1 Large Lcal Majr Schemes Bid fr cnstructin funding December 217 All bids fr cnstructin funding within DfT s Large Lcal Majr Schemes prgramme must be supprted by (a) A cmpleted bid template (Part One) (b) A checklist t highlight where key infrmatin can be fund in the OBC (Part Tw) (c) an Outline Business Case (OBC) as defined in the Department s Transprt Business Case Guidance and any Annexes as necessary The pr-frma (b) details sme key items we wuld expect t be included within the OBC in a large majrs bid. In summary the OBC shuld be submitted when a preferred ptin with a defined scpe has been identified, detailed cstings and appraisal have been undertaken, and a firm delivery plan is in place fr cnstructin. Once business cases are received in each rund we will decide which will receive funding fr cnstructin. It is a cmpetitive prcess and we are lking fr the schemes that will ffer the best returns, will meet ur key bjectives and can be delivered quickly. We will be assessing schemes acrss the five cases and will be cnsidering the fllwing questins in particular. Strategic Hw clear, rbust and well evidenced is the strategic case? Affrdability Please prvide a brief summary f why the scheme wuld be unaffrdable ther than via this bid t the large majrs fund, with particular reference t yur LEP s guideline threshld. The WE Authrities have already spent 1.116M f preparatin csts leading up t the submissin f the Outline Business Case and this funding bid. The Authrities have examined all pssible surces f lcal funding within the West f England including Lcal Grwth Funding (LGF) and Ecnmic Develpment Funding (EDF), West f England Cmbined Authrity Funding and Cuncil reserves. In respect f Cuncil reserves these are very limited due in part t the sustained perid f reductin in central Gvernment revenue funding fr lcal Gvernment since 21. Given the utlk f further reductin in lcal Gvernment revenue supprt, n funds are available frm Cuncil reserves. In respect f LGF and EDF these funds are already fully cmmitted t high pririty schemes. An allcatin in principle and subject t a successful bid t the Large Lcal Majr Scheme fund f West f England Cmbined Authrity Funding f 5.86M has been made (December 217), bearing in mind there are issues and cnstraints with this funding surce. The lead Authrity fr MetrWest Phase 1 Nrth Smerset Cuncil (within which mst f the scheme infrastructure is t be delivered) is nt part f the West f England Cmbined Authrity (WECA). WECA cmprises f the Bath & Nrth East Smerset, Bristl

4 City and Suth Glucestershire Cuncil areas. MetrWest Phase 1 is a crss bundary scheme, and the prprtin f the scheme (n a mileage basis) within WECA is relatively mdest. Nrth Smerset Cuncil als increased its lcal cntributin t the scheme in Nvember 217, adding a further 5.86M, funded via its Medium Term Financial Plan. These tw additinal allcatins increased the lcal cntributin including LGF via the WE LEP frm M t M. This equates t a lcal cntributin f 56% with the remaining 44% being sught frm the DfT. Finally, the scheme cst and indeed the ttal lcal cntributin is abve the DfT s threshld f 59M minimum scheme cst fr the WE (as set ut in DfT Guidance) fr cnsideratin f Large Lcal Majr Scheme Funding. 5. Value fr Mney Please prvide a shrt descriptin f yur assessment f the value fr mney f the scheme including yur estimate f the Benefit Cst Rati.
