PROVIDING OPERATIONAL FUNDS TO NOFEE SCHOOLS (a) Criteria fr V.. viding peratinal funds t n fee schls (i) All nfee schls shuld annually, in accrdance with the applicable prescripts f the PFMA and its regulatins and any Treasury practice ntes be prvided with an allwance fr their ttal schl allcatin fr the year in rder t be able t defray dayt-day peratinal, nn (ii) persnnel expenditure. This will include thse dayt-day, nn persnnel expenditure t supprt the effectiveness and efficiency f the adinistrative, anageent and curricular prgras f the schl. In accrdance with Sectin 21(6) f SA SA the MEC shall by ntice in the Prvincial Gaette deterine that gverning bdies f nfee schls be allcated the functin t adinister and utilie the peratinal funds fr dayt-day peratins in accrdance with the prvisins f Sectin 21(1)(e) f SA SA. (b) Deterinatin f the aunt fr peratinal purpses (i) The aunt f the allwance fr daily peratins t be ade available t schls ust be deterined by the Head f the Departent. (c) Prviding schls with details f peratinal funds allcated (i). The prvisinal and final cunicatin n the schl's allcatins as guided by Paragraphs 119 and 121 ust, where applicable, include details f the aunt f the allcatin fr peratinal funds and what the peratinal funds can be utilised fr.

(ii) The PED ust prvide the schls with prcedures and plicies fr recrding and reprting n the use f the allcatins as well as the tiefraes fr such reprting which schls need t cply with befre they ay receive their next allwance fr peratinal purpses.." and (b) the insertin after paragraph 170 n page 45 f the Natinal Nrs and Standards fr Schl Funding, Gvernent Gaette N f 31 August 2006 f the fllwing: "170A COMPENSATION FOR FEE EXEMPTIONS (a) A PED will deterine an allcatin fr cpensatin fr fee exeptin t fee paying schls fr each financial year. (b) (c) (d) The schls will apply t the Head f Departent fr cpensatin nt later than 30 June f each year using the applicatin fr (Appendix A).. The applicatin fr ust be cpleted and be certified by the fficial schl auditr accrding t the audit guidelines (Appendix B). The iniu infratin t be prvided by the schl n applicatin wi1l include the nae f schl; the EMIS nuber; the physical address f the schl; the nae and cntact details f the persn that cpleted the fr; the ttal nuber f learners enrlled at schl; the list f learners exepted fr paying schl fees in the previus year indicating the LURITS unique tracking nuber f each learner. The infratin cntained in the applicatin fr ust be verified by the Schl Principal befre subissin and als be signed ff by the Chairpersn f the SGB, a representative f the schl's Finance Cittee and the fficial schl Auditr. All infratin received will be subject t a departental validatin prcess as deterined by the PED. If any infratin is fund t have been

6 6 N GOVERNMENT GAZETTE, 28 JANUARY 2011 fraudulently supp-lied, the applicant schl will be subjected t sanctin, which sanctin ay include disciplinary actin against the principal wh verified the infnnatin andlr recvery f any payent ade. Late subissin (Le. after 30 June f the year), incplete infnnatin, altered infnnatin, incrrect infnnatin as well as infnnatin subitted in an incrrect fnnat will render the applicatin invalid. The audit ust be cpleted and certified by the fficial schl auditr, r a persn appinted by the gverning bdy in line with Sectin 43 f the Suth African Schls Act, befre the applicatin is subitted t the Prvincial Educatin Departent (PED). 2. The applicatin fr cpensatin will be fr the previus schl year, hence the situatin at the schl in the previus schl year will apply. 3. The fllwing dcuentatin ust be btained fr the schl: i. Final departental allcatin letter t the schl fr the year f applicatin. ii. Audited financial stateents fr the year f applicatin. iii. Leaer attendance registers and quarterly/annual suaries f registers fr the year f applicatin. iv. Schl adissin reister/s. v. Snap survey fr the year f applicatin. vi.
