Johnson, Executive Director (916) SUBJECT: EXECUTIVE DIRECTOR'S REPORT FOR AUGUST 20, 2015 SAFCA Intent to Serve as Local Sponsor for GRR and Plan to Accomplish Financial Assurances One of the actions the Board is requested to take today is to approve a resolution which indicates SAFCA s intent to serve as the local sponsor for the project described in the American River Watershed Common Features General Reevaluation Report (GRR). As the local sponsor, one of the assurances SAFCA will be making today is to provide the local share of the total project costs for the GRR project elements once it is authorized by Congress. The cost of the recommended plan in the GRR is approximately $1.5 billion. This is significantly higher than what was assumed to be required for this work in the Final Engineer s Report for the Consolidated Capital Assessment District (CCAD) in The GRR recommended plan reflects numerous changes that have occurred since 2007 as highlighted below: New urban levee standards to address underseepage - the same standard that required the expanded work in Natomas and along the American River is now being applied to the remainder of the system; Significantly higher standards for bank, channel and levee erosion protection; Requirements to address levee encroachments, access and vegetation; Natomas levee raising removed from GRR resulting in loss of Federal credits; and Higher non-federal cost share than anticipated. In addition, the LERRD s (Land, Easements, Rights-Of-Way, Relocations and Disposal Areas) requirements for the non-federal sponsors have increased. In order to support SAFCA s agreement to be the local sponsor and provide the local cost share, the Board will be requested today to take an action to start the CEQA process to prepare an

2 Page 2 Environmental Impact Report (EIR) to form a new assessment district. The new Consolidated Capital Assessment District 2 (CCAD2) would replace the existing CCAD. While the new CCAD2 would be formed in 2016, its assessments would not be levied until the budget year. New CCAD2 bonds would not be issued until fall of 2017 when the existing CCAD bonds can be refunded without penalty. In order to continue advancing projects until the fall of 2017, the following actions will take place: Subordinate CCAD bonds will be issued in October 2015; An agreement will be executed to sell Bond Anticipation Notes (BAN s) to the City of Sacramento when SAFCA needs cash. (Similar to previous arrangements); Remaining available funds will be utilized, as needed: o Development Impact Fee account; o North Area Local Project account; o Operations and Maintenance Assessment District account; and o State reimbursement. Staff will continue to work with the Finance Committee as the details of the process are developed. Levee Accreditation Project Request for Qualifications SAFCA will be issuing a Request for Qualifications (RFQ) regarding construction management services for the upcoming Levee Accreditation Project. After the firms have been evaluated, staff s recommendation will be brought to the Board to select a firm. American River Watershed Folsom Dam Modifications - Joint Federal Project Photographs Work continues to progress on the construction of the new dam and auxiliary spillway at Folsom Dam.
