1 1. What is a Cyclic Schedule? Pre-determined rster built t the specific peratinal needs f the centre. Frecasted in advance fr a perid ranging frm 12 t 15 mnths. Operates n either fur (4) r six (6) week cycles. 2. What is a cycle? The term cycle relates t the actual duratin f the schedule Cycles can be either fur (4) weeks fr (6) weeks in duratin 3. Hw many days are in a schedule? 28 days in a fur (4) week cycle. 42 days in a six (6) week cycle. 4. Hw des the schedule actually wrk? Officers are allcated t a line within the schedule. After every cmpleted schedule (cycle) the fficer simply mves t the next line within their allcated area f respnsibility. 4. Hw far in advance will fficers knw what they are wrking? 12 t 15 mnths 5. Why are we changing t cyclic scheduling? The current rstering system is utdated and lacks many features that cyclic scheduling ffers. Cyclic schedules prvide best practice in relatin t rster management, and CSNSW is fllwing ther public sectr agencies that perate it successfully. Prvides fr up t 15 mnths f schedules in advance t assist staff in planning their wrk and life balance. Prvides managers with the ability t frecast and plan. 6. What are the sme f the benefits fr staff? Officers can view schedules up t 15 mnths in advance Fair and equitable schedules with cnsistent access t shifts, weekends and develpment pprtunities. Discntinuatin f fficers being rstered fr 9 t 10 days 7. Can I still carpl? Yes. Hwever, fficers must understand that they may be n different lines within the schedule, which may result in nt being rstered n the same shifts at varius times. 2 8. Can I still access PTLWP? Yes - althugh cnsultatin with management must ccur t determine best practice. 9. Can I still swap shifts? Yes. Officers may seek t swap shifts, days, leave and entire schedules. Officers swapping an entire schedule, will remain in the same sequence, and upn mving t the next schedule retain their line in the rtatin. The swapping entire schedules, may inadvertently lead t fficers wrking a lng perid (end f ne schedule & start f anther). Hwever, this is purely the chice f the fficer wh is swapping. 10. Hw d I bk leave? Agency Assigned Leave will be autmatically built int the schedule, which equates t 10 days leave fr 8hr shifts and 7 days leave fr 12hr shifts. Agency Bked Leave can be swapped with ther fficers, prvided each staff member takes 10 days leave each calendar year. Due t the autmated functin f Agency Assigned Leave, sme leave blcks will fall in high demand perids such as, schl hlidays, Easter, Christmas and New Year. Officer Bked Leave can cntinue t be bked utside f Agency Assigned Leave, where fficer numbers allw. Officer Bked Leave during high demand perids such as schl hlidays, Christmas and New Year etc will cntinue t be ballted and shared fairly. Leave Lading Payment is triggered when 80 hurs f cnsecutive leave is taken (8hr shifts - 10 days and 12 hur shifts - 7 days). Officer Bked Leave must still be within the 10% bandwidth, thugh management can authrise higher percentages in certain circumstances. 11. What are the majr differences, between 8 hur and 12 hur schedules? The main difference is the amunt f days wrked within each cycle. Officers n a 4 week (8 hur) rster will cntinue t wrk 19 days with 8 days ff and 1 x RDO. Officers n a 6 week (12 hur) rster wrk 42 days, but DO NOT accrue an RDO. 12. Hw many 12 hur shifts d staff wrk in a 6 week cycle? Officer n a 6 week (12 hur) rster wrk 19 days and have 23 days ff (N RDO). Officers can be rstered a minimum f 2 & up t a maximum f 4 cnsecutive 12 hur shifts. Wrking mre than 4 cnsecutive 12 hur shifts can lead t fatigue and management shuld ensure this des nt ccur. 13. Hw many days ff in a rw will I be rstered under 12 hur shifts? The minimum number f cnsecutive days ff within each schedule is 2. Hwever, sme schedules will result in being rstered up t six (6) t eight (8) cnsecutive days ff. Officers will be affrded the same pprtunities as they rtate thrugh each schedule line during the cycle. 