaken by a teacher/trainer in any frm, depending n the qualificatin t be undertaken by the learner/s. It is the centre's respnsibility t make available frms f initial assessment that are valid, applicable and relevant t TQUK qualificatins. All initial assessment findings shuld be analysed by a teacher/trainer and the infrmatin btained shuld be used t infrm teaching and learning appraches, cntent delivery and assessment strategies. Initial assessment will be reviewed during the IV and EV prcess. Learner Registratin Once apprved t ffer a qualificatin, the centre shuld register learners befre any assessment can take place. Apprved centres must fllw TQUK s prcedures fr registering learners n the hmepage f the Management Suite. Fr shrt curses, TQUK ffer the ptin f registering a curse and bking a number f places. Learners are then added nce the curse has taken place, thus acknwledging situatins where substitutins are made at shrt ntice t meet business needs. Resurces Learners will need access t the fllwing:- Curse manual ICT resurces if applicable Equipment at the venue Apprpriate general and subject specific texts A suitably equipped venue and resurces Other resurces t supprt identified needs f learners. Resurces t supprt the delivery f the qualificatin This list is nt final, additinal resurces may be added t meet the needs f the learners. Training Requirements Training must be delivered fllwing quality detailed lessn plans. All lessn plans must include:- Aim (a clear cncise statement t shw what the learners are t achieve by the end f the curse) Objectives (t give the learners a step by step guide as t hw they are ging t achieve the aim f the curse) Length f time allcated fr each individual sessin Learner activities during the sessin Training methds, resurces and equipment t be used Methds f assessing the level f knwledge/skills the learners have gained. 8
9 Trainer/Assessr Requirements The rle f a teacher, trainer, tutr r assessr is t deliver TQUK qualificatins t learners. They must be qualified in the subject area they are delivering. Any centre staff delivering a qualificatin must als hld relevant experience f delivery f that qualificatin r wrk experience in the qualificatin subject. The respnsibility f a trainer, teacher, tutr r assessr is t ensure that learners gain knwledge and/r skills when studying a TQUK qualificatin. They must ensure that they fllw TQUK s qualificatin specificatins and deliver an interesting and infrmative curse t learners. They must ensure learners receive the crrect supprt and/r advice t assist them in achieving their qualificatin. All TQUK qualificatins must be delivered in a prfessinal manner. It is a teacher/trainer s respnsibility t ensure that all sessins are fully planned and prepared and that all resurces are available t learners. In rder t gain apprval by TQUK t deliver the Level 2 Award In Equality and Diversity (QCF) trainers/assessrs must:- be ccupatinally cmpetent in the subject area being delivered shw current evidence f cntinuing prfessinal develpment in assessment and quality assurance and hld the qualificatin (r equivalent ) they are assessing and have successfully assessed learners fr ther qualificatins; if assessing quality assurance rles, they must have experience as a qualified quality assurance practitiner f carrying ut internal r external quality assurance f qualificatins fr a minimum f tw assessrs and a teaching qualificatin such as: Further and Adult Educatin Teachers Certificate Cert Ed/PGCE/B Ed/M Ed PTLLS/CTLLS/DTLLS Level 3 Award/4 Certificate/5 Diplma in Educatin and Training and be ccupatinally cmpetent in the training and/r assessing and perating within Learning and Develpment NOS 9 Assess Learner Achievement, evidenced by ne r mre f the fllwing r equivalent qualificatins: Level 3 Award in Assessing Cmpetence in the Wrk Envirnment (QCF) Level 3 Award in Assessing Vcatinally Related Achievement (QCF) Level 3 Award in Understanding the Principles and Practices f Assessment (QCF) Level 3 Certificate in Assessing Vcatinal Achievement (QCF) A1 r D32/D33 r attend a CPD event fr trainer/assessrs held by TQUK 9
