15 Cities and Counties within the Sacramento-San Joaquin Valley need to make a finding on Urban Level of Flood Protection (200- year level of protection) before approving certain land use decisions. Affected Land Use Decisions Entering into a development agreement Approving a discretionary permit or other discretionary entitlement Approving a ministerial permit for new residences Approving a tentative map, or parcel map for which a tentative map was not required No State agencies have given authority for review, approval or enforcement.
16 1) To narrow the scope, which counties does this apply to? 2) How are counties supposed to comply with this General Plan requirement by July 01, 2015? 3) Isn t this an unfunded mandate? It is going to cost us about $50,000 to do this General Plan & Zoning Code Amendment. 4) Are there any CEQA exemptions to streamline this planning process? 5) I ve heard there are a list of sample General Plan Policies where do I find those? 6) What are the penalties for not complying by July 01, 2015? 7) We are also required to update our Zoning Ordinance by July 01, Are there any suggestions about the types of amendments? 8) Can you recommend any consultants who have experience with this type of update? 9) Which cities/counties have complied by getting their GPAs done by July 01, 2015?
17 Adequate levels of flood protection should be commensurate with the corresponding values of assets being projected. Integrated water management approach is not only for longterm sustainability, but also facilitate leverages among different funding sources and financing tools. System-wide solutions can alleviate resource conflicts and social inequality, and provide an opportunities to stay ahead of the game. Clear delineation of roles and responsibilities is critical for implementation, which can take decades. Long-term vision can be distorted by the needs of near-term success. Land use authorities have to be involved.