3 14. Hw many leave days d I get n 12 hur rsters? Leave accrual is calculated in hurs nt days and remains unchanged Officers accrue 240 hurs leave per annum, which equates t 20 x (12) hur days. 15. What if I need a day ff t attend a functin, but I'm rstered t wrk? Apprach anther fficer t swap days ff. Apply fr any vacant leave blcks fr that perid Officers will have access t view the leave balances, s will always knw what perids are available t bk shrt ntice recreatin leave. If schedule already published, apprach centre management t ascertain ther ptins such as Shrt Ntice Recreatin Leave (SNRL). 16. Is there a penalty payment fr wrking a 12 hur day shift (L Watch)? N Saturday, Sunday and Public Hliday shift payments will remain the same and will be paid fr the entire 12 hur perid. Nte: At this stage fficers wh wrk a 12 hur day shift Mnday t Friday at Kirkcnnell, Berrima and Glen Innes are paid 15% fr fur (4) hurs f the shift. Hwever, this is under review and is expected t be amended t meet the Award cnditins. 17. What are the penalty rates fr wrking a 12 hur night shift? L shift 12 hur (day shift light) cmmences at 6am and ceases at 6pm attracts: Weekday 12hrs at nrmal hurly rate Saturday 12hrs at 50% Sunday 12hrs at 75% Public Hliday 12hrs at 50% N shift 12 hur (night shift) cmmences at 6pm and ceases at 6am attracts: Weekday int Weekday 12 hurs 17.5% Weekday int Saturday 12 hurs at 50% Weekday int Public Hliday 12 hurs at 50% Saturday int Sunday 12 hurs at 75% Sunday int Public Hliday Mnday 12 hurs at 50% Public Hliday Weekday int Saturday 12 hurs at 50% Public Hliday int a Public Hliday 12 hurs at 50% Sunday int nrmal Weekday 12 hurs at 17.5% 18. 4 19. Will I be wrking in the same sectr every day? This will depend n yur rtatin and sectr yu wrk in. Sme cyclic rsters will be designed s fficers autmatically rtate thrugh varius areas ver a perid f several cycles. Alternatively, centre management can actin the rtatin prcess thrugh EOI fr varius specialist areas such as IAT, receptin rm, gate etc. The cyclic rster mdel fr rtatin will allw fficers and management greater visin and transparency, whilst ensuring cre business bjectives are achieved. 20. Hw many recreatin leave days need be taken fr leave lading t be activated? Leave lading is triggered when 80 hurs f cnsecutive leave is taken. This equates t 10 days leave fr 8 hur shifts and 7 days leave fr 12 hur shifts. 21. D staff lse any entitlements r emplyment cnditins? N - cnditins f emplyment remain as per the current Award. 22. Whilst wrking in the current cyclic rster, when will the new 12 t 15 mnth cyclic rster be made available? The next cyclic schedule will be made available fr viewing a minimum f apprximately fur (4) mnths prir t the ending f the current cyclic rster. Management will review and make any necessary changes t the rster, prir t its publicatin. 23. What happens if there are staff vacancies and there are vacant r empty lines? Management will have a number f ptins at their dispsal t address any vacancies. Including, ffering f TE, activatin f CO transfer list, ffer casual t nging cnversin and recruitment in cnsultatin with HR. Cyclic scheduling allws management t frecast vacancies and cnsider best practices and apply accrdingly. 24. Will all staff be rstered watches? Yes (where practicable) 25. Can I wrk vertime during leave? Officers are nt t wrk vertime n any f the days ff within a perid f leave (these days ff are t be crssed XD). Officers may wrk vertime n the days ff prir t the leave and n days ff at the end f the leave. The Gvernr may apprve, in exceptinal circumstances and nly after unsuccessfully trying all alternatives, vertime being wrked cntrary t these principles. The circumstances and effrts made must be nted fr audit purpses and recrded in EDRMS. 26. Hw des the Public Service Hliday wrk? One day is added t recreatin leave credits fr cntinuus and nn-cntinuus shift wrkers fr the Public Service Hliday. If fficers wrk n the Public Service Hliday and all f the wrking days between Bxing Day and New Year s Day, a 50% penalty is paid fr the Public Service Hliday. 