10 Assessment Plicy A centre must ensure that assessment is valid, reliable and des nt disadvantage r advantage any grup f learners r individuals. The assessment prcedure shuld be pen, fair and free frm bias. There shuld als be accurate and detailed recrding f assessment decisins. In rder t d this, the centre shuld:- Assess learner s evidence using nly the published assessment criteria Ensure that assessment decisins are impartial, valid and reliable Develp assessment prcedures that will minimise the pprtunity fr malpractice Maintain accurate and detailed recrds f assessment decisins Maintain a rbust and rigrus internal verificatin prcedure Annually prvide samples fr external verificatin, as required by the awarding bdy Mnitr external verifier reprts and undertake any remedial actin required Share gd assessment practice between all training teams Ensure that assessment methdlgy is understd by all staff Prvide resurces t ensure that assessment can be perfrmed accurately and apprpriately Results and Certificatin Results and certificates will be issued t centres nce they have undertaken the required internal quality assurance prcedures and have undergne external quality assurance activities, necessary fr each qualificatin. It is a centre s respnsibility t ensure learners are ntified abut the result f any assessment utcmes. Apprved centres must als fully infrm learners regarding hw and when they are able t btain any results and/r certificates after successfully cmpleting a curse. Once all curse dcumentatin has been received and quality assured, certificates will be dispatched and shuld be received at the centre within 48 hurs. T infrm TQUK f learners wh have passed, centres shuld use the Registering a Grup f Learners sectin n the hmepage f the TQUK Management Suite. Shuld exceptinal circumstances arise and a certificate is lst r damaged, learners may request a replacement certificate. Replacement certificates will have the same standing as riginal certificates and will incur a fee. An apprved centre shuld make replacement certificate requests t TQUK Centre Quality Assurance TQUK require each centre t have in place a functining quality system that is apprpriate t the centre s size and vlume f learners. The centre shuld als maintain sufficient recrds which demnstrate the use f quality systems and the utcmes f key mnitring activities. All qualificatins shuld be delivered t a high standard and assessment and internal quality assurance/verificatin must be embedded thrughut a centre s quality assurance system. 10
11 Each apprved centre must emply staff wh can undertake a number f specific rles that allw the centre t functin effectively. Sme centre rles can be undertaken by different individuals r the same persn, depending n the size f the centre and the vlume f TQUK qualificatin being delivered. Full details f centre and TQUK respnsibilities fr quality assurance can be fund n the TQUK website and in the Centre Handbk. Internal Verifier The rle f an Internal Verifier (IV) is at the heart f the quality assurance and management systems f each apprved TQUK Centre. There are three main aspects f the Internal Verifier rle: - Verifying assessment Develping and supprting teachers, trainers, tutrs and assessrs Managing the quality f delivery Verifying assessment is cncerned with maintaining the quality f assessment fr all learners. In mst centres this frms the cre part f the Internal Verifier s duties, and is by far the mst time cnsuming. There are three strands t verifying assessment: - sampling assessments, mnitring assessment practice and standardising assessment judgements. IVs shuld ffer advice and guidance n best practice t trainers and assessrs. IVs will undertake regular bservatins f trainers and assessrs. They will als review learners prtflis and undertake standardisatin activities as part f this supprt. IVs will be expected t devise and undertake sampling activities in line with centre apprval respnsibilities. They are als respnsible fr managing the quality f delivery by trainers, t ensure that learners are receiving the best pssible teaching and learning. IVs set best practice standards in centres. Internal Verifier Requirements Internal verifiers must have relevant experience in delivering and/r assessing the subject they are internally verifying. This includes having a wrking knwledge f the requirements f the qualificatin, and a thrugh knwledge and understanding f the rle f tutrs/assessrs and internal quality assurance. Internal verifiers must supprt tutrs and assessrs in their delivery and assessment f a qualificatin. They shuld als bserve assessments. All thse wh quality assure these qualificatins internally must: - Have up-t-date wrking knwledge and experience f best practice in assessment and quality assurance Shw current evidence f cntinuing prfessinal develpment in assessment and quality assurance and Hld ne f the fllwing qualificatins r their recgnised equivalent: Level 3 Award in Assessing Cmpetence in the Wrk Envirnment r Level 3 Certificate in Assessing Vcatinal Achievement, r A1 Assess candidate perfrmance using a range f methds, r 11
