7 Flood Protection Grant Program Grants to political subdivisions of the State of Texas to assess risks of flooding and evaluates structural and nonstructural solutions to flooding problems. Planning considers flood protection needs of the entire watershed. Previously known as Flood Protection PLANNING Since 1987, 136 grants for over $22.2M awarded In 2016, $3.5M was allocated through Governor s Office from the Disaster Contingency Fund No. 453 incorporating early warning systems, flood response and continues with flood protection planning 50/50 Cost share 7

8 Flood Mitigation Assistance Provides federal funding to assist states and communities to implement cost effective measures to reduce or eliminate the longterm risk of flood damage to buildings, manufactured homes and other structures insurable under the NFIP. $125+ Million awarded from /25 Cost share 8

9 Two Types of FMA Grants FMA Planning Grants: To develop or update the Flood Hazard component of the Multi-Hazard Mitigation Plan. FMA Project Grants: To implement measures to reduce flood losses. Projects that reduce the risk of flood damage to structures insurable under the NFIP are eligible. Such activities include: - Acquisition of insured structures and real property, - Relocation or demolition of insured structures, - Dry flood proofing of insured structures, - Elevation of insured structures, and - Minor localized flood reduction projects. 9

10 (Severe) / Repetitive Loss Now fall under FMA Repetitive Loss: - Two or more claims at $1k in 10 year period - Funded at 90/10 cost share Severe Repetitive Loss: - Four or more claims at $5k, or two = house value - Funded by 100% federal 10

11 Cooperating Technical Partners The CTP Program is an innovative approach to creating partnerships between the Federal Emergency Management Agency (FEMA) and participating NFIP communities, regional agencies, state agencies, tribes and universities that have the interest and capability to become more active participants in the FEMA flood hazard mapping program. 11

13 Recent Developments New CTP Coordinator Manuel Razo Two new employees for outreach - Josh Oyer and Kara Denney Helped develop TexasFlood.org website - Flood Viewer and TexMesonet $200,000 for modeling for the National Weather Service has been approved by the Board. 13