5 The ranks f Gvernr, General Manager, Superintendent, Manager f Security, Deputy Superintendent, Senir Assistant Superintendent, Principal CO, Assistant Superintendent, Chief CO & CSI Custdial Executive staff are entitled t the Public Service Hliday. This is shwn as PH taken n Ellipse. 27. Sundays and Public Hlidays additinal payments Cntinuus shift wrkers wh wrk rdinary duty shifts n Sundays and/r Public Hlidays are granted an additinal payment n a pr rata basis f up t ne week's rdinary salary, depending n the number f shifts wrked. If a Sunday is als a Public Hliday it is cunted as ne shift under this calculatin. The qualifying perid fr this extra payment is the twelve mnths frm 1 December ne year t 30 Nvember the fllwing year. The additinal payment is made after 1 December each year. 28. What is Shrt Ntice Recreatinal Leave (SNRL)? Refers t recreatin leave requested and taken after schedules have been published that creates a vacancy such as vertime r use f a casual CO. Officers shuld first seek shift swaps, r alternatively they can swap leaves dates with ther fficers. If these ptins are nt pssible, fficers can seek management apprval fr SNRL. 29. Des cyclic scheduling apply t all ranks? Cyclic Schedules applies t the fllwing ranks: Gvernr Manager f Security Senir Assistant Superintendent (FM) Principal Crrectinal Officer (FM) CSI Executive Officers Senir Crrectinal Officer First Class Crrectinal Officer Crrectinal Officer All CSI Overseers 30. What are the key benefits f cyclic scheduling? Cyclic scheduling underpins a simple yet highly efficient apprach t custdial rstering. The develpment f each schedule cnsiders centre peratins, and the custdial staffing establishment fr a pre-determined perid f time with benefits including: Prvides fficers with a clear indicatin f future wrking shifts, rest days and leave Schedules will be available fr all fficers t view in real time n the M Drive fr at least 12 mnths in advance and in sme cases up t 15 mnths in advance. Hw des duble shifts and excessive duty wrk? Duty in excess f 12 cntinuus hurs shuld be avided whether thrugh vertime, nrmal scheduled shifts r shift swaps. Hwever, n ccasins urgent r emergent situatins r the unavailability f replacement fficers, will mean that wrk in excess f 12 hurs ccurs. Where fficers are required t wrk duble shifts, the first shift wrked will be deemed the nrmal scheduled shift. Officers wh accept a duble shift that will result in a less than 8 hur break prir t cmmencing their next scheduled shift will nt be paid vertime fr that fllwing scheduled shift. Situatins may ccur where a duble shift (vertime) is extended past the expected shift finish time and leads t less than an 8 hur break befre their next nrmal scheduled shift. When this ccurs fficers must immediately advise centre management, s necessary arrangements can be made such as alternate start times, relief staff etc. Shuld an 8 hur break nt be applied, the fficer is entitled fr additinal payment n the next scheduled shift. 32. Hw are breaks between shifts calculated? There is t be a minimum break f 8 hurs between rdinary scheduled shifts. If an fficer resumes r cntinues t wrk withut having had 8 cnsecutive hurs ff duty (calculated by the amunt f time elapsed after the cmpletin f an rdinary scheduled shift r the cmpletin f authrised vertime r the cmpletin f additinal travelling time, if travelling n duty), vertime will be paid until released frm duty fr 8 cnsecutive hurs and then be entitled t be ff duty fr at least 8 cnsecutive hurs withut lss f pay fr rdinary wrking time which falls during such absence. Time spent travelling t and frm the wrkplace is cnsidered time ff duty. When vertime is necessary, and wherever reasnably practicable, it shall be arranged s that fficers have at least 8 cnsecutive hurs ff duty. In circumstances where an fficer is nt directed t wrk vertime but ffered next under the vertime equalisatin rules, and the anticipated duratin f the wrk at the time f the ffer wuld result in less than an 8 hur break, a shrtened break is accepted.