12 D32 Assess candidate perfrmance and D33 Assess candidate using differing surces f evidence Level 4 Award in the Internal Quality Assurance f Assessment Prcesses and Practice, r Level 4 Certificate in Leading the Internal Quality Assurance f Assessment Prcesses and Practice, r V1 Cnduct internal quality assurance f the assessment prcess r D34 Internally verify the assessment prcess r attend a CPD event fr IVs held by TQUK Internal verifiers wh d nt hld ne f the internal quality assurance qualificatins listed abve must fllw the principles set ut in Learning and Develpment NOS 11 - Internally mnitr and maintain the quality f assessment. External Quality Assurance/Verificatin External quality assurance (EQA) is carried ut t ensure a centre is using valid, reliable, fair and ethical assessment and internal quality assurance prcesses. External quality assurers/verifiers (EVs) will be appinted by TQUK t apprve a centre, and t mnitr delivery, assessment and internal quality assurance. Annual EV visits are prvided free. Additinal supprt visits can be requested at any time which will incur a charge. Additinal supprt can include specific advice regarding particular qualificatin requirements, and/r assessment and internal quality assurance guidance. If centres have any specific qualificatin questins, they shuld cntact TQUK. TQUK will make cntact with a centre t arrange external quality assurance activities and may request infrmatin in advance f an EV visit. Malpractice & Maladministratin Plicy Definitin f Malpractice Malpractice is any activity r practice which deliberately cntravenes regulatins and cmprmises the integrity f the internal r external assessment prcess and/r the validity f certificates. It cvers any deliberate actins, neglect, default r ther practice that cmprmises, r culd cmprmise:- the assessment prcess the integrity f a regulated qualificatin the validity f a result r certificate the reputatin and credibility f TQUK the qualificatin r the wider qualificatins cmmunity Malpractice may include a range f issues frm the failure t maintain apprpriate recrds and systems t the deliberate falsificatin f recrds in rder t claim certificates. It als cvers miscnduct and frms f unnecessary discriminatin r bias twards certain r grups f learners. 12
13 Definitin f Maladministratin Maladministratin is any activity r practice which results in nn-cmpliance with administrative regulatins and requirements and includes the applicatin f persistent mistakes r pr administratin within a centre (e.g. inapprpriate learner recrds) Centre s Respnsibility It is imprtant that centre staff invlved in the management, assessment and quality assurance f TQUK qualificatins, and learners, are fully aware f the cntents f the plicy and that centres have arrangements in place t prevent and investigate instances f malpractice and maladministratin. A failure t reprt suspected r actual malpractice/maladministratin cases, r have in place effective arrangements t prevent such cases, may lead t sanctins being impsed n a centre (see TQUK s Sanctins Plicy in the dwnlads sectin f the TQUK Management Suite fr details f the sanctins that may be impsed). TQUK can prvide centres with guidance/advice/supprt n hw t prevent, investigate, and deal with malpractice and maladministratin. A centre s cmpliance with this plicy, and hw it takes reasnable steps t prevent and/r investigate instances f malpractice and maladministratin, will be reviewed by TQUK peridically thrugh nging centre mnitring arrangements. Shuld an investigatin be undertaken int a centre, the head f centre must:- respnd speedily and penly t all requests relating t the allegatin and/r investigatin cperate and ensure that staff cperate fully with any investigatin and/r request fr infrmatin. 14 The TQUK Management Suite Once a centre registers with TQUK they will be given a centre lgin t the Management Suite where they will enter their centre details. The TQUK Management Suite hlds infrmatin regarding the centre apprval prcess. The bking and management f a centre's qualificatins with TQUK is user friendly and designed t help in the administratin f qualificatins. Centres will be able t register learners and curse details via their hmepage n the Management Suite. A centre will be able t register:- Curse details Trainer/Tutr/Assessr and IV details Learner details Results fr certificatin Management Suite training will be given t each new centre, nce apprved.